The nature of culture is that it cannot be born naturally, it is a process created by humans, therefore, first of all, the enterprise must truly determine the goal of building culture for the enterprise as a competitive strategy. Culture is related to all employees in the enterprise, so it requires the consensus and participation of all employees, in which the role of the enterprise leader is the most important and has the highest decision-making power.
Corporate culture is created to bring benefits to the business - the main goal of the business's existence, so the steps of building corporate culture must be closely linked to business efficiency .

The efforts to build an advanced, high-standard business culture of an enterprise will not be effective if the business environment of the enterprise does not allow or hinders, causes difficulties, and slows down the enterprise in the implementation process. The business environment includes all political, administrative, economic, cultural and social institutions that affect all business activities of the enterprise. A good business environment is a solid legal corridor; a reasonable economic institution; appropriate social concepts; clean, modern administrative institutions. It must be a compass, a catalyst that guides and supports the enterprise to develop better, not worse.
3.3.2. Recommendations for businesses
As mentioned, building a corporate culture requires specific steps to achieve certain results. Here are some specific solutions for businesses.
(1) As presented in the theory section 1.3.1 on the steps to build corporate culture, the enterprise needs to determine what its current corporate culture is like, what corporate culture it needs to aim for, then proceed to build its own unique corporate culture, etc. To achieve the desired value of building a vision, leadership style, organizational culture, business culture, brand building, etc., it is necessary to create an implicit foundation , only then will the culture truly take shape.
To help businesses conduct corporate culture assessments, the author based on the research content of the corporate culture issues of the thesis, referring to some survey questions being applied at the global Unilever company, built a questionnaire for employee survey on corporate culture including 80 survey questions on 4 major issues of the business: i. The business's principles and directions of operation; ii. Organizational culture; iii. Leadership culture; iv. Business culture. The survey method, summary of results and conclusions drawn from the survey results are also presented specifically in Appendix 1.
(2) In today's information age, successfully building a corporate culture requires titles and certificates recognized outside the organization or business:
National & international quality certificates: Currently have ISO9000, HACCP, SA8000.
Globally recognized social responsibility certifications: Some popular certifications include SA 8000 (labor standards in manufacturing plants), WRAP (global responsibility in the garment manufacturing industry), FSC (sustainable forest protection), and ISO 14001 (environmental management system in enterprises).
Participate in national and international strong brand voting programs. For example, the program "Strong Vietnamese Brand" is organized annually by the Vietnam Economic Times with the sponsorship and coordination of the Trade Promotion Agency (Ministry of Trade). According to the leaders participating in this program, the award contributes greatly to building the brand of the enterprise; the program "THE GUIDE AWARD" is for enterprises operating in the tourism sector. The next step is to participate in voting programs organized by prestigious magazines in the region as well as around the world. Winning the award will help the enterprise build its brand in the international arena.

(3) It is necessary to create separate websites for the business, including intranet within the company and internet for customers, partners, and outsiders interested in the business. On the websites, it is necessary to provide full information and messages that the business wants to convey to internal employees and to the outside. This is an effective solution in transmitting information officially and widely today.
(4) Periodically conduct surveys on corporate culture among employees. The corporate culture survey form in Appendix 1 can be used. Based on the survey results, make appropriate adjustments .
3.3.3. Recommendations for the state
In the end, the State must do everything possible to support the healthy development of Vietnamese enterprises in both quantity and quality. These can be strong propaganda measures to raise the awareness of enterprises about the issue of corporate culture that meets international standards and has national identity. When necessary, there can also be sanctions to help enterprises, individuals, and people comply with them to gradually create good habits to support the work of building corporate culture.
Some issues that the State needs to consider and rectify in supporting businesses in building corporate culture today are as follows:
Propaganda to change society's concept of business and business profession, no longer considering business as a secondary role in society. How to make all people understand the correct role of business and entrepreneurs in today's economic construction era.
Propaganda to arouse the entrepreneurial spirit to enrich oneself and the country. Limit the state monopoly that causes inequality in competition and discourages the entrepreneurial spirit of the people.
Propaganda to arouse national pride in business, aspirations to bring Vietnamese business brands to stand shoulder to shoulder with other famous brands in the world.
For state-owned enterprises, abolish the state subsidy mechanism , transform the management and supervision mechanism of state-owned enterprises in the direction that state-owned enterprise directors have high responsibility in operating and managing the enterprise in both the short and long term. The reward and punishment regime must also be very clear and highly motivating as well as highly responsible; strong authority but high obligations... so that state-owned enterprise directors are wholeheartedly devoted and have enough power to operate the enterprise. We cannot accept excuses such as "lack of experience in management causing great damage to the enterprise". The important issue is to find people with both virtue and talent to shoulder the responsibility of state-owned enterprises. Do not encourage the spirit of resignation or refusal to accept the position if they do not feel they can take on the great responsibility of the enterprise. If they accept, the punishment will also be very severe if losses occur... The role, responsibility, rights and obligations must be clarified. It is necessary to increase supervision and control of state-owned enterprises; Increasing demands for transparency in the situation of state-owned enterprises with the whole society, state capital is the capital of the whole people so people have the right to supervise and give comments when there are major violations.
Improve the efficiency of business associations , have higher regulations in joining the membership, for example, must have a certain degree to become a member. The degree here may not necessarily be a university degree.
or master's degree... but it can be a degree in management skills trained by a prestigious, high-quality center. The association's activities need to enhance the sharing of experiences and opinions among businessmen, and at the same time be a place to arouse national pride.
Encourage and gradually make it mandatory for business owners to register as members of business clubs in all provinces and cities. The clubs will provide many activities to improve management skills and business knowledge and skills, as well as provide necessary certifications for leaders.
Encourage and have adequate policies and legal environment to support joint ventures, associations and cooperation between Vietnamese enterprises. This is a necessary measure to enhance the strength of Vietnamese enterprises in the current small-scale conditions.
The State must create a more favorable and complete legal environment for the business environment. Issue legal documents and fair and reasonable policies to help businesses compete freely, develop equally, and serve honestly. Take measures to prevent and stop the risk of uncivilized business and violations of the law as well as strictly handle uncivilized business and violations of the law. Law enforcement officers must be clean, support businesses in accordance with their duties, not make things difficult for businesses, not collude with businesses to do wrong things...
Eliminate regulations and procedures that are heavily bureaucratic and hinder the dynamic development of businesses; Train and improve the capacity and quality of staff and civil servants to avoid the situation where some officials collude with some businesses to violate regulations, creating an unhealthy business environment.
Enhance the role of the State in providing information , administrative procedures, legal documents, etc. to businesses so that businesses can be more proactive in their business activities. Organize training courses and provide guidance on business start-up procedures.

Educational innovation aims to train advanced citizens of the new era with the ability to integrate strongly, improve the quality of human resources, reduce the burden of training and retraining for businesses. An advanced citizen of the era must be a citizen full of dynamism , understanding, morality, and responsibility to society . To do so, there must be fundamental reforms in the goals, programs, and teaching methods for all levels of education from primary to university today. It is necessary to change the "dogmatic" goals to positive "current" goals, in order to encourage learners to always aim for the trend of scientific and technological progress ; link personal interests with social interests. In addition, education needs to arouse national pride and national position in the international arena.
There are large-scale studies and surveys with the participation of many economic and cultural experts on the current state of corporate culture, learning from world experiences to provide directions for building authentic corporate culture in the future for businesses, limiting the ineffective, individual exploration of businesses. Only the State can take on this important role.

Economic globalization requires businesses to develop quickly and strongly in order to survive sustainably. The role of technology in enhancing the competitiveness of businesses in today's era is only temporary, not long-term. Corporate culture is a factor that creates long-term competitiveness thanks to its ability to orient strategic thinking, create a unique identity in each business activity, and create an effective working spirit and environment.

Building a corporate culture requires the concerted efforts of all employees and the board of directors. In addition, the role of the state is to build good social, economic, political and legal institutions to support and guide businesses in the process of creating corporate culture.
Building corporate culture for businesses as well as for the state requires specific steps and solutions; it is necessary to determine where we are, what our destination is and what actions are necessary to reach the destination.
Building a corporate culture requires combining the power of traditional cultural values and the power of modern knowledge and a high determination of both enterprises and the state to shorten the gap in development level between domestic and international enterprises as quickly as possible.
CONCLUDE
Our country's economy is still very small, the total scale of production and business capital of the whole society, including foreign-invested enterprises, if converted into US dollars, is only equivalent to a medium-sized multinational corporation in the world. Escaping this underdeveloped situation is an extremely difficult challenge and can easily fall into a chicken-egg situation.

It can be said that this is the time for us to really promote the creation of corporate culture, bringing a unique business identity to the Vietnamese people.
