INTRODUCTION
1. Urgency of the topic
In recent years, higher education in Vietnam has changed in terms of scale and quality. However, in reality, the quality of higher education in our country is still low compared to other countries in the region and in the world. The 6th Conference of the 11th Party Central Committee assessed: "The quality of education and training has not met the requirements of socio-economic development, and the relationship between increasing scale and improving training quality has not been resolved" [1]. To improve the quality of education and training, the Vietnam education development strategy for the period 2011 - 2020 clearly affirmed the tasks and solutions for education management agencies: "Conducting assessment of education and training quality at the national, local, and individual educational and training institutions and assessment according to international programs to serve as a basis for proposing policies and solutions to improve the quality of education and training. Completing the education quality accreditation system. Periodically assess the quality of educational and training institutions and training programs; publicize assessment results. Focus on inspecting, evaluating, and controlling the quality of education and training for non-public institutions and institutions with foreign elements. Develop inspection and evaluation methods appropriate to types of community education.” [2].
In universities, training program management is the core activity of the school, contributing to creating the reputation and brand of the school through training products that meet the needs of society for quality human resources. Clearly defining and publicizingDeclare goals and output standards, shift from mainly equipping theoretical knowledge to comprehensive training to develop learners' capacity, qualities and skills, and traininglinking theory and practice, committed to quality assurance, quality control of trainingCreating universities to meet the human resource requirements of organizations is placing enormous tasks and responsibilities on universities in general and the Banking Academy in particular.
Banking Academy is a training and scientific research organization with the mission of training cadres at professional, undergraduate and postgraduate levels in the field of Banking and Finance. Since 2009, Banking Academy has developed continuously, from a
The university specializing in training in the field of Finance and Banking has expanded multidisciplinary training, strongly developed international training cooperation through teacher and student exchange programs, training cooperation with many prestigious universities in the world as well as scientific research activities, policy consulting, technology transfer and innovation of training programs, and training quality improvement. The qualifications and professionalism of the teaching staff are increasingly improving, contributing to affirming the prestige, brand and position of HVNH. One of the issues that the Party Committee, Board of Directors and all lecturers are particularly concerned about today is whether the quality of output products (HVNH graduates) meets the requirements of high-quality human resources of society in the context of global integration and competition or not? How many training programs of HVNH are accredited to ensure the quality of higher education? How are the strategies, roadmaps, and preparations of the National University of Hanoi for the accreditation of training programs to meet regional and international standards built? What are the responsibilities and coordination of functional departments and offices? ... are still big questions, although the National University of Hanoi has received recommendations from the Center for Education Quality Assessment - Hanoi National University since 2017.
Innovation in educational management to develop and improve human resource quality to meet the requirements of industrialization, modernization of the country, and international integration has been and is an urgent requirement and a strategic task of educational and training institutions. Research and application of educational quality management models such as building an educational quality assurance system at the macro level of the entire educational system is of particular interest to managers, researchers, and the social community. There are many quality management models being applied in educational quality assessment, accreditation, training programs, and improving management capacity to synchronously change the management system in universities of all types of training according to different approaches. Research approaches from many different perspectives, based on the perspective of total quality management (TQM), according to the common quality assurance standard of ASEAN University Network - Quality Assurance (AUN-QA), CIPO quality assurance model (UNESCO, 2000), SEAMEO organizational factors model, European quality management model EFQM or ISO 9000:2000 model... but up to now, there has been no research on training program management in the direction of TQM at the University of Social Sciences and Humanities applying the standards of the AUN-QA model.
Based on the reality and the above problems, the author has chosen the research topic
Research on “ Managing training programs at Banking Academy towards quality assurance ” . The research results of the topic have theoretical and practical significance, contributing to improving the quality of training program management at Banking Academy towards quality assurance in the coming time.
2. Research purpose and research tasks

Research on the practice of training program management in the direction of quality assurance at the Banking Academy and identify factors affecting training program management in the direction of quality assurance of 6 university training majors, contributing to improving training program management at the Banking Academy in the direction of quality assurance.
2.2. Research tasks
- Research theoretical basis, identify tool concepts and overview research on training program management towards university-level DBCL.
- Survey the current status of training and management of training programs at the National University of Hanoi in the direction of quality assurance and factors affecting the management of training programs in the direction of quality assurance at the National University of Hanoi.
- Propose some solutions; test 01 solution in training program management at HVNH in the direction of DBCL suitable to the characteristics of HVNH, meeting the requirements of society on human resource quality in the new period.
3. Research object and scope

3.2. Scope of research
- Regarding content: The topic focuses on studying the management of training programs at the Banking Academy in the direction of quality assurance for full-time university training programs. Other training systems and training levels at the Banking Academy are not within the scope of this topic.
- Scope of research objects and areas:
+ Research subjects: Managers and lecturers working at HVNH; Full-time university students of specialized faculties (excluding high-quality training programs at HVNH): Banking and Finance Faculty (same training code); Business Administration Faculty; International Business Faculty; Accounting and Auditing Faculty; Management Information Systems Faculty and English Language Faculty.
+ Test subjects: Teachers and students majoring in X, Banking Academy.
+ Research location: Banking Academy, Hanoi.
4. Methodology and research methods
4.1. Research thesis
- Logical-historical approach: Training program management at Banking Academy in the direction of DBCL is studied in a dialectical relationship with the process of historical and social development and in accordance with the requirements of innovation in training human resources according to social requirements. The criteria for evaluating training and training program management in the direction of DBCL of Banking Academy must meet and keep up with the movement trends of the country and the world in the context of globalization.
- Systemic approach: Training program management at HVNH is considered as a core activity in the overall system including management of objectives, content, programs, training organization methods, management of teaching and learning activities, management of quality assurance conditions, testing and evaluation of training results... The components of the system have an interactive relationship, influence each other and operate in an ever-changing environment.
- Approach to training program management in the direction of quality assurance in university training: There have been many research topics on training program management in the approach of different quality assurance models, however, the author uses the AUN-QA quality assurance model. Training program management at the University of Social Sciences and Humanities in the direction of quality assurance focuses especially on quality assessment according to standards, criteria, and indicators of quality assurance (factors that create training program quality from input admission, training program, training management, output products, etc.) to appropriately meet the human resource quality requirements of society.
- Practical approach: Training program management cannot be separated from the goal of improving training program quality. From the current status of training program management models and systems being applied at the University of Economics and Business, the author analyzes, synthesizes, and proposes solutions to improve the quality of training program management in the direction of quality assurance, gradually meeting the criteria for assessing the quality of university training in the country and the region.

- Analysis and synthesis method: used to generalize and systematize documents and scientific works at home and abroad related to management.

- Historical problem research method: used to discover and exploit aspects that previous research has not mentioned, as a basis for further research.
* Practical research methods group
- Expert interview method: Consulting with experts in the field of training quality assurance and training program management as a basis for determining factors affecting training quality assurance and proposing valuable application solutions for the HVNH.
- In-depth interview method: To find out the level of interest and evaluation of the research target groups in the topic to supplement data in the process of analyzing and evaluating the current status of training program management in the direction of DBCL at HVNH.
- Questionnaire survey method: Investigate the current status of training program management at Banking Academy in the direction of quality assurance through the research objects of the topic such as: managers, lecturers, students to have a comprehensive, multi-dimensional result on training program management in the direction of quality assurance at Banking Academy today.
- Research data processing method: Statistical calculations are the basis for processing research data, thereby drawing scientific, accurate conclusions, suitable for the research purpose of the topic. The meaning of the results is confirmed by the recognized statistical mathematical values. The data obtained after the practical investigation process is processed by SPSS program in Windows environment, version 20.0.
- Solution testing method: The author conducted a test of 06 solutions to confirm the necessity and feasibility of the solutions and tested 01 solution in this study.
5. New contributions of the thesis
The research results help the author propose a system of solutions to contribute to improving the effectiveness of training program management towards ensuring quality at HVNH and thereby affirming the position, role and mission of HVNH in accordance with the requirements of innovation.
Management of university training quality assurance in Vietnamese universities today.
The author built a set of questions including criteria for evaluating training program management in the direction of quality assurance based on the training program quality assurance model version 3.0 of Southeast Asian universities (AUN-QA) and is a useful reference for scholars and higher education institutions.
6. Theoretical and practical significance of the thesis
6.1. Theoretical
The thesis has contributed to generalizing the theoretical basis of training program management in the direction of quality assurance in higher education institutions. Identifying factors affecting training program management in the direction of quality assurance. Selecting the latest training program management model in the direction of quality assurance of AUN-QA and criteria for evaluating training quality assurance in the direction of quality assurance.
6.2. In practice
The thesis has surveyed the current situation and analyzed and objectively evaluated the management of training programs in the direction of quality assurance of 6 full-time university training programs based on 11 criteria in the training program quality assurance model according to AUN-QA version 3.0 combined including: Management of training program structure; Management of training program content; Management of lecturer quality; Management of testing and assessment activities of students' learning process; Management of infrastructure, equipment and student support activities; Management of student quality. On that basis, 4 factors affecting the management of training programs in the direction of quality assurance at the University of Hanoi were identified, including: Regulations of the Ministry of Education and Training; Vision of the Academy's leadership; Viewpoints of the Board of Directors of specialized faculties and views of staff and lecturers.
Based on the research results, the author proposes a system of solutions to gradually improve the quality of training management at HVNH, meeting the standards according to the quality assessment model of AUN-QA.
