3.3. Relationship between measures
To effectively implement the process of fire prevention education for students at the Center for National Defense and Security Education, we have researched and proposed the following measures: Strengthening awareness of political and ideological education in the process of fire prevention education for students; Promoting the role of organizations and forces in the process of fire prevention education for students at the Center for National Defense and Security Education; Innovating the content and teaching methods of the subject in a basic and practical direction; Improving the teaching capacity of the teaching staff of the Center for National Defense and Security Education; Diversifying the forms of extracurricular educational activities outside of class hours to educate fire prevention for students at the Center for National Defense and Security Education, Thai Nguyen University.
In addition to the 5 measures mentioned above, there are many other measures to effectively implement fire prevention education for students of the Center for National Defense and Security Education, Thai Nguyen University. However, in our opinion, the above are basic measures to improve the effectiveness of fire prevention education for students. There is a close and unified relationship between these measures.
These measures are dialectical with each other, complementing each other's results. These measures are designed in a scientific order, with strict logic, ensuring effectiveness and feasibility. Therefore, lecturers need to combine the above measures to help the process of educating PCCT qualities for students achieve high efficiency.
3.4. Testing the feasibility and necessity of measures
3.4.1. Testing steps
Through the process of theoretical research and survey of the current situation of fire prevention education for students at the Center for National Defense and Security Education, Thai Nguyen University in the past time, the topic has proposed 05 measures to improve the quality of fire prevention education for students. To evaluate the necessity and feasibility of the above measures, we conducted a test by constructing a survey form, selecting the survey subjects, collecting survey opinions and processing the results. The survey process is carried out through the following steps:
Step 1: Build an expert opinion poll
The topic of political quality education for students at the Center for National Defense and Security Education, Thai Nguyen University, is based on two criteria: Necessity of measures (with specific levels: Very necessary, Necessary, Normal, Unnecessary). Feasibility of measures (with levels: Very feasible, Feasible, Normal, Unfeasible).
Step 2: Choose an expert
Selection principles: Lecturers of the Center for National Defense and Security Education, Thai Nguyen University, are directly implementing National Defense and Security Education activities; lecturers have practical experience in this educational activity.
Expert selection: Total: 30. Including 15 political lecturers and 15 military lecturers.
Step 3: Proceed to consult experts by referendum.
Step 4: Summarize expert opinions through a poll.
To assess the necessity and feasibility of the proposed management measures, quantify the evaluation opinions by scoring as follows:
- Level 1: Very necessary and very feasible (I): 4 points.
- Level 2: Necessary and feasible (II): 3 points.
- Level 3: Normal (III): 2 points.
- Level 4: Unnecessary and not feasible (IV): 1 point.
Calculate the average score for the proposed measures that have been surveyed, rank them, comment on them and draw conclusions.

Measures to educate political qualities for students at the Center for National Defense and Security Education, Thai Nguyen University are assessed by experts as being very necessary, as shown in Table 3.1. The average score of necessity is X = 3.65 and 5/5 measures have an average score of X > 3.0. Necessity is ranked in the following order:
Measure : "Strengthening political and ideological education for students of the National Defense and Security Education Center - Thai Nguyen University" has X = 3.76, ranked 1st. Measure: "Innovating the content of political and military education at the National Defense and Security Education Center of Thai Nguyen University towards strengthening political quality education for students" has X = 3.73, ranked 2nd. Measure: "Promoting the role of forces in the process of educating political qualities for students of the National Defense and Security Education Center - Thai Nguyen University" has X = 3.70, ranked 3rd. Measure: "Promoting the active, self-aware, proactive, and creative role of students in self-education of political qualities at the center" has X = 3.56, ranked 4th. Measure: "Diversifying forms of fire prevention and fighting education for students" has X = 3.53, ranked 5th.
The above results show that: Experts have assessed the above measures as very necessary to improve the quality and effectiveness of political education for students of the Center for National Defense and Security Education, Thai Nguyen University. Of the above measures, 3/5 measures are assessed as very necessary; 2/5 measures are assessed as necessary, which are measures 3 and 5. However, both of these measures have an average score greater than 3.5, so they are also important measures to contribute to improving the quality of political education for students of the Center for National Defense and Security Education, Thai Nguyen University in the current period.
