2.3.2. Association for the Promotion of Education

Thai Nguyen City Association for Promotion of Education was established under Decision No. 131/QD-UB dated January 29, 2002 of the Chairman of Thai Nguyen City People's Committee. Currently, the Association has 70,898 members. The Chairman of the Association is Mr. Nguyen Duc Tien. Thai Nguyen City Association for Promotion of Education is a social organization, gathering social forces and Vietnamese citizens in the city who are dedicated to the cause of education, promotion of learning, and promotion of talents, contributing to building a learning society to improve people's knowledge, foster talents, and serve the cause of economic and social development of Thai Nguyen City.

Thai Nguyen City Association for Promotion of Education always promotes the Association's principles and purposes of operation in society, mobilizes organizations, social forces and Vietnamese citizens to participate in the implementation of education and talent promotion work, and build a learning society; Represents members in internal and external relations directly related to the functions, tasks and powers of the Association; Protects the legitimate rights and interests of the Association and its members in accordance with the Association's principles and purposes; Improves the capacity of education and talent promotion activities.

The Association also provides consulting, criticism, and social appraisal activities for educational policies, programs, projects, and legal documents related to the Association at the request of state agencies.

During its operation, the Association is allowed to receive legal funding from domestic and foreign organizations and individuals in accordance with the law and to raise funds based on membership fees.

The main task of the Association for Promotion of Education is to connect and coordinate with organizations, social forces, and educational institutions to carry out activities to promote learning and talent in the spirit of fundamental and comprehensive innovation in education and training in the city; Support scholarships for poor students, and rewards for excellent students with high achievements in study and self-cultivation.

Since its establishment, the City Association for Promotion of Learning has been promoting the spirit of learning among all people. The Association has organized the dissemination of directives and decisions on the project to promote the lifelong learning movement, promote the emulation movement to build "Families of Learning ", " Clans of Learning ", " Communities of Promoting Learning ".

Over the years, the association has actively participated in the propaganda of the Party's guidelines and policies and the State's laws. The association has coordinated with the Provincial Political School to open professional training courses for 60 association officials who are Chairmen of the Association for the Promotion of Learning of communes, wards and some clans for 10 days on promoting learning, promoting talents and building a learning society.

The Association has compiled and published 5 types of handbooks for building learning models, including: Handbook for building learning communities in residential groups; Handbook for building learning units in schools; Handbook for building learning units in agencies; Handbook for building learning units in clans; Handbook for building learning units in colleges and universities.

In 2013, the Association implemented Official Dispatch No. 559/UBND dated April 4, 2013 on the implementation of the study promotion program. On August 16, 2013, at the Hall of the City Department of Education and Training, the City Study Promotion Association organized the program "Lighting up the faith, helping children go to school" to help students in difficult circumstances, creating conditions for them to strive to excel in their studies.

In 2014, the Association continued to implement the project "Promoting lifelong learning movement in families, clans and communities until 2020 "; Mobilizing social forces to carry out the program "Lighting up the belief to support students to go to school for studious children". The Association made a report and was approved by the City People's Committee to assign the City Education Promotion Association to preside over and coordinate with departments, branches, organizations and localities to organize the program well to support students from poor families who are facing many difficulties and are at risk of dropping out of school.

To support poor students to excel in their studies, the Association for Promotion of Education together with the Department of Education and Training of Thai Nguyen city has mobilized social forces to coordinate and join hands to give scholarships and supplies to help children have the conditions to continue going to school to study specifically: The Department of Labor - Invalids and Social Affairs of the city has taken from the "Child Protection" fund to support 80 million VND, equivalent to 160

scholarships; City Red Cross Association donated 26 million; Dung Thanh Electronics Company donated 20 bicycles with a total value of more than 20 million VND; TNG Investment and Trading Joint Stock Company donated 5 million VND; City Business Association and Viet Bac Event Advertising Company mobilized 5 million VND; Bao Viet Thai Nguyen Company donated 2.5 million VND [48; p.3].

At the 3rd Congress, term 2014 - 2019, the City's Association for Promotion of Education affirmed that in the past term, the Association had strong and extensive development: 100% of wards and communes established Associations for Promotion of Education with over 70,000 members; The movement to build studious families, studious clans, and residential areas for promotion of education has developed widely, attracting the participation of many classes of people; In the past 5 years, the Association has mobilized nearly 10 billion VND to build the Fund for Promotion of Education, 2 times higher than the previous term; Associations at all levels have awarded over 5,200 scholarships worth 1.6 billion VND to poor studious students; rewarded over 76,200 excellent students with 8 billion VND; rewarded over 7,000 excellent teachers with more than 1 billion VND. In 2016, the City's Association for Promotion of Education held a ceremony to celebrate the 15th anniversary of the establishment of the Thai Nguyen City Association for Promotion of Education and to honor outstanding studious families, studious clans, learning promotion communities, and outstanding learning promotion cadres (2013 - 2016).

Over the past 15 years, the movement to encourage learning and talent in Thai Nguyen city has developed strongly, bringing practical results, creating a widespread emulation movement among the people. The Association is organized and operates on the principles of voluntariness, self-management, democracy, equality, transparency, self-sufficiency of operating expenses from State support and other legal sources of income, not for profit, in compliance with the Constitution, laws and the Association's Charter approved by competent authorities.

The Association has the following duties:

Firstly, the Association contributes opinions to draft laws, legal documents, conducts legal science research, and participates in the People's Committee's Advisory Councils to resolve complaints.

Second, the Association participates in a number of state management activities according to the provisions of law such as: disseminating and popularizing the law, providing legal aid, providing criticism and social appraisal at the request of state agencies.

Third, the Association protects the legitimate rights and interests of members, resolves complaints and denunciations according to the provisions of law and the Association's Charter.

Since its establishment, the City Bar Association has always paid attention to the development of the association and the work of law making. Based on the Work Program of the People's Council, the People's Committee of Thai Nguyen City and the Provincial Bar Association, the Thai Nguyen City Bar Association has developed a specific program of activities for local Bar Associations at all levels to organize and implement. The City Bar Association has actively contributed to the development of local legal documents and has been identified as one of the key tasks of the Association and its branches.

The Department of Justice has coordinated with the Office of the Thai Nguyen City People's Committee to develop a program to promulgate legal documents of the Thai Nguyen City People's Committee and the Project "Improving the quality of legal documents of Thai Nguyen City". The project is being implemented in the initial phase, and will contribute to improving the effectiveness of the work of drafting and promulgating legal documents in the city in the coming time.

During its operation, the Association has done a good job of reviewing and commenting on draft legal documents, ensuring 100% of legal documents of the People's Council and People's Committee before promulgation. The Association has directly commented on 07 draft laws at the request of the City People's Council such as: Law on Security Guards; Law on Planning; Handling of Public Property; Law on Irrigation; Law on Fisheries.

In addition, the Association also participates in judicial reform, law enforcement supervision; supervision, social criticism and mediation at the grassroots level; propaganda, dissemination, legal education and legal consultancy in the city as well as in its member branches.

Since its establishment, the Association at all levels has based on the functions and tasks of agencies and units to proactively develop plans for legal dissemination and education to suit the timely political tasks of the locality and to meet the concerns of the people. The Association continues to effectively implement documents of the Central Party Secretariat on legal dissemination and education such as: Directive No. 32-CT/TW dated December 9, 2003; Conclusion No. 04-KL/TW dated April 19, 2011; Law on legal dissemination and education; Decisions and Directives of the Prime Minister on legal dissemination and education.

The Association always identifies legal consultancy as an important content of the Association to meet the requirements of socio-economic development. The Association has directed the legal consultancy center of the city association to closely cooperate with the provincial State Legal Aid Center to provide legal consultancy and legal aid to the people, especially vulnerable groups in society such as: HIV subjects, prisoners who have been pardoned in many forms such as mobile, consulting at headquarters, as a result, 508 cases were consulted; Legal consultancy: 362 cases; Participation in litigation 134 cases; Implementation of non-litigation representation: 12 cases; Mobile legal aid achieved 27 points and achieved good results [4; p.5].

Regarding the Reconciliation work, members currently active at all levels of the association are very active in providing legal advice to people, helping them understand the issues.
