CONCLUDE

In recent years, the domestic and international situation has changed a lot; in the coming time, there will continue to be changes, these changes are both opportunities and challenges for the Lao economy in general and Luang Prabang province in particular. Laos's international relations and integration are increasingly expanding, especially when Laos has become a member of the World Trade Organization (WTO), further affirming the role and position of Laos in the international arena. The characteristic of Laos is that it has maintained a bureaucratic, subsidized planned economy for too long, the open economy initiated by the Lao People's Revolutionary Party, although more than 30 years ago, in reality, Laos's market economy is only at its beginning stage. To truly enter the big playground, we must clearly know what are the advantages and what are the difficulties that need to be faced. Only then can we overcome the disadvantages and limitations left by the old mechanism, especially the limited viewpoints, awareness, thinking, and management level according to the market mechanism, the lack of uniformity in the legal system... These are the issues that the State management work must struggle with to find a suitable direction for the country's economy.

For Luang Pra Bang province, a mountainous province with many potentials for tourism development, with rich natural conditions, many famous landscapes, a long-standing historical tradition, it is a place that has all the conditions to become an "attractive destination" in the hearts of tourists. However, the current development and exploitation are still not commensurate with the existing potential, low efficiency, and state management activities on tourism have not yet promoted their inherent role. With that spirit, the author's task is to research and find appropriate solutions.

Chapter 1: Analyzed the overall research situation of theoretical and practical bases on state management of tourism in Luang Prabang province, Lao PDR at present, which has been studied by scientists in Laos, Vietnam and some other countries.

The world has published through works, monographs, treatises, scientific works at state and ministerial levels, doctoral theses, master's theses, publications in magazines, articles that have mentioned, approached, researched, evaluated, analyzed, and generalized from many different perspectives such as: public management, law, economics, cultural studies... on different aspects and levels. Up to now, there has been no work that has thoroughly and comprehensively researched the system of state management of tourism in Luang Pra Bang province, Lao PDR. In particular, generalizing, analyzing and clarifying the concepts, roles and contents of state management of tourism, the provisions of legal documents related to state management of tourism as a theoretical and practical basis for state management activities of tourism in Luang Pra Bang province, Lao PDR today. From there, propose directions and solutions for state management of tourism in Luang Pra Bang province at present, in order to promote the development of tourism in Luang Pra Bang province, so that tourism can truly become an important economic sector of the province in the near future.

Chapter 2: The thesis focuses on studying the theoretical basis related to the thesis topic. Specifically, it has explained different concepts of tourism, management and state management. On that basis, the thesis has proposed the concept of state management of tourism. At the same time, the thesis has pointed out the characteristics and role of tourism in socio-economic development and the characteristics, roles and contents of state management of tourism at the provincial level and the thesis has also proposed and analyzed the factors affecting state management of tourism.

In addition, to clarify some theoretical bases of state management of tourism at the provincial level, the thesis has studied the experience of state management of tourism of some localities abroad. From there, the thesis has drawn lessons for Luang Pra Bang province, Lao PDR.

These results are the important theoretical basis of the thesis. At the same time, they are scientific arguments for studying the current situation and proposing directions and

In Chapter 3, the author focuses on analyzing and evaluating the current status of state management of tourism in Luang Pra Bang province in the period 2012-2018. Specifically, the resolved contents are:

- Overview of natural, economic, social conditions and tourism resources affecting state management of tourism in Luang Pra Bang province.

- Analyze the current state management of tourism in the province, focusing on the following contents: Analyze the current state management of tourism development planning; Create a favorable legal environment for the development of the tourism industry; Organize, direct, operate, inspect and control tourism activities.

- Assess the current status of state management of tourism in Luang Pra Bang province, stating the achievements; limitations, shortcomings; and causes of the limitations.

Chapter 4 : Research on opportunities and advantages, challenges and difficulties; viewpoints, directions, forecasts for tourism development in Luang Pra Bang province to 2030, directions for improvement and main solutions to improve state management of tourism in Luang Pra Bang province. Specifically, the following contents have been resolved:

Orientation to improve state management of tourism in Luang Pra Bang province in the coming time, focusing on solving 3 basic issues: Building a plan for tourism development in Luang Pra Bang until 2020 and orientation to 2030; Orientation to improve the legal policy system; Organizing, inspecting and controlling tourism activities.

Solutions to improve state management of tourism in Luang Pra Bang province. In this content, the author focuses on 5 measures, which are: Completing planning and improving the quality of tourism planning; Training and developing quality human resources to meet the requirements of tourism development; Strengthening promotion

Promote tourism, call for investment, and cooperate in tourism development; Promote administrative reform in state management of tourism; Strengthen inspection and examination of tourism activities.

Recommend to the Government, Ministries and Central Branches to perfect a number of policies and create mechanisms to help Luang Pra Bang have conditions to develop tourism in the coming time.

* The thesis has contributed to solving the following problems:

- Systematize tourism theory and state management of tourism; study the system of state management content of tourism.

- Based on the actual situation, data, and implementation results of the tourism industry in Luang Pra Bang province. The author has synthesized, analyzed, and correctly assessed the current situation of state management of tourism in Luang Pra Bang province in the period 2012-2018.

- Forecast some key development indicators for tourism development in Luang Pra Bang province to 2030. Based on the current situation and development requirements of the tourism industry in the coming time; propose directions and solutions to improve state management of tourism in Luang Pra Bang province in the coming time. In which, focus mainly on the contents of state management of tourism that Luang Pra Bang province still has many limitations and problems in the past.
