INTRODUCTION

Along with the development of the world economy, tourism has become an indispensable need in people's daily life. Nowadays, tourism plays the role of a messenger of peace, friendship and cooperation between countries and peoples. In the world, tourism is currently considered one of the leading service economic sectors, developing at a high speed, attracting many countries to participate because of the great economic and social benefits that this sector brings. In the economic structure: industry, agriculture, services, services play an increasingly important role in economic development.

Vietnam is a country with many historical relics, favorable natural conditions, many scenic spots... very suitable for developing tourism economy. In recent years, Vietnam has considered tourism development as an important strategic direction in the socio-economic development policy to contribute to industrialization and modernization, and at the same time determined that tourism development is truly a spearhead economic sector on the basis of "diversifying tourism products and types of tourism, improving quality to meet international standards" [5, p57]

In line with the general trend of the whole country, Ba Vi - Hanoi has had many solutions to develop tourism economy, attracting more and more domestic and foreign tourists to the locality to visit scenic spots, relax, have fun, and entertain... Ba Vi tourist areas and ecological areas have long been the destination of many tourists, not only domestic but also international visitors. Therefore, Ba Vi tourism economy has contributed to solving jobs for a large part of the labor force, contributing to shifting the local economic structure towards industrialization and modernization; contributing an increasingly large proportion to GDP. Ba Vi tourism economy not only has contributions to

with the development of Ba Vi, but also contributes to the development of Hanoi city and the country.

After 5 years of implementing Resolution No. 11/NQ-HU of Ba Vi District Party Committee on tourism development in the period of 2006 - 2011, Ba Vi tourism has had positive developments: Annual revenue increased by an average of 33.6%, the number of visitors increased by an average of 20%/year, the living standards of officials and employees of tourist areas are increasingly improved, attracting thousands of workers every year, helping to consume agricultural products, handicrafts, helping to restore and develop traditional occupations, contributing to significantly reducing social evils, improving the intellectual level and material and spiritual life of local people. Therefore, the Resolution of the 21st Congress of the Ba Vi District Party Committee, term 2010 - 2015 and Decree No. 09/NQ-HU, dated March 31, 2011 of the Ba Vi District Party Committee clearly defined the goal: Developing Ba Vi tourism services to become a key economic sector of the district, reaching 2.5 - 2.6 million tourists by 2015, revenue reaching 200 billion VND, creating stable jobs on the spot for 3,500 workers, attracting over 100,000 employees.

10,000 workers from neighboring localities come to do business during the tourist season at the district's tourist areas.

To achieve the above goal, it is necessary to have specific assessments of the potential and current status of tourism economic development in the locality, thereby determining the development direction and solutions for the development of this economic sector.

So, what is the current state of tourism economy in Ba Vi? What solutions are there to promote the potential strengths of the locality for the development of tourism economy in Ba Vi, Hanoi? This is a question that needs to be answered. That is why the author chose the topic "Developing tourism economy in Ba Vi - Hanoi" as the topic of his master's thesis to answer the above question.
