Paying attention to the regime and rewarding high school teachers participating in training is one of the levers and motivations that have practical significance for all activities. The work of a teacher is intellectual work, in which the direct daily impact object is people. It is both state administrative and artistic work. Therefore, teachers are entitled to allowances commensurate with the assigned responsibilities. In order for the training and self-training of teachers to be carried out effectively, there must be appropriate training regimes, timely rewards, criticism and experience drawing.
*Content of the measure
Financial and material resources are essential conditions for all activities of any agency or organization. Good use of financial and material resources will bring high efficiency to the activities of fostering the capacity of teaching science and technology for high school teachers.
- Financial resources to support the training activities of natural science teachers in high schools include: financial resources to support the purchase of documents and equipment; financial resources to support the organization of training; financial resources to support the motivation, encouragement and rewards for teachers participating in training.
- Material resources supporting the training activities of natural science teachers in high schools include: facilities, teaching equipment, documents, stationery and other means.
The principal builds the school's competition criteria right from the beginning of the school year, including building rewards and commendations for teachers with achievements in teaching, nurturing excellent students, writing initiatives, participating in teaching competitions on integrated topics, etc.
- Teachers with outstanding achievements are also considered for early salary increases and appointment to professional group leadership positions, introduction to the union executive committee, people's inspection committee, school leadership resources, etc.
- The principal widely implements the emulation movement with all members of the school. Helps all members clearly understand the purpose and meaning so that they are excited and make every effort to improve their teaching ability.
- The principal implements rewards and incentives in a transparent, accurate, objective and timely manner.
- The policy must be comprehensive, affecting both the material and spiritual life of the teaching staff, stimulating self-awareness and creativity in all activities, including training and development.
* How to implement the measure:
5) Increasing investment in funding to support activities to foster capacity building in the field of natural sciences for high school teachers is carried out as follows:
- Investment in funding for training activities can be mobilized from the following sources:
+ Funds from the budget.
+ Funding from the national target program for BDGV activities.
+ Training costs for teachers of the education and training sector.
+ Funds mobilized from other sources include from philanthropists, businesses, and from the Parents' Representative Board fund.
+ Each individual's expenses are self-funded.
- Strengthen facilities and teaching equipment as follows:
+ Invest in repairing and building modern classrooms, fully equipped with information technology equipment to apply and support in teaching and learning.
+ Repair and upgrade existing machinery and equipment and purchase new supplies, textbooks, and necessary books and newspapers for teachers to refer to.
+ Add books to the electronic library, ensure the Internet always works well. Organize the operation, maintenance and exploitation of management and activities, especially activities related to the management and implementation of capacity building activities for teachers in the field of natural sciences and learning activities.
+ Build computer rooms connected to the Internet so that teachers can regularly update documents and regulations on teaching and learning in the field of natural sciences, and at the same time search for supporting documents for the process of self-improvement of teaching and learning capacity in the field of natural sciences.
To mobilize investment resources for education, leaders of the Department of Education and Training and managers of high schools need to advise Party committees and authorities at all levels to propagate the Party and State's policies and guidelines on the socialization of education and policies to attract investment resources for education. Mobilize funding sources from philanthropists and businesses to provide financial and material resources to improve the quality of teaching, including the work of fostering the capacity of teaching science and technology for teachers of high schools.
Department of Education and Training and high schools: Develop a mechanism to mobilize financial resources and funds to purchase necessary equipment for BDGV activities. Advise and promptly propose to the Provincial People's Committee to issue documents specifying the level of financial support for students in accordance with the current salary regime improvements.
6) Developing policies to encourage and motivate high school teachers to actively participate in training and self-training in teaching capacity in the field of natural sciences is carried out as follows:
- The Department of Education and Training and high schools need to issue appropriate management mechanisms and support policies, implement incentive policies, and encourage teachers to participate in training and self-training their capacity for teaching natural sciences, and develop all potentials of managers and teachers during the training process. Management mechanisms and remuneration policies must be appropriate to the actual conditions of schools, ensuring fairness in rights and obligations for staff and teachers, and creating favorable conditions for managers and teachers to successfully complete assigned tasks.
- Implement innovation in remuneration policies for excellent teachers who have made great efforts in the teaching process and fostered the capacity of natural science teachers and professional capacity.
- For those participating in centralized training, in addition to support for travel and accommodation expenses, there should be additional support for learning materials, reference materials and materials for making learning aids...
- For teachers attending training courses at the facility, it is necessary to invest in financial support to buy learning materials to serve self-study and research.
- Promote timely and reasonable encouragement and rewards for staff and teachers with high achievements, positive awareness in fostering teaching capacity in the field of natural sciences for teachers and completing tasks well.
- Make the capacity of teaching natural sciences a criterion and a content for the basis of periodic assessment and classification of teachers. Thereby, praising, setting an example and rewarding teachers who are proactive, positive and proactive in training and self-training the capacity of teaching natural sciences. - Innovate the emulation and reward work, evaluate and classify the emulation to be accurate, fair and objective. Have timely and long-term incentive policies and regimes when there are emulation results.
- Investment in facilities must be consistent with the financial capacity of the units.
- Flexible and reasonable use of investment capital in building facilities in high schools. Especially investing in upgrading classrooms and modern teaching facilities to serve BDGV activities.
- Each manager and teacher of high schools must be aware of the importance of effectively using facilities and modern teaching aids in the process of managing and organizing activities to foster teaching capacity in the field of natural sciences. Raise the sense of responsibility of teachers and staff in preserving, using and protecting modern classrooms and teaching aids.
* Relationship between proposed measures:
All of the above measures are closely related to each other, mutually binding, both conditions and results of each other. To gradually improve the measures
To foster the capacity of teaching natural sciences for high school teachers of high school principals in Bac Kan province, these measures must be studied in a comprehensive relationship on the basis of exploiting and applying the individual strengths of each school, in accordance with the economy of each locality.
The measures have a relationship to create a unified whole with the goal of fostering the capacity of teaching natural sciences for high school teachers. This measure will be the premise, the basis for the other measure, supplement the other measure and vice versa. The measures have an organic relationship with each other, sometimes blending together and cannot be separated from each other. But sometimes each measure is in a relatively independent position.
To foster the capacity of teaching natural sciences for high school teachers well and effectively, the Principal needs to have a system of synchronous measures. These measures support each other and depend on each other.
Once again, it can be affirmed that the proposed management measures have a close and mutually dialectical relationship and if implemented effectively and synchronously, they will improve the quality of management work in fostering the capacity of DHTH in the field of Natural Sciences for teachers of high schools in Bac Kan province.
3.3. Testing the necessity and feasibility of measures to foster teaching capacity in the field of natural sciences for high school teachers
3.3.1. Testing process
To confirm the scientific value of the proposed measures, based on the experimental results in local educational management practices using expert methods, the topic of testing the necessity and feasibility of measures to foster the capacity of teaching science and technology for high school teachers, we follow the following process:
Step 1: Create a form to ask for expert opinions (shown in the appendix).
Step 2: Choose an expert.
Selection criteria: Comrades have a lot of experience in fostering teaching capacity in the field of natural sciences for high school teachers, and have qualifications.
Number of selected experts: Total of 136 comrades, including 8 comrades working at the Department of Education and Training; 26 comrades are managers of high schools (Principals, Vice-Principals), 38 heads of professional groups, deputy heads of professional groups and 64 teachers of natural sciences of high schools in Bac Kan province.
Step 3: Get expert opinion and process research results.
Based on the developed form, we asked for independent opinions from experts according to the evaluation form including 2 aspects:
- Assess the necessity of proposed measures at 3 levels:
+ Very necessary;
+ Necessary;
+ Not necessary.
- Evaluate the feasibility of proposed measures at 3 levels:
+ Very possible;
+ Feasible;
+ Not possible.
- Data processing method is stated in section 2.2.3 (page 43).
3.3.2. Test results
