INTRODUCTION
1. Urgency of the topic
Along with the development of the socialist-oriented market economy, Vietnam's tourism is increasingly affirming its important position and role in the national economy. Tourism is considered a comprehensive economic sector, contributing to the economic restructuring of the country; promoting, preserving and developing an advanced Vietnamese culture imbued with national identity. Tourism establishes and enhances the position and image of the country and the dynamic, friendly and peaceful Vietnamese people in the international arena; making an important contribution to the economic integration process and implementing the open, multilateral and diversified foreign policy of the Party and State. It can be seen that tourism has become a key economic sector of many countries and territories in the world. In recent years, our Party and State have paid special attention to the development of the tourism industry. State management of tourism activities is always focused on, constantly innovated and improved to suit the development conditions of the country in the process of industrialization - modernization of the country and international integration.

Vietnam is rapidly becoming one of the tourist attractions in Southeast Asia. And Quang Ninh is a province with many attractive tourist destinations. Quang Ninh has a particularly important position in the socio-economic development of the Northern Midlands and Mountains region in particular and the whole country in general, including the development of the tourism industry. In Quang Ninh province, there are many tourist destinations with tangible and intangible resources belonging to three main categories: natural, cultural/historical and cities. Natural destinations include beautiful and diverse landscapes on islands, beaches and mountains such as Ha Long Bay, Bai Tu Long Bay, Bai Dai,

Tra Co, Co To Island, etc. The province has many cultural attractions, providing cultural and historical experiences such as Yen Tu relic - one of the most important places in the province, Bach Dang River, Bai Tho Mountain... Finally, there are many cities and towns such as Ha Long city and Mong Cai border city that create shopping and dining opportunities for tourists. Quang Ninh tourism has been playing a quite important role in the tourism industry of the Northern key economic region and the Northern tourism region, not only attracting a large number of domestic and foreign tourists, but also bringing a relatively large source of revenue to the provincial and state budgets. Therefore, the development of tourism in Quang Ninh province has contributed significantly to the development of Vietnam's tourism industry in general and the socio-economic development of the province in particular. However, the province has not yet fully exploited its potential and advantages, the tourism industry still shows certain limitations. The quality of tourism services is not high: many constructions and relic sites are degraded, focusing mainly on sea tourism without paying attention to cultural and religious tourism... The issue of effective state management of the tourism industry is still low, especially in the management of tourism services and facilities. This poses an important task for the province to improve and further enhance state management of tourism. From there, orient the development of all aspects of the tourism industry, bringing more and more profits to the whole province's economy.
Based on the above reasons, the author has chosen the topic: "State management of tourism in Quang Ninh province" as his master's thesis in Public Management to contribute to solving the problems raised.
2. Research status of the topic
The issue of state management of tourism has been studied by many authors.

This is a research project on state management of tourism business activities in a specific locality. The thesis analyzed the theoretical and practical basis to clarify the functions and tasks; proposed viewpoints and solutions to contribute to innovation and improvement of state management of tourism business activities in Quang Ninh province. However, the author only researched state management of tourism business activities in Quang Ninh, different from state management of tourism in general in the province.
- Nguyen Thi Thuy (2013 ), State management of tourism in Van Don island district, Quang Ninh province , Master's thesis in Tourism, University of Social Sciences and Humanities, Vietnam National University, Hanoi. The thesis analyzed the characteristics and role of the tourism industry in the early stages of market economy development, assessed the current state management of tourism in general and proposed solutions to contribute to improving the effectiveness of state management of tourism. However, the author only studied the issue of tourism in a small island district.

SCIENTIFIC BASIS OF STATE MANAGEMENT OF TOURISM
1.1. Basic concepts
1.1.1. Tourism
Since the mid-19th century, tourism has begun to develop strongly and today has become a popular socio-economic phenomenon. Many countries have taken the travel quota of their population as one of the criteria for assessing the quality of life. Thanks to that, tourism has become a key economic sector of many countries in the world, including Vietnam. However, what is tourism from the perspective of tourists and tourism workers themselves, there are still differences and disagreements in the concept between researchers and those working in this field.
In 1941, Mr. W. Hunziker and Kraff (Switzerland) gave the definition: "Tourism is the sum of phenomena and relationships arising from the movement and stop of people in places other than their permanent residence; moreover, they do not stay there permanently and do not have any activities to earn income at the destination".
At the UN conference on tourism held in Rome - Italy (August 21 - September 5, 1963), experts defined tourism: "Tourism is the sum of relationships, phenomena and economic activities arising from the travel and stay of individuals or groups outside their usual place of residence or outside their country for peaceful purposes. The place they go to stay is not their place of work".
Chinese scholars have given a fairly complete definition of tourism: Tourism is a socio-economic phenomenon arising in certain socio-economic conditions, a synthesis of relationships and phenomena resulting from travel to satisfy needs.
The main purpose is to rest, entertain, and introduce culture, but it is a mobile place, not a permanent place, but a temporary stay for people.
According to the International Union of Official Travel Organizations (IUOTO): “Tourism is understood as the act of traveling to a place other than one's usual place of residence for purposes other than business, that is, not to engage in a profession or a job to earn a living,…”
According to the World Tourism Organization: "Tourism includes all activities of temporary travelers for the purpose of sightseeing, exploring and learning, experiencing or for the purpose of resting, entertaining, relaxing as well as for the purpose of practicing their profession and other purposes for a continuous period but not exceeding one year outside the settled living environment but excluding trips whose main purpose is to earn money".
