In terms of professional qualifications, all teachers and managers of Thai Nguyen City kindergartens are above standard. However, with the total number of teachers surveyed, only 03 managers are masters compared to other majors, which is very modest, so it is necessary to supplement and strengthen managers to study and improve their skills in educational management, especially preschool education, to strengthen the core team of managers with high knowledge in educational management activities to better serve educational management in general and life skills education management in particular.

The author conducted a survey of 10 kindergartens in Thai Nguyen city, namely: Gia Sang kindergarten; Hoa My kindergarten; Hoa Mai kindergarten; Hoa Hong kindergarten; Hoa Sen kindergarten; 1/5 Gang Thep kindergarten; Trung Vuong kindergarten; Tuc Duyen kindergarten; Lien Co kindergarten; General Hospital kindergarten.

2.2.1. Overview of the economic and social situation of Thai Nguyen city - Thai Nguyen province

The socio-economy continued to develop, with some areas experiencing breakthroughs; most targets were achieved and exceeded the annual plan; national defense and security were ensured; culture and society made much progress; Party building and political system building were strengthened; social policies received due attention; the appearance of the province from urban to rural areas had many changes; people's lives were increasingly improved.

Thai Nguyen City is the provincial capital of Thai Nguyen Province, an important traffic hub connecting the provinces of the Northern Midlands and Mountains with the provinces of the Red River Delta and the capital Hanoi. These are National Highway 3 connecting Hanoi - Thai Nguyen - Bac Kan - Cao Bang, Ta Lung Cao Bang border gate; National Highway 1B connecting Thai Nguyen - Lang Son, Huu Nghi Quan border gate; National Highway 37 connecting Thai Nguyen - Tuyen Quang with Bac Giang - Bac Ninh provinces, the railway system Thai Nguyen - Bac Giang - Lang Son - Hanoi; The new National Highway 3 connecting to the capital was started construction in 2010; Thai Nguyen City is 52 km from Noi Bai International Airport.

Thai Nguyen City is the third largest center in the country for professional education and training, after Hanoi and Ho Chi Minh City. By 2010, the city had 7 universities and 25 colleges and public professional centers with an annual student population of over 80,000 students.

Thai Nguyen city is the first metallurgical industrial city and the leading bird of the metallurgical industry in Vietnam. In 1959, the Party and the State invested in building a steel and iron industrial park and then non-ferrous metallurgical factories. Currently, Thai Nguyen steel and iron industrial park alone has 17 member factories and enterprises with nearly 70,000 workers, providing the country with more than half a million tons of steel and iron each year. Currently, the second phase of investment and expansion is being carried out to meet the demand for steel and iron for the country's industrialization and modernization.

Thai Nguyen city is a major medical center of the region. Up to now, there have been 9 general and specialized hospitals of the central and local levels with over 2,000 beds. With the investment in building increasingly modern facilities and equipment, it has contributed significantly to reducing the load on major hospitals in Hanoi.

Thai Nguyen city is the center connecting with routes, tours, tourist attractions of countries and provinces in the North. It is home to famous tourist areas such as Nui Coc Lake and Tan Cuong specialty tea area. Currently, there are more than 100 relic sites ranked at provincial and national levels. In the center of the city is the Museum of Vietnamese Ethnic Cultures, which preserves all the cultures of 54 ethnic groups in Vietnam. Visiting the museum, visitors can see firsthand all regions of the country.

2.2.2. Education situation of Thai Nguyen City - Thai Nguyen Province

It is the third largest education and training center in the country, after Hanoi and Ho Chi Minh City. Currently, in the city, there are nearly 30 universities, colleges and vocational high schools in the fields of education, agriculture, health, economics and industry, of which the main one is Thai Nguyen University, with 19 member units, a multidisciplinary university, multi-field training from vocational training to master's and doctoral training in the national education system, a place to train scientific and technical staff, scientific research and technology transfer for the midland and mountainous provinces in the North. The strong development of Thai Nguyen University has contributed significantly to the economic - cultural - social development of the city. In addition, many scientific and technical research agencies have been established, operating stably, increasingly promoting efficiency in socio-economic development inside and outside the province.

Step by step, effectively implement approved projects such as: Project on Education and Training Development in Thai Nguyen City for the period 2016-2020; Project on building schools meeting national standards for the period 2016-2020, etc. The school network has been consolidated and developed, basically meeting the learning needs of students.

Thai Nguyen City has 142 schools, with 1,969 groups, classes, 69,678 students. Compared to the 2017-2018 school year, there were 5 more schools (6 new non-public kindergartens were established, Phuc Ha Primary School and Phuc Ha Secondary School were merged into Phuc Ha Secondary and High School); 72 more groups, classes, 1,562 students. Specifically:

- Preschool: 63 schools (45 public schools under the Department of Education and Training of Thai Nguyen city, 02 public schools under the Ministry of National Defense); 15 private schools, 01 private school, 23 private preschool facilities; with 764 groups, classes, 23,201 children (17,603 public children, 5,598 private children), including 191 nursery classes, 573 kindergarten classes.

- Primary school: 42 schools (40 public schools, 02 private schools), 789 classes (774 public classes, 15 private classes); 29,208 students (29,012 public students, 196 private students).

- Secondary school: 37 schools (including 34 public secondary schools, 02 public multi-level schools, 01 private multi-level school), 453 classes, 17,788 students.

Effectively implementing approved programs, projects and plans to enhance facilities for the education and training sector of Thai Nguyen city in the period of 2016-2020, deployed according to the annual plan, in 2018 and the first 6 months of 2019, advised the People's Committee of Thai Nguyen city to invest in building 192 classrooms, 20 subject rooms, renovating 8 classrooms with a total amount of over 194.1 billion VND. Purchasing equipment and teaching aids for schools with a total cost of over 3.9 billion VND; renovating and repairing minor facilities for schools with over 1.4 billion VND. However, some schools' facilities are degraded, lacking facilities such as cultural classrooms, subject classrooms, functional rooms, teacher and student toilets, kitchens, playgrounds and administrative areas.

In the past year, the budget allocated for regular expenditures for schools to ensure salaries, salary-based items and other regular expenditures was over 386.3 billion VND (over 128 billion VND for preschool level, over 139.7 billion VND for primary level, over 118.6 billion VND for secondary level).

Strengthening solutions to attract funding from domestic and foreign organizations and individuals to invest in education, including encouraging the establishment of high-quality private schools. In the 2018-2019 school year, Thai Nguyen city established 06 private kindergartens with a scale of 80 classes, with a total investment of over 250 billion VND.

*. Preschool education

The city has 63 schools. Of which: 45 public schools under the Department of Education and Training of Thai Nguyen city, 02 public schools under the Ministry of National Defense, 15 private schools, 01 private school, 23 private preschools; with 764 groups, classes, 23,201 children (17,603 public children, 5,598 private children), of which 191 nursery classes, 573 kindergarten classes (185 5-year-old kindergarten classes with 6,176 children).

Mobilization rate:

- Nursery: 191 classes, 5,033 children, mobilization rate 36.8%.

- Kindergarten: 573 classes, 18,168 children, mobilization rate 98.5%, of which 5-year-old kindergarten: 185 classes, 6,176 children, mobilization rate 100%.

The City Department of Education and Training advises the City People's Committee on planning the network of schools and classes, investing in the construction of classrooms for public kindergartens; creating favorable conditions for organizations and individuals to invest in the construction and establishment of private kindergartens, childcare groups, and private independent kindergarten classes. Directing the implementation of early-year enrollment, stream enrollment according to locality, limiting the number of students in border areas and out of area areas, in order to minimize student overload.

Strengthening the management and direction of non-public preschools in the implementation of child care and education, strengthening thematic inspections, and the management work of principals, thereby providing timely advice and correction of contents that are not in accordance with regulations, the quality of education in non-public educational institutions has increased significantly, the number of children attending non-public preschools has increased compared to the previous school year. 100% of schools and non-public preschools implement preschool education programs in accordance with the regulations of the Ministry of Education and Training, 100% of 5-year-old kindergarten classes implement the 5-year-old child development standards, preschools are equipped with computers connected to the Internet; managers and teachers are capable of exploiting, using and applying information technology in the management and care of children, and groups of classes have enough equipment to serve the teaching and learning of teachers and children.

100% of children going to school are guaranteed safety, study 2 sessions/day, have lunch at school, and have their health monitored by growth charts. The quality of child care and education has achieved good results, the rate of malnourished children has decreased. 100% of children are weighed and measured, have regular health check-ups, and their health is monitored by weight and height charts. Specifically:

- Nursery children: Total number of children weighed and measured: 5033/5033 children.

+ Underweight malnourished nursery children: 165/5033 children, rate 3.3%

+ Children in kindergarten with stunted malnutrition: 159/5033 children, rate 3.2%

+ Overweight and obese children: 60/5033 children, rate 1.2%

- Children 5-6 years old: A total of 18,168/18,168 children were weighed and measured:

+ Children aged 5-6 years old with underweight malnutrition: 777/18168 children, rate 4.3%

+ Children aged 5-6 years old with stunting: 980/18168 children, rate 5.4%

+ Overweight and obese children: 63/18168 children, rate 0.3%.

* Results of BMI assessment of 5-6 year old children: Total number of children assessed: 6212 children; Normal: 5527 children; Overweight: 285 children; Obese: 189 children; Wasting malnutrition: 207 children; Severe wasting malnutrition: 04 children.

* Competition results:

- Successfully organized the City-level Excellent Preschool Teacher Competition: 137/142 teachers participating in the competition won the title of Excellent City-level Teacher (including 15 teachers winning the title of Excellent Teacher)

*. General education

+ Primary level

In the 2018-2019 school year, Thai Nguyen city has 42 schools (including 40 public schools, 02 private schools), 789 classes (774 public classes, 15 private classes); 29,208 students (29,012 public students, 196 private students). Compared to the 2017-2018 school year, there was a decrease of 01 school (due to the merger of Phuc Ha Primary School with Phuc Ha Secondary School); an increase of 38 classes, 1,836 students.

Mobilize 100% of 6-year-old children to go to grade 1, 100% of school-age children to go to school. 100% of students study 8 to 10 sessions/week.

Maintain and implement the new school model with 7 primary schools, direct the remaining primary schools to replicate the decoration of classrooms and professional activities according to the VNEN program. The assessment and classification of students according to the VNEN model is strictly implemented according to Official Dispatch No. 5737/BGDĐT dated August 21, 2013 of the Ministry of Education and Training, 100% of students of 7 schools implementing the new school model meet the knowledge and skills standards according to the new school model of Vietnam.

For the 2-session/day model: Maintain 100% of primary schools organizing 2 sessions/day and organize meals for students at school, consolidate and gradually improve the quality of education.

The City Department of Education and Training advises the City People's Committee on investing in new construction and repairing classrooms. Directs the implementation of school year enrollment, student enrollment by area, and limits the number of students in border areas and out of area areas to minimize student overload.

Directing the organization of teaching elective subjects of Information Technology and English in 100% of primary schools for students in grades 3, 4, and 5. 21 primary schools have implemented the English familiarization program for first graders.

- Organizing competitions:

Successfully organized the Primary School Excellent Teacher Competition for the 2018-2019 school year, with 163 teachers participating in the competition. Results: 150 teachers achieved the title of excellent teachers at the city level (including 8 teachers achieving the title of excellent teachers); The "Beautiful Handwriting Teacher" Competition of Thai Nguyen City for the 2018-2019 school year", with 133/140 participating teachers winning prizes (including: 10 First prizes, 65 Second prizes, 58 Third prizes).

*. Secondary School

Thai Nguyen City has 37 schools, 453 classes, 17,788 students. Of which, 34 public secondary schools, 440 classes, 17,354 students; 02 public high schools with many levels, 32 classes, 982 students (of which 19 primary school classes, 548 students; 13 secondary school classes, 434 students); 01 private high school with many levels with 3 primary school classes, 21 students. Compared to the 2017-2018 school year, the total number of classes increased by 9 classes, 717 students.

The City Department of Education and Training issued Official Dispatch No. 768/GDĐT-THCS dated September 7, 2018 on guiding the implementation of secondary education tasks for the 2018-2019 school year in accordance with the actual conditions of the city. Directing schools to implement educational programs and plans, teaching according to knowledge and skills standards, implementing the streamlining of teaching content; developing and implementing teaching of integrated topics; enhancing learning activities to help students apply interdisciplinary knowledge to solve practical problems according to the guidance of the Ministry of Education and Training.

Direct and organize well competitions such as calculator math competitions, science and technology competitions from grassroots, city to provincial levels.

Secondary school graduation recognition results in 2019: 4,127/4,127, reaching 100%.

(In which: Excellent graduation: 1,384, rate: 33.54%; Fair graduation: 1,736, rate: 42.06%; Average graduation: 1,007, rate: 24.40%).

- Results of the 10th grade entrance exam for the 2019-2020 school year: Average scores for the subjects are as follows: Literature 6.01 (the average score for the whole province is 5.48); Math

5.53 (the average score of the whole province is 3.44); English 5.88 (the average score of the whole province is 4.48); Admission score 28.9 (the average score of the whole province is 22.33); Thai Nguyen city ranked first among 9 districts, cities and towns.

+ Successfully organized competitions:

- Organize a contest for excellent teachers of Natural Sciences and Physical Education subjects.

In the 2018-2019 school year, 103/115 teachers participating in the competition won the title of excellent teachers at the city level (including 10 teachers winning the title of excellent teachers).

+ The Science and Technology Competition for high school students had 54 entries from 36 secondary schools, with results: 2 First prizes, 6 Second prizes, 8 Third prizes, and 13 Fourth prizes.

+ The city-level competition for excellent 9th grade students in the 2018-2019 school year, 352/762 students participated and won prizes (Including: 14 First prizes, 66 Second prizes, 124 Third prizes, 148 Encouragement prizes).

+ The competition on using experimental equipment for high school students in the 2018-2019 school year, there were 62 teams with 186 students participating in the competition in 3 subjects: Physics, Chemistry, Biology. Results: Individual prizes had 90 students winning prizes (Including: 09 First prizes, 18 Second prizes, 24 Third prizes, 39 Encouragement prizes); collective prizes: 01 First prize (915 Gia Sang Primary and Secondary School), 03 Second prizes (Nha Trang Secondary School, Chu Van An Secondary School, Nguyen Du Secondary School), 04 Third prizes (Chua Hang II Secondary School, Trung Vuong Secondary School, Huong Son Secondary School, Tich Luong Secondary School), 05 Encouragement prizes (Doc Lap Secondary School, Quang Trung Secondary School, Hoang Van Thu Secondary School, Tan Thinh Secondary School, Tuc Duyen Secondary School);

+ Organizing an exchange for excellent students of grades 6, 7, 8 in the city. Results: 549/1091 participating students won prizes, including: 24 First prizes, 99 Second prizes, 199 Third prizes, 227 Encouragement prizes.

+ Results of provincial competitions:

- Participated in the provincial science and technology competition for high school students, 5/5 products won prizes (2 products won second prizes, 2 products won third prizes, 1 product won encouragement prizes).

- The competition on using experimental equipment for high school students in the 2018-2019 school year in Thai Nguyen province, 18/18 participating students won prizes (Including: 06 First prizes, 07 Second prizes, 02 Third prizes, 03 Encouragement prizes), Thai Nguyen City Department of Education and Training won the first prize for the whole group.

- Provincial excellent student selection competition has 140/162 students winning prizes (Including: 9 first prizes, 37 second prizes, 65 third prizes, 29 encouragement prizes).
