The current prominent issue that needs attention in developing Community Tourism in Ba Che district is environmental pollution. The decline in forest resources and ecological environment due to unplanned exploitation is also a major obstacle to the development of Community Tourism in Ba Che.
In addition, the issue of waste treatment is also an issue that needs attention, most households are not aware of collecting waste in residential areas. Therefore, the solution of collecting and treating waste should be carried out as soon as possible to avoid negative impacts on the environment. This solution not only helps protect the natural environment, increase the ability to attract tourists, but also helps people have a clean environment, improve their own living conditions and quality of life.
To do this, it is necessary to:
- Leaders at all levels need to have reasonable planning for locations and development goals, especially when receiving applications for investment in exploiting aquatic and marine resources, and basic construction investment in the district and neighboring areas. In the process of implementing the planning, it is necessary to take into account the method of using and exploiting resources in the direction of sustainable development and for the development of future generations.

- Call on organizations to send experts to help people improve their domestic fresh water systems, such as providing capital for people to build rainwater tanks, etc. These projects can also encourage tourists to voluntarily donate.
- Call for capital support for tourist accommodation establishments to renovate and build new toilets and bathrooms that meet the needs of tourists and their families, improving accommodation conditions to attract more visitors and improve quality of life.

3.3.4.5. Create and build appropriate development policies
Because community-based tourism is identified as a type of tourism that aims for sustainability, a type of tourism that contributes to community development, a type of tourism
Sustainable poverty reduction, therefore, creating all favorable conditions for the development of community tourism is a necessary and must-do task for tourism managers and local authorities. Development policies are not only reflected in the open legal corridor in the tourism law or the focus on development in administrative documents, but must be practically demonstrated by policies such as management agencies exempting a percentage of profits in the first years to encourage reinvestment; proposing a mechanism to support funding or prioritize loans for people to upgrade and renovate accommodation facilities; upgrading and expanding infrastructure and technical facilities for tourism; cooperating with other organizations to mobilize capital, technology, experience, etc.
3.3.4.6. Strengthen promotional activities
Promotional activities have become an indispensable part of a product development strategy. In order to promote tourism effectively, Ba Che needs to focus on the following solutions:
- Ba Che needs to invest funds and human resources in investigating, analyzing and identifying target markets that prefer Community Tourism,... From there, develop appropriate promotion strategies and tourism programs to focus all promotional resources on key markets.
- In addition, Ba Che needs to research and select information channels to promote its products. It is a fact that tourists, especially international tourists, come to Ba Che with the motive of participating in community tourism and exploring rich cultural traditions, but information about Ba Che is quite limited. If there is any information on the websites, it is only a few lines of incomplete introduction and is only for informational purposes. Currently, officially, only the electronic information page of Quang Ninh shares information about Ba Che, but it is also incomplete, because the main purpose of this website is to call for investment, not to promote tourism. Ba Che district needs to invest in its own website to promote tourism.
promote the strengths of the district. Therefore, it is necessary to have an information channel that effectively and fully reflects the potential tourists.
- Travel companies and tourism cooperatives, as a bridge between supply and demand, understanding tourists' tastes, must play a consulting and supporting role in terms of promotion methods and target markets. Local people are also the subjects carrying out the promotion task by increasingly improving service quality and professional skills to maximize tourist satisfaction because tourist satisfaction with community-based tourism products makes tourists become reputable and trustworthy non-professional advertisers for this tourist destination. Therefore, product quality is also one of the special and effective promotion methods in business activities.
CONCLUSION AND RECOMMENDATIONS
1. Conclusion
Ba Che district has great potential for developing community tourism. With the advantage of rich natural resources including pristine natural areas, it is very suitable for organizing community tourism activities to visit, learn, research, raise awareness and knowledge about resources, environment, ecology. At the same time, Ba Che people possess traditional cultural values imbued with the identity of the people that have been passed down for generations.
In addition, infrastructure, technical facilities and tourism services of Ba Che are gradually being invested in, creating favorable conditions for the development of tourism activities in general and community tourism in particular. Human resources in the business of community tourism, although limited in qualifications and expertise, are simple, hospitable hosts who understand the local cultural traditions, and are very willing and eager to participate in contributing to the development of community tourism in the locality, contributing to the overall development of the locality.
However, the current development of community tourism in Ba Che is not commensurate with the potential that Ba Che has. The benefits from tourism activities have not supported much for the conservation and development of local communities, and people have not actively participated in community tourism activities. The participation of local communities in tourism activities here is still low, people only participate mainly in some stages, economic benefits are irregular and unstable according to the tourist season. The forms of participation are almost spontaneous.
In order for community tourism to develop commensurate with the local potential, it is necessary to have comprehensive solutions to orient development, attract and utilize local human resources to participate in tourism activities, attract the participation of local communities, contribute to environmental protection, and moreover, improve
improve the environment and living conditions of indigenous people. At the same time, management agencies need to create appropriate development policies and promote the image and activities of community-based tourism in the locality.
Developing sustainable community tourism is one of the tasks that need to be implemented in the development strategy of Ba Che district to contribute to stabilizing people's lives and reducing poverty in the district. Hopefully in the near future, Ba Che will become a community tourism center not only in Quang Ninh but also a model in Vietnam.
2. Recommendations
- Upgrade provincial roads, complete the traffic system to commune level and intra-village roads;
- Renovating inter-commune roads and internal community roads without affecting nature.
Human resources play a key role in the development process and service quality for tourists. To ensure sustainable and effective development, measures such as:
- Strengthening capacity for tourism management staff.
- Implement specialized training in tourism and tourism management for officers performing tourism management and cultural information work.
Proactively develop investment plans, encourage local people to participate in resource protection and other stages of community service work.
The current prominent issue that needs attention in developing community tourism in Ba Che district is environmental pollution. In addition, the development of many models of caged fish farming and seafood farming also causes water pollution. The decline in forest resources and ecological environment due to unplanned exploitation is also a major obstacle to the development of community tourism in Ba Che.
