INTRODUCTION

1. Reason for choosing the topic

National defense and security education (NDE) is a part of national education. Universalizing and enhancing NEDE is a common task of the Party, the State and the whole society. It must be directed, organized and implemented closely and uniformly from the central to local levels in forms suitable for each subject, combining regular education and concentrated education with key points, emphasizing patriotism, love of socialism, national history and traditions, awareness of living and working according to the law, in which building and protecting the Socialist Republic of Vietnam is the responsibility of every citizen [20].

This is one of the important tasks in academies and universities outside the military. The Party has pointed out: “ It is necessary to educate everyone to deeply understand the characteristics of the situation and new requirements for national defense, raise vigilance, build confidence in the political qualities of the Vietnamese people, strongly promote the combined strength of the entire nation and the entire political system, and well implement the goals and tasks of national defense and security, which are to firmly protect independence, sovereignty, unity, and territorial integrity; maintain political stability, social order and safety; proactively prevent and defeat all plots and sabotage activities of hostile forces and be ready to respond to non-traditional security threats of a global nature, not to be passive or surprised in any situation ” [27].

Thus, according to the Party's viewpoint, studying National Defense and Security Education for university students is not simply about knowing military and combat movements, but more deeply, it is about raising awareness, raising fire prevention and fighting awareness, and sense of responsibility for the task of national defense and protecting the Fatherland.

Students are the young generation - the "pillar" of the country, taking on the great responsibility of building and protecting the Fatherland, successfully carrying out the tasks assigned by the Party, the State and the people. With such an important role and task, more than anyone else, each student needs to be active, proactive, and needs to be given due attention in building and training the PCCT to become

This is an urgent requirement today in the face of complex and unpredictable fluctuations and changes in the regional and world political situation, in the face of plots and tricks of "Peaceful Evolution", and the crazy sabotage of hostile forces against our country in general and against the young generation in particular.

The Center for National Defense and Security Education of Thai Nguyen University is a higher education institution with the task of educating national defense and security for students of universities and colleges under Thai Nguyen University and training teachers of national defense and security education, serving the socio-economic development of the provinces in the midland and mountainous areas of Northern Vietnam, contributing to the cause of industrialization, modernization of the country and protection of the Socialist Republic of Vietnam. Students studying at the Center will undergo a 5-week course and will be accommodated, studied and trained in a concentrated military environment. Therefore, the Center for National Defense and Security Education pays special attention to maintaining political and ideological education and training of military discipline for students as "new soldiers". Recognizing the importance of that, the Center for National Defense and Security Education currently has many measures to improve the quality of education and training, linking fire prevention and security education activities and discipline training with exciting emulation movements. However, in recent times, it has been shown that there is still a small number of students who, due to lack of understanding, lack of training and practice, have somewhat emotional reactions and ways of solving political-social issues, following the majority, leading to deviations and lack of scientific political perspective... In other words, due to weak political awareness, it has led to behaviors that are not in accordance with political principles and standards. There are many reasons why today's students are prone to react incorrectly and deviate from political views. Among them, the strong development of social networks has created " comfortable" spaces for students to discuss, share and express their views and attitudes in all areas, not only in personal life but also in social community issues. This is a manifestation of a lack of political awareness. If not nurtured and trained promptly and regularly, students will easily have distorted perceptions.

Faced with this situation, it is required that the Youth Union, Association and school further strengthen the work of political training and building the PCCT for students so that they have the necessary understanding and form a solid PCCT that is " strong enough " to overcome all temptations and challenges in the complex times of today's political life. Therefore, I boldly chose the topic " Educating political qualities for students of the Center for National Defense and Security Education - Thai Nguyen University " to research and write my graduation thesis, with the desire to contribute a small part to solving practical problems in PCCT education for students of the Center for National Defense and Security Education - Thai Nguyen University.

2. Research purpose

Based on theoretical research and survey of the current status of fire prevention education activities for students of the Center for National Defense and Security Education, Thai Nguyen University, the topic proposes a number of measures to improve the quality of fire prevention education for students of the Center for National Defense and Security Education, Thai Nguyen University.

3. Research object and subject

Object : Fire prevention and fighting education process for students of National Defense and Security Education Center

Research object : Fire prevention and fighting education measures for students of the Center for National Defense and Security Education, Thai Nguyen University.

4. Research tasks

- Research on theoretical basis of fire prevention and fighting education for students at the Center for National Defense and Security Education.

- Research and evaluate the current situation of fire prevention and fighting education for students at the Center for National Defense and Security Education, Thai Nguyen University.

- Proposing some measures to educate fire prevention and fighting for students at the Center for National Defense and Security Education, Thai Nguyen University

- Test the necessity and feasibility of measures.

5. Scope of research

The research topic was deployed at the Center for National Defense and Security Education, Thai Nguyen University. Limitation of the investigation objects: Total of 230 people (30 lecturers, 200 students).

6. Scientific hypothesis

The Party and State's directives on national defense and security education have been well implemented by the Center and achieved high results in some aspects. However, the work of educating political qualities for students still has certain limitations. Therefore, if measures for educating students on fire prevention and fighting can be developed, the quality of training at the Center for National Defense and Security Education, Thai Nguyen University, will be improved.

7. Research methods

a. Theoretical research method group:

Through information collection, analysis, synthesis, comparison, systematization, and generalization of documents and texts related to fire prevention education for students.

b. Practical research method:

Observation method: Observing the process of fire prevention and fighting education for students at the Center for National Defense and Security Education, Thai Nguyen University at present.

Investigation method: Using questionnaires to survey students, managers and teachers.

Interview method: Using interview method with students, managers, teachers on fire prevention education for students V.

Expert method: Ask for opinions from scientists and educators.

THEORETICAL BASIS OF POLITICAL QUALITY EDUCATION FOR STUDENTS OF NATIONAL DEFENSE AND SECURITY EDUCATION CENTER

1.1. Overview of research problem

1.1.1. Overseas studies

Typical research works on political education are associated with authors such as:

Author VA Xukhomlinsky (1978), in his work “Forming communist beliefs for the young generation”, identified communist beliefs as the foundation for forming communist beliefs for each individual, each citizen of the new society. He believes that building communist beliefs for each individual must be based on building a solid communist belief for that individual. To educate communist beliefs for individuals, it must be done from the root, that is, starting with building communist beliefs. Communist belief education must be carried out simultaneously with building communist beliefs for individuals [45].

D.A.Voncogonov (1984), with his research work: "Methodology of ideological work" pointed out the basic principles that have decisive significance in implementing ideological work and political and ideological education [23].

Author Collette Lenus (2010), an expert on Training Technology of the Belgian organization for the promotion of education and training abroad (APEFE - BIOF) affirmed: Political education is also mentioned in schools but at a light level and is often integrated and included under the subject name "Social Sciences" (cited in [29]).

In general, studies on PCCT education abroad show that the works affirm the position and role of ideological PCCT and political education; the objective requirements of political education; and lessons learned from political education.
