b) Phase 2017 - 2020: Need to invest in other tourist wharves as recommended by the Department of Culture, Sports and Tourism of Dong Nai province:

The government should only invest in the first and last facilities to ensure the smooth flow of the route and create access for tourists and businesses. The remaining facilities should set up projects to call for investment from social capital sources of businesses.

c) Review the planning of new traffic bridges: Ensure the design has a static and non-navigable capacity for tourist boats to travel through traffic canals.

d) Develop organizational and management procedures : Unified exploitation for piers and wharves. Develop regulations to protect order, safety, and environmental sanitation at ports and tourist boats.

e) Develop and promulgate regulations on waterway tourism management : Complete the process of monetary penalties for violations of hygiene and environmental order on waterways, public places, tourist attractions, etc.

f) Review and adjust the types of fees collected: From the exploitation of wharf infrastructure services to ensure reasonable collection levels, stimulate the development of river tourism transport business, and ensure that the collected funds are used to maintain and upgrade river tourism infrastructure.

g) Organize the installation of waterway traffic signs: according to the river tourism route plan in both Vietnamese and English, both ensuring waterway traffic safety and serving tourism.

3.1.2. Group of solutions to improve landscape, environment, hygiene, safety and order

3.1.2.1. Creating riverside landscape:

Plant more trees, create small riverside parks, orchards ...

Limit construction of structures that affect the view along the river.

Set up a lighting system for Bien Hoa City parks, bridges across the river and high-rise buildings along the river. Develop regulations and support policies for management units operating high-rise buildings on main inner-city tourist routes to participate in lighting, creating a beautiful night scene for Bien Hoa City.


3.1.2.2. Environment, safety and order:

Build toilets and install public trash cans in riverside residential areas and tourist attractions. Build and install procedures to maintain order and environmental sanitation at tourist attractions.

Launch movements, propaganda, mobilization and education to raise awareness of maintaining hygiene and protecting the ecological environment among the community, tourism businesses and tourists.

This solution is proposed based on a survey of the competitive characteristics that potential customers are interested in as shown in the chart below.

Based on the survey data in the above chart 3.3 and expert opinions, Dong Nai river tourism is highly appreciated and feasible, however, a roadmap is needed because this is a unique product and requires coordination of many sectors. Orientation for developing Dong Nai river tourism products with the following types:

Ecotourism: With a cool, fresh climate, the landscape on both sides of the river is still wild with lots of green, which is very suitable for the tourist trend. According to survey data, 114 people responded that when participating in the Dong Nai river tour, they like to explore nature, accounting for 48% of respondents.

Cultural and historical tourism: Dong Nai is a land with many historical imprints in the formation of the Southern Land, with many relics, sites and a rich culture. In particular, the Dong Nai River, in addition to its geographical function, is also a cultural and historical flow, so when participating in tourism on the Dong Nai River, visitors also want to learn about the cultural and historical history of this land. People who like to learn about culture and history when participating in Dong Nai river tourism account for 43% of the total number of respondents.

Camping, picnicking, and team building activities: 31% of respondents said this type of tourism was related to Dong Nai river tourism. This is reasonable because today's youth need places to live, get close to nature, experience and learn, especially companies and industrial parks need space for employees to have fun, relax, and train in teamwork methods.

From the survey results, the time tourists choose to participate in tourism on Dong Nai river from ½ - 01 day accounts for 61% and the amount of money tourists agree to spend ranges from

300,000 - 800,000 VND/tour program.

The time customers agree to sit continuously on the boat is 2 hours (31%) and they like to combine with other means of transport in the same tour program (69%) and they want to use 3 - 5 points in a tour program (71%).

Compared with the current river tourism programs that attract tourists such as Tien Giang tourism, we see that tourists agree to pay more because the travel distance from the source market to Dong Nai is shorter, but on the contrary, the destination and service process of Dong Nai river tourism are not attractive.
