INTRODUCTION
1. Urgency of the topic
Implementing the Party and State's renovation policy, our country's economy has made new steps of development, the structure of industries is increasingly diverse and rich in the direction of industry and services. In the structure of service industries, the tourism industry has an increasingly important position and role, especially when Vietnam is integrating into the world economy, participating in the process of economic globalization. For tourism to truly become a spearhead economic sector, an indispensable requirement is the role of state management of tourism. Because, through state management of tourism, the State will orient tourism to develop in all aspects, exploiting maximum advantages with the goal of bringing more and more profits to the economy.
Bac Kan is a mountainous province located in the inland center of the Northeast region. Bac Kan is a province with great potential for tourism, from natural tourism resources to cultural tourism resources and historical relic tourism resources. The 8th Conference of the Bac Kan Provincial Party Committee (10th tenure) issued a Resolution on tourism development in Bac Kan province until 2015, with a vision to 2020, aiming to develop Bac Kan tourism into an important economic sector of the service sector, contributing to accelerating the restructuring of the local economy. With that spirit, Bac Kan province has strengthened state management of tourism. Tourism development has contributed to the growth and restructuring of the province's economy, contributing to job creation, improving the material and spiritual life of the community and significantly contributing to hunger eradication and poverty reduction.
Besides the achieved results, the state management of tourism in Bac Kan province still has some limitations such as: There is no detailed construction planning in tourist areas and spots, so attracting investors to build infrastructure for tourism is not effective;
Tourism promotion and advertising are not regular and continuous; Training of tourism human resources does not have a clear plan and strategy; Infrastructure is not yet adequate to serve tourists; Tourism products are still poor and monotonous, and the province's own unique tourism products have not been developed... This requires that in the coming time, Bac Kan province needs to further strengthen state management of tourism.
Based on the above reality, the author has chosen to research the topic: "State management of tourism in Bac Kan province" as the topic of his master's thesis.
2. Research objectives
2.1. General objectives
From analyzing the current state management of tourism in Bac Kan province in the period of 2017-2019, the author proposes a number of solutions to strengthen state management of tourism in Bac Kan province in the coming time.
2.2. Specific objectives
- Systematize theoretical and practical basis on state management of tourism.
- Analyze the current status of state management of tourism in Bac Kan province in the period of 2017-2019, thereby presenting the achieved results, limitations and causes of limitations in state management of tourism in Bac Kan province in the period of 2017-2019.
- Propose some solutions to strengthen state management of tourism in Bac Kan province in the coming time.
3. Research object and scope
3.1. Research subjects
The research object of the topic is state management of tourism at the provincial level.
3.2. Scope of research
- Spatial scope: the topic is researched in Bac Kan province.
- Time scope: secondary data collected and analyzed in the thesis were taken in 3 years from 2017 to 2019; primary data were collected through a survey conducted by the author in 2019.
- Scope of content: focuses on analyzing and evaluating the current state management of tourism in Bac Kan province through the following contents: building the apparatus and staff of state management of tourism; building and organizing the implementation of planning; tourism promotion and advertising; human resources for tourism; exploitation and protection of tourism resources and environment; inspection and handling of violations. Through analyzing the current situation, the author proposes a number of solutions to strengthen state management of tourism in Bac Kan province in the coming time.
4. Contribution of the thesis
- In theory
The thesis contributes to synthesizing and systematizing basic theoretical issues on state management of tourism, explaining factors affecting state management of tourism.
- In practice
The thesis is the first systematic research on state management of tourism in Bac Kan province. The thesis is a reference document for the Department of Culture, Sports and Tourism of Bac Kan province and the People's Committee of Bac Kan province to have solutions to strengthen state management of tourism in Bac Kan province in the coming time. In addition, the thesis is a reference document for scientific researchers to conduct related research in the future.
5. Structure of the topic
In addition to the introduction, conclusion and list of references, the thesis is structured into 4 chapters:

THEORETICAL AND PRACTICAL BASIS OF STATE MANAGEMENT OF TOURISM
1.1. Theoretical basis for state management of tourism
1.1.1. General theory of tourism
1.1.1.1. Concept of tourism
Tourism has become a popular activity of people in today's era. The concept of tourism has been widely used in books, newspapers and mass media. However, through each period of development, the concept of tourism also has different characteristics and is increasingly recognized more fully.
- According to the World Tourism Organization (UNWTO): "Tourism is the activity of traveling to a place outside the usual human environment and staying there for sightseeing, rest, entertainment or other purposes other than activities remunerated at the place visited for a continuous period of less than one year" (EU-ESRT Project, 2013).
- According to the Law on Tourism No. 09/2017/QH14 dated June 19, 2017, tourism is understood as follows: "Tourism is an activity related to human trips outside of their usual place of residence for a period of no more than one consecutive year to meet the needs of sightseeing, relaxation, entertainment, learning, exploring tourism resources or in combination with other legitimate purposes" (Law on Tourism, 2017).
From the above concepts, it can be understood that: tourism is a synthesis of activities organized to serve the journey and stay of people outside their place of residence to carry out personal development in economic, social, cultural and spiritual aspects, rest, entertainment, and promote understanding and cooperation between people. Thus, tourism is a specific activity, including many participants, namely tourists, tourism service providers, etc.

+ For tourists: It is a journey and stay in a place other than the regular residence to satisfy material and spiritual needs.
+ For tourism service providers: It is the process of organizing service production conditions to serve tourists to gain profit.
+ For local authorities: It is to manage and organize conditions of infrastructure, facilities, and techniques to serve tourists; organize service activities to serve tourists' accommodation and travel itineraries; organize the consumption of local products, improve people's living standards; protect the natural and social environment.
+ For residents: Participating in local tourism activities to increase economic benefits, while participating in monitoring and ensuring to the lowest level the negative impacts and risks of tourism on the environment, cultural traditions and living conditions of local residents.
1.1.1.2. Characteristics of tourism
- Tourism is an activity that mainly provides products and services: Tourism aims to meet customers' needs for products and services mainly. Usually, tourism products have a large part of intangible elements in their structure.
- Highly interactive tourism: Tourism is the result of interactions between service providers and customers, through meeting the needs of customers, bringing benefits to the service provider. The goods created by tourism services are produced and consumed simultaneously, there is no time between production and consumption to check for damaged products.
- Tourism associated with tourism resources: Many tourism activities are associated with tourism resources, especially natural tourism resources and relics.
