1. Urgency of the plan

The people of Tan Linh commune in general and Go Chu village in particular still face many difficulties in life, low income, a part of their income still depends on the forest. Therefore, cutting down trees, destroying forests for firewood for fuel and for sale, destroying forests for slash-and-burn farming, and illegal cattle grazing still exist.

The area has many beautiful natural landscapes, located in the complex of tourist areas around Ba Vi Mountain. In particular, Ao Vua Area has built a name for itself in the tourism village in the area over many years of tourism activities. However, the truly attractive points on the 100-meter level have not been exploited. The requirement of the economic development trend of the locality as well as the country is to quickly shift the economic structure, promote economic growth according to the economic structure of tourism accounting for a high proportion.

To meet economic, social and environmental needs, promote the multi-faceted effects of forests. Therefore, the plan to lease special-use forest environment combined with developing eco-tourism combined with protecting and developing forests is extremely necessary and needs to be implemented soon.

2. Objectives of the plan

- Building a model of afforestation, forest enrichment and forest protection in areas with many harmful impacts on forests such as livestock destruction, contributing to conservation work is a key task of Ba Vi National Park.


- Establish a model eco-tourism area, make reasonable use of the special-use forest environment, fully exploit natural potential, attract many domestic and foreign tourists, especially serving the weekend vacation of people in Hanoi and neighboring areas.

- Due to the negative side of the market mechanism, some good traditional cultural features of ethnic groups are being lost, so a solid foundation is needed to preserve and promote national identity. Ecotourism is that solid foundation.

- Through ecotourism activities, educate people to be aware of protecting forests, protecting the environment and contributing to making the living environment green, clean and beautiful.

- Create more jobs, restore and develop many new industries, contribute to changing the economic structure reasonably, promote social development and change the face of rural mountainous areas while still preserving traditional national cultural values.

- Actively contribute to the successful implementation of the Project on using special-use forest environment to develop ecotourism and vocational education at Ba Vi National Park, which has been approved by the Ministry of Agriculture and Rural Development and the Government, helping policy makers supplement and amend legal documents in accordance with the development of practice in the field of using special-use forests for ecological activities.

3. Subjects affected by the plan

- For the area of ​​20ha below the elevation of 100m, the investor uses it to build infrastructure such as motels, entertainment areas, and roads serving eco-tourism. This is the land mainly used to build infrastructure serving eco-tourism according to the investor's Project approved by the People's Committee of Ba Vi district and leased land. This land lease is implemented according to Decree 163/1998/CP-ND.


- The main impact object of the Plan is the entire forest and forest land area of ​​108 hectares of Ba Vi National Park that the investor requests to lease the environment for ecotourism development. For this area, it is recommended that the Ministry of Agriculture and Rural Development and Ba Vi National Park soon complete procedures so that the investor can lease the environment soon. With the goal of planting new and restoring, renovating the forest from poor forest to rich forest, with beautiful perspective. Building a system of motels, entertainment areas, convenient internal road systems to serve the work of planting, caring, patrolling, checking, protecting forests, PCCCR, combining ecotourism activities and environmental education.

- The land area for the project development is implemented according to the contract for leasing the special-use forest environment to develop ecotourism combined with forest protection and development according to the Project on using the special-use forest environment to develop ecotourism and vocational education at Ba Vi National Park approved by the Government and the Ministry of Agriculture and Rural Development. The area of ​​impact on the forest environment for ecotourism development is 13.0ha, of which 3.24ha is allowed to be used to build infrastructure for ecotourism.

Based on the legal basis for developing the plan in section 4.2.1.1, in order not to affect the conservation goals of the National Park, the area affected by ecotourism activities must not exceed 15%. The area used to build infrastructure for ecotourism must not exceed 3%.

But in this plan, the impact level is only proposed to be 12% to ensure that when constructing houses, roads, bridges, and other services, the surrounding area is also impacted, and the total impacted area does not exceed 15%. Therefore, the area that the Project Owner is allowed to impact for ecotourism activities is 12% / 108ha = 13ha.

5. Forest rental price plan for landscape purposes

6. Effectiveness of the plan

6.1. Economic:

In addition to the above plan, the investor respectfully requests the Ministry of Agriculture and Rural Development, Ba Vi National Park, and relevant agencies to pay attention, survey, and invest in small dams in the stream area to retain water and create a source of irrigation water for the area. In addition, these dams change the microclimate, positively affecting the growth and development of forest trees, are also the habitat of amphibians, and serve the work of forest fire prevention and fighting, which is very necessary and effective.
