INTRODUCTION

1. Urgency of the topic

In recent years, Vietnam's tourism industry has seen many improvements, changed its appearance and gradually affirmed its stature in the national economy, contributing to promoting the country's economic growth, eliminating hunger and reducing poverty and improving people's lives. In the context of a market economy, the era of globalization; the tourism industry is facing difficulties and challenges, requiring innovation and strengthening of state management, so that the tourism industry can truly become a "spearhead" economic sector.

Ha Giang is a mountainous province in the Northwestern economic region with advantages in resources, climate and potential for tourism development, especially eco-tourism, sightseeing, spiritual and research tourism. In recent years, Ha Giang province has always identified tourism as the driving economic sector of the province and the tourism sector has contributed to increasing the proportion of the service sector in the economic structure of the province. Like other economic sectors, Ha Giang tourism is still an underdeveloped sector, has not mobilized economic sectors to participate in tourism development; has not really fully exploited the potential and advantages of the province; on the one hand, due to insufficient conditions for exploitation, more importantly, state management still has shortcomings, has not really created a favorable economic, social and legal environment for tourism development. The limitations and lack of dynamism of tourism activities in the province are the inevitable consequences or products of the state management process in planning and implementing sectoral planning; on viewpoints, directions, mechanisms and policies to attract and develop investment in the industry. With special conditions of natural resources, climate, majestic natural landscapes and other incentives bestowed by nature. In particular, on October 3, 2010, the dossier " Dong Van Karst Plateau Geopark " was approved by the Advisory Council of the Global Geopark Network.

(GGN) of UNESCO officially recognized as a Global Geopark. This is currently the only title in Vietnam and the second in Southeast Asia ( on September 22, 2014 in Canada, the Global Geoparks Network officially recognized Dong Van Karst Plateau Global Geopark as a member of the Global Geoparks Network ); in addition, the Ministry of Culture, Sports and Tourism recognized Hoang Su Phi Terraced Fields as a National Monument and many customs of ethnic minorities were recognized as national intangible cultural heritages... Currently, the tourism industry has not really promoted this advantage, shown in some main aspects such as: the number of tourists coming to Ha Giang is not much, the average number of days of stay and the number of rooms are still low, tourism service revenue is not much, not many jobs have been created, the structure of the tourism industry in particular, the service industry in general in the economic structure of the province is still low. The tourism industry can hardly become the driving force of the province's economy if the above situation continues. Therefore, a scientific and systematic research to find solutions for state management to promote the development of tourism in Ha Giang province to truly become a key economic sector in the future and contribute to accelerating the socio-economic development of the province is an urgent requirement and task. Based on the above issues, the author of the thesis chose the topic: "State management of tourism in Ha Giang province" for research, which is necessary and meaningful in theory and practice. How to strengthen state management of tourism in Ha Giang province?

2. Research purpose and tasks

2.1. Research purpose

Proposing some solutions to strengthen the state management of tourism in Ha Giang province, making tourism truly become a driving economic sector, contributing to accelerating the socio-economic development of the province.

2.2. Research tasks

First : Research general theoretical issues on tourism and state management of tourism.

Second : Analyze and evaluate the current status of tourism activities and state management of tourism in Ha Giang province.

Third : Propose solutions to strengthen state management of tourism in Ha Giang province.

3. Research object and scope

3.1. Research subjects

The research object of the thesis is state management activities on tourism in Ha Giang province.

3.2. Scope of research

+ Regarding research space : Research on state management of tourism in Ha Giang province;

+ Research period : From 2009 to 2013;

+ Regarding research content : The thesis mainly studies state management activities carried out by provincial authorities, such as studying policies, tools, state management activities on tourism; state management work on tourism in Ha Giang province in recent times.

OVERVIEW OF RESEARCH SITUATION AND THEORETICAL BASIS OF STATE MANAGEMENT OF TOURISM

1.1. Overview of research situation

In recent years, the issue of tourism development in general and state management of tourism in particular at the national or local level has been a topic that has attracted the attention of scientists, leaders and economic managers. To carry out this thesis, the author has researched a number of contents on tourism economics, tourism planning, tourism development, state management (SMB) of tourism and documents related to the tourism industry. Some typical scientific works that the author has researched:

1.1.1. Research works on tourism

Up to now, in Vietnam, there have been many research works on tourism development, tourism economics and tourism management. Regarding this content, in the form of scientific projects, Master's theses, and Doctoral theses, there have been the following main works:

- Textbook "Tourism Economics", Editor: Prof. Dr. Nguyen Van Dinh; Assoc. Prof. Dr. Tran Thi Minh Hoa - Hanoi: National Economics University Publishing House. The work describes the nature of tourism human resources; the role and characteristics of the labor group performing the function of state management of tourism, the labor group performing the function of tourism career and the labor group performing the function of tourism business. The basic contents of state management on the development of human resources in the tourism industry are also mentioned, such as management and effective use of human resources in the tourism industry, contributing to the implementation of guidelines, policies and human development.
