Cities across the country are rushing to organize computer training for civil servants according to the policy of Project 112. The report of the Project 112 Executive Board said that there have been about
64,000 cadres and civil servants were trained in computer applications. In Ho Chi Minh City alone, from mid-May 2005 to early January 2006, more than 3,000 cadres and civil servants in 24 districts and 43 departments and branches were mobilized to study computer applications. By the end of 2006, more than 64,000 cadres and civil servants in state administrative agencies in all provinces and cities nationwide had been trained in computer applications en masse.
It can be said that perhaps the biggest benefit in the training target group of Project 112 is that it has contributed to changing the awareness of leaders, cadres and civil servants about the application of information technology in general, and the application of information technology in state management in particular. However, with the widespread and massive implementation, the lack of calculation has made the Project completely ineffective after only a few years of implementation, although the amount of funding spent is up to 90,933.8 million VND. Training in information technology, popularizing information technology for leaders, specialists and professional staff still has many limitations, not meeting the needs of work at all levels.
On the other hand, the subject of Project 112 is too broad, involving all ministries, branches and localities. Besides this Project, there are many other projects on information technology application deployed in parallel. All of these projects do not have the necessary coordination and exchange to be able to link, leading to low efficiency in using information technology equipment.

According to the 112 Executive Board, the training program and curriculum are built based on the ICDL international standard curriculum on knowledge and IT skills for government officials around the world. But in fact, this program does not bring much efficiency, while the State has to spend tens of billions of VND. Most of the knowledge for 112 students overlaps with the knowledge of the national certificate level A. 80% of the program duration is in the A certificate training program. However, the tuition fee is too high, to study for the A certificate, students only have to pay from 300-400 thousand VND/person, but the tuition fee of 112 is from 2-2.5 million VND/person. Most of this tuition fee is taken from the State budget because students

According to the contract signed between the 112 Executive Board and training units, the standard cost of IT training is around 2 million VND/student (in about 19 days). Thus, if calculated at this level, IT training according to the program of Project 112 for those 64,000 people will cost the budget about 128 billion VND. That is not to mention the cost of writing textbooks, training organization costs...
Training a large number of IT staff for Project 112 in a willful manner, not linked to real practical needs, is a huge waste. In the context of unprepared IT infrastructure in provinces and cities, weak shared software will lead to the phenomenon that the learned knowledge cannot be applied in practice, the State has to re-train. In many provinces and cities, every year there is still a national certificate training program at level A (organized and granted by the Department of Home Affairs). The IT training program of 112 is both overlapping and causing a huge waste of the budget and working time of civil servants.
+ After more than 2 years of implementing Project 47 of the Central Party Secretariat, the effective implementation of projects under Project 47 has created a clear change in awareness and positivity and proactiveness among cadres and civil servants in Party agencies from the central to local levels in applying information technology.
Training and fostering of knowledge and skills in applying IT were actively deployed and promoted, basically meeting the set goals and plans. In 2003: 4 network administration classes were trained for more than 120 students, 3 IT popularization classes for 70 students, 2 information exploitation and advanced application training classes for 60 students. In addition, coordinated with Ho Chi Minh City National University to organize 01 6-month concentrated network administration training class in Ho Chi Minh City for 37 students. In 2004, training courses were organized in a concentrated form, including 17 classes with 329 students, including 6 IT popularization classes with 64 students; 6 network application exploitation classes with 122 students; 5 network administration classes with 143 students. There are 3 classes on popularization and application exploitation opened separately according to the request of the Central Organizing Committee and the Central Finance and Administration Committee. The 6-month training course for 37 network administrators in the Southern provinces has been summarized and closed.
Local Party committees proactively organized training courses for cadres to use the network and deploy network applications. In 2003, localities organized 49 courses for 1,199 leaders and managers, 163 courses for 3,512 specialists, and 40 courses for 705 district-level network administrators; approximately over 50% of cadres and specialists knew how to use computers. In 2004, provincial and municipal Party committees organized 470 training courses on information technology application for 7,590 cadres, including approximately 600 leaders and over 300 network administrators of district, county, and city Party committees.
In the two years 2003-2004, the Central agencies and provincial and municipal Party Committees organized training for: 842 classes, 16,158 cadres: at the district level, over 61% (18,297/29,995) of cadres and specialists knew how to use computers and computer networks.
During the 5 years from 2001 to 2005, this project trained 25,000 cadres and 3,000 network administrators. Currently, about 90% of Party agencies' specialists use computers in their work, and 60% know how to use the Internet for work.

Partner in Learning officially launched the Innovative Teacher forum after a period of construction and completion. This forum is considered a bridge connecting creative ideas of Vietnamese teachers together to share and succeed together on the journey of bringing IT to transform Vietnamese education.
The teacher training support program is designed to impart technology skills but always focuses on using technology to enhance
opportunities for individuals, capacity building, job readiness.
The program is divided into 2 main phases:
Phase 1: Training in information technology skills . Providing basic skills to help teachers gradually become familiar with and apply information technology skills in teaching and learning.
Phase 2: Guidance and sharing with colleagues and integrating information technology in teaching and learning . The program contributes to meeting the needs of teachers, providing them with convenient, accessible resources when integrating technology into their lessons. This is also a program to develop core teachers for the Partners in Learning program.
PIL works closely with universities and colleges of education to train core teachers, who then go directly to train teachers in general schools.
After 3 years of implementation, 32,989 teachers and more than 1.3 million students in 4,590 schools have benefited from this program. Teachers participating in this program will be trained in basic IT application skills so that this team will be the main people to expand the program. Teachers after being trained will be the ones who actively innovate teaching methods with the application of modern technology, attracting the attention, exploration and research of students, learning resources are not limited to textbooks.
In 1998, IBM began to cooperate with the Ministry of Education and Training, implementing the project: "Practice Professional Development" (PDL), worth 700 USD to apply IT to innovate teaching methods in primary and secondary schools. The project has trained many teachers, effectively serving the work of innovating teaching methods. Although the project has ended, the Ministry continues to fund teacher training to replicate the Teaching and Learning with Computers (TLC) model to other provinces and cities outside of Hanoi and Ho Chi Minh City. In 2002, Hanoi Pedagogical College opened many training classes on the TLC model in Hanoi, Da Nang, Nghe An, Ba Ria - Vung Tau, and also created conditions for teachers to meet, learn and share experiences.

The Department of Preschool Education has cooperated with IBM to direct the implementation as well as coordinate with the Central Kindergarten Colleges 1 and 3 to conduct many high-quality training courses through the program of editing useful materials to be able to deploy the active learning model in places without computers, remote areas. After applying this program, teachers have achieved many successes. Teachers have become more confident, with profound changes in attitude and emotions. Many teachers started the KidSmart program with feelings of fear, uncertainty and lack of confidence in their technical abilities. However, after participating in the program, teachers have made remarkable progress. However, the level of progress depends on many factors such as post-training support, determination and enthusiasm of teachers. In addition, teachers' skills, knowledge and understanding are significantly improved. KidSmart has helped teachers develop skills, knowledge and understanding in the following areas: Using computers and simple technical processing; Integrating technology into the curriculum; Using technology to meet children's learning needs; Considering different teaching styles in the classroom; Active support methods (guiding, questioning, supplementary activities). Da Nang City has been very successful in training human resources to apply IT in teaching. In the 8th Non-Professional Youth Informatics Contest, Da Nang has won many high prizes for innovative software at all 3 levels of education. By 2003, 100% of high school teachers had been trained, more than 600 secondary school teachers were taking basic IT classes and by 2004, IT training had been provided to 100% of primary school teachers. The Da Nang Department of Education and Training has paid great attention to raising awareness of IT application for all teachers and IT staff. The Department's Board of Directors has created favorable conditions for employees to study but has also resolutely eliminated those who do not know how to use application software in their work. In order for schools to perform well, education leaders have issued their own legal documents to monitor spending and organize IT application at the grassroots level. In organizing training courses on using IT in teaching, the city also invited the right subject specialists of the school (other places are usually school managers). The project to develop the Edunet network is carried out in two steps: step 1 will focus on funding of 4.5 billion to popularize IT among all teachers and managers; train IT specialists in the Department and units; connect the Internet to schools; build application software for management. Da Nang is also doing a very good job of popularizing IT in the whole community. In the fourth quarter of 2003, the Department of Education and Training opened 21 Community Learning Centers in communes and wards with more than 1,050 registered students, who are cadres who are not required to attend classes in Project 112 of the City People's Committee. Each class consists of 50 students, who practice right in the computer classrooms of schools located in the area.
Many low-cost computer programs for young people and students have been enthusiastically responded to by companies. Companies are competing to introduce policies to attract a large number of young people and students to buy computers, supporting young people in improving their ability to apply IT, typically the Thanh Giong computer program by two leading computer manufacturing companies in Vietnam, CMS and FPT Elead.

Digiworld Digital World Company, together with partners Dell Inc, Intel Vietnam, in collaboration with Thanh Nien Newspaper, donated 10 laptops to 10 university valedictorians in 2008. In addition, Digiworld continues to cooperate with computer manufacturers Dell Inc and Intel Vietnam to provide more support to students on the first day of school with the program: "Accompanying young Vietnamese talents".
Although the training of human resources applying IT in teaching has achieved many achievements as above, there are still certain limitations.
Up to now, most Departments of Education require that competitions for excellent teachers must apply IT. The innovation of teaching IT for students of pedagogical colleges is extremely practical. In the current Pedagogical Colleges, except for IT students who are taught IT with appropriate time, students of other faculties are only taught 30 periods for a 3-year course (junior high school teacher training program) or 60 periods including the use of other equipment (for primary school teacher training). The learning content is still mainly office IT with software such as Word, Excel, Powerpoint. However, with that amount of time, students only know enough about the concept but not enough to form a skill. Moreover, IT training in universities and colleges today mainly teaches the use of tools, while more is needed to train methods. The IT infrastructure in Pedagogical Colleges is currently very lacking. The IT teaching staff is thin, currently only Hanoi Pedagogical College has established its own IT department with a teaching staff of more than 10 people. Most of the computers and equipment such as projectors, video players, digital cameras are concentrated in the computer room and are mainly for IT students, so teachers from other departments do not have the opportunity to use them.
