- Check and evaluate the implementation of the plan for exploiting and using facilities and teaching equipment, considering it one of the criteria for evaluating teachers' professional activities.
3.2.5.4. Conditions for implementing measures
To strengthen the material facilities and teaching facilities for Technology according to the TCL, the Provincial People's Committee, the Department of Education and Training, the District People's Committee, and other agencies, organizations, and associations must pay attention.
Principals and managers must be proactive in mobilizing resources. Closely manage assets. Prepare all essential elements to protect and preserve existing assets. In addition to the funding provided by the State budget, Principals need to know how to take advantage of opportunities to exploit funding sources in the form of socialization, seek external resources to support activities to strengthen the construction of facilities and equipment for teaching Technology according to the school's TCL; Regularly manage and closely monitor investment sources for the construction of facilities and equipment, in purchasing teaching equipment, investment must be focused and key to avoid spreading, low efficiency, and wasting school funds.
There must be staff in charge of facilities, laboratories, practices, and equipment with solid expertise; teachers and students must be aware, ensuring safety and efficiency to avoid damage during use.
3.2. Relationship between measures
In the five proposed measures, each measure has its own objectives, content and implementation methods, each has certain advantages and disadvantages suitable for the specific tasks of management work. However, to improve the quality of management
In teaching Technology at Phu Binh District High School according to TCNL, it is necessary to implement the above measures synchronously because they are closely related, complement each other, are the basis for each other and have the same goal of improving the quality of teaching Technology.
Of those five measures, measure 1 " Organizing training to raise awareness of managers, teachers and students about teaching according to TCL in general and teaching Technology according to TCL in particular "; measure 2 " Instructing teachers to innovate teaching methods and forms according to competency-based approach to promote students' positivity and initiative in the learning process "; measure 3: " Instructing teachers to guide students in self-study methods, encouraging students to research and apply science and technology into practice "; measure 4 " Instructing teachers to innovate assessment of learning outcomes of Technology based on students' achieved competencies" are basic and decisive measures in managing teaching and learning Technology according to TCL.
In which the first measure " Organizing training to raise awareness of managers, teachers and students about teaching according to TCL in general and teaching Technology according to TCL in particular " plays a role as a premise for implementing the remaining measures. Cognition is the action or process of acquiring knowledge and understanding through thinking, experience and senses, including processes such as knowledge, attention, memory, evaluation, estimation, reasoning, calculation, problem solving, decision making, comprehension and use of language. That is why cognition is an important factor in deciding the following issues. When there is correct cognition, managers will have appropriate management methods ( measures 2,3,4,5 ); Teachers will have appropriate teaching methods, forms, and assessment methods ( measures 2,3,4 ); Students will have appropriate learning methods ( measures 2,3 ) thereby improving the effectiveness of management, teaching and learning in schools.
Measure 5 " Effective management and investment in facilities and equipment serving teaching and learning activities of Technology subject according to competency approach" is a measure that plays a conditional role for implementing other measures.
3.3. Testing the urgency and feasibility of proposed management measures
3.3.1. Purpose of the test
The purpose of the survey is to collect information to evaluate the urgency and feasibility of the proposed solutions for managing teaching and learning activities of Technology according to TCNL at Phu Binh District High School - Thai Nguyen Province. On that basis, adjust inappropriate solutions and confirm the reliability of solutions that are highly appreciated by many people.
3.3.2. Testing process
Meeting and exchanging questionnaires with 33 managers and technology teachers at Phu Binh District High School - Thai Nguyen province to solicit opinions on the urgency and feasibility of the proposed measures.
The questionnaire has 3 levels of assessment:
+ Very urgent, urgent, not urgent.
+ Very feasible, feasible, not feasible.
+ Score level: 3,2,1

The results of statistical evaluation of opinions of 33 surveyed subjects on the urgency of solutions for managing teaching and learning activities of Technology according to the student competency approach at Phu Binh District High School - Thai Nguyen province are summarized in Table 3.1.

The results from Table 3.1 show that the respondents highly appreciate the urgency of the proposed solutions. Of which, the number of opinions that are very necessary accounts for 59.4%, necessary 40.6%, and there is no choice that is not necessary. This proves that the proposed solutions are necessary in operational management.

Organizing training to raise awareness of managers, teachers and students about teaching according to TCL in general and teaching according to TCL in Technology in particular is rated 1st with 84.8% as very necessary, average score = 2.85, this is the solution with the greatest impact, because when managers, teachers and students have correct and complete awareness about the issue of teaching according to TCL is very urgent, then there will be the right actions to apply in actual management activities, teaching activities and learning activities.
Directing teachers to innovate methods and forms of organizing technology teaching according to TCNL to promote students' positivity and initiative in the teaching and learning process: This is a solution that also has a great influence, and is considered very necessary to improve the quality of teaching and learning with 75.8% being very necessary, the average score = 2.82.
Instruct teachers to innovate the method of evaluating learning outcomes of Technology based on students' achieved abilities: The required level is 60.6%, average score = 2.6.
Effective management and investment in facilities serving teaching Technology subject according to TCNL: Ranked 3rd with 45.5% as necessary and average score = 2.45.
Instructing teachers to guide students in self-study methods and encourage students to apply science and technology into practice: Rated as the least influential of the measures, with 30.3% rating it as very necessary, average score = 2.3.
The assessment of the survey participants on the necessity of the proposed solutions was also basically consistent, with no major differences.

Each solution at the basic feasibility levels is equivalent and can be implemented in the practice of managing teaching activities of Technology according to TCNL at Phu Binh District High School - Thai Nguyen Province.
Based on the characteristics of the actual situation of schools in the district, most of them highly appreciated the urgency and feasibility of the proposed groups of measures; all 5 measures to strengthen the management of teaching activities of Technology according to TCNL in high schools proposed by the author of the study were unanimously agreed by the majority of respondents as being very feasible. This shows that if the proposed measures are applied in practice, they will certainly contribute to improving the effectiveness of managing teaching activities of Technology in high schools in Phu Binh district. However, we must also pay close attention because in reality, each measure has its own advantages and disadvantages and they have an organic relationship, dialectically unified with each other, promoting each other to coexist and develop.
Therefore, when implementing the function of managing teaching activities of Technology according to TCNL for Phu Binh District High School, it is necessary to pay attention to coordinating and implementing measures synchronously, so as to maximize the effectiveness of the measures and improve the quality of teaching and learning at the new high school, meeting the requirements of improving the quality of teaching Technology in the current period and preparing for the upcoming new general education program.
