INTRODUCTION

1. Reason for choosing the topic

Over the years, Vietnam's tourism industry has made significant contributions to the country's socio-economic development and is increasingly asserting its position and role in the national economy. At the same time, in the context of an open market economy and international integration; the tourism industry is also facing enormous challenges, requiring innovation and improving the effectiveness of state management (SLM) for this industry so that tourism can truly become a "spearhead" economic sector.

Da Lat is a city in Lam Dong province with more than 120 years of formation and development, with many advantages in climate, resources and great potential for tourism development, especially eco-tourism, mountain resorts and sightseeing. In recent years, Da Lat city's tourism industry has developed quite rapidly, the city government has taken many measures to promote tourism development, improve tourism management mechanisms and policies, create an environment and favorable conditions for tourism businesses. Thanks to that, tourism activities in the area have made progress and achieved some important achievements. Tourism products are increasingly diverse, tourism revenue and number of guests staying are increasing, contributing to the increasing proportion of the service industry in the city's economic structure and the trend of economic restructuring of the city is becoming clearer.

However, like other economic sectors, Da Lat tourism industry has not developed commensurate with the potential and comparative advantages of the locality, such as the lack of an overall vision for tourism development, so tourism products are still monotonous, repetitive, unattractive and cannot demonstrate their uniqueness. Tourism management and planning are not effective, the issue of tourism development linkage has not been paid attention to. In addition, there are limitations and weaknesses in tourism technical infrastructure, tourism human resources, tourism promotion capacity and a lack of stability in the organization of the State management apparatus in the tourism sector, many historical - cultural - revolutionary relics are in a state of degradation and have not been restored or embellished. Besides, compared with the potential and inherent comparative advantages, the development of Da Lat city tourism is still not commensurate, the number of

The average length of stay and spending of tourists are still low, and there are not many international visitors to Da Lat. The main reason is that the work of building and implementing state management documents and strategies, planning, and tourism development plans is still not good; the organization of the apparatus and personnel of state management of tourism still has many shortcomings; inspection and examination work has not been performed well...

With the desire for Da Lat tourism to develop more and more, maximize tourism potential, and at the same time partly solve the shortcomings in state management activities for tourism in the city, so that tourism can truly become a driving economic sector in the near future, and at the same time accelerate the socio-economic development of the city, the student chose the topic: "State management of tourism in Da Lat city, Lam Dong province" as the research task for his Master's thesis in Public Management with the desire to clarify the advantages to promote, propose solutions to overcome the shortcomings and limitations to perfect state management activities for tourism in Da Lat city.

2. Research status related to thesis topic

Regarding the issue of state management of tourism in general, it has been and is being studied by managers and scientists, shown in the following specific works:

- About Scientific Topics and Projects:

1) Scientific basis and solutions for sustainable tourism development in Vietnam, State-level scientific research topic (2000) by Pham Trung Luong, focuses on systematizing theoretical issues on sustainable tourism development; identifying basic issues for sustainable tourism development through analyzing the current status of tourism development from 1992 to present; identifying the improvement of State management for tourism as a fundamental solution to solve the issues for tourism development and at the same time proposing a model for sustainable tourism development in specific areas.

2) Current status and solutions for developing national coastal tourism areas in the North Central Coast tourism region, Ministry-level scientific research project (2011) chaired by the Institute for Tourism Research and Development, chaired by Dr. Nguyen Thu Hanh. The authors of the project focused on clarifying the theoretical basis of coastal tourism and coastal tourism development.

However, the topic only focuses on analyzing the current situation and proposing solutions for one type of tourism, which is sea tourism, so there are many issues that need further research.

3) Research, comprehensive assessment of tourism resources, spatial planning and proposal of solutions for tourism development in the Central Highlands, State-level scientific research project (2015) of the Vietnam Academy of Science and Technology, chaired by Prof. Dr. Truong Quang Hai. The project comprehensively assessed natural heritages and tourism resources in the Central Highlands; assessed the current status, forecasted tourism development trends and assessed the impact on the socio-economic and environmental aspects of the Central Highlands; built scientific arguments and planned the space for tourism development in the Central Highlands as well as proposed solutions for sustainable tourism development in the Central Highlands, including solutions on state management. However, the scope of the research project is wide (in the Central Highlands provinces), so the solutions proposed are quite general and need to be specified to suit each specific locality.

- About Thesis, Dissertation:

4) State management by law for tourism activities in Vietnam today, Trinh Dang Thanh (2004), Doctoral thesis in Law, Ho Chi Minh National Academy of Politics. The thesis has provided a theoretical basis for the necessity of state management by law for tourism activities; analyzed, evaluated the current situation and proposed solutions to improve state management by law for tourism activities in response to new requirements. However, due to the wide scope of research, the solutions proposed by the author are still general in nature, not going into detail in each locality in particular.

5) State management of trade and tourism activities in Son La province in the process of industrialization and modernization of the country, Nguyen Minh Duc (2007), PhD thesis in Economics, Ho Chi Minh National Academy of Politics. This is a research project on State management of trade and tourism activities in a specific locality. The thesis analyzed the theoretical and practical basis to clarify the functions of the State.

However, the author only studies State management of both trade and tourism activities in one locality, Son La province, which has natural, economic, social, cultural conditions and tourism development potential much different from the locality where the student's thesis is studying, so many issues need to be clarified.

6) Perfecting state management of urban tourism infrastructure in Vietnam , Ho Duc Phoc (2010), PhD Thesis in Economics, National Economics University. The thesis has discussed some scientific bases of state management in the field of urban tourism infrastructure; analyzed and evaluated the current state of state management in the field of urban tourism infrastructure in Vietnam; proposed solutions to perfect state management in the field of infrastructure for Vietnamese cities. However, the thesis only mentions a small part of state management of tourism, which is the content of state management of urban tourism infrastructure, so there are many issues that need further research to perfect.

7) Local state management of sustainable tourism development in some provinces in the Central region of Vietnam, Nguyen Hoang Tu (2016), PhD thesis in Economic Management, University of Commerce. The thesis clarifies theoretical issues of state management of sustainable tourism development, analyzes the current status of local state management of sustainable tourism development in some provinces in the Central region, and at the same time clearly states the viewpoints, goals, orientations, directions for improvement and main solutions to develop tourism in the Central region to become a driving economic sector. However, the research space of the topic is quite wide, and at the same time, it focuses on sustainable tourism development, so it is necessary to further research and clarify solutions on state management in general for a specific locality.

8) Strengthening state management of tourism business activities of the tourism industry in Quang Ninh province, Le Long (2012), Master's thesis in Economics, University of Economics and Business Administration, Thai Nguyen University. This is a research project on state management of tourism business activities in a specific locality. The thesis analyzed the theoretical and practical basis to clarify the functions and tasks; proposed viewpoints and solutions to contribute to innovation and improvement.

State management level of tourism business activities in Quang Ninh province. However, the author only studies state management of tourism business activities in Quang Ninh, which is different from state management of tourism in general in a specific locality.

9) State management of tourism in Van Don island district, Quang Ninh province, Nguyen Thi Thuy (2013), Master's thesis in Tourism, University of Social Sciences and Humanities, Vietnam National University, Hanoi. The thesis analyzed the characteristics and role of the tourism industry in the early stages of market economy development, assessed the current state of state management of tourism in general and proposed solutions to contribute to improving the effectiveness of state management of tourism. However, the author only studied the issue of tourism in a small island district, with completely different tourism conditions and advantages compared to Da Lat.

Thus, there have been many research topics on State management of tourism in different aspects. However, there has not been any work that has fully evaluated State management of tourism in Da Lat city, Lam Dong province. When implementing the topic "State management of tourism in Da Lat city, Lam Dong province" , the author inherited the research results of previous works, but this topic has new content and does not overlap with previously published scientific works.

3. Research objectives and tasks

3.1. Research objectives

The research objective of this thesis is to study the theoretical basis of state management of tourism at the district level; clarify the advantages and limitations, find out the causes of weaknesses, and propose solutions to improve state management of tourism in Da Lat city, Lam Dong province.

3.2. Research tasks

To achieve the above research objectives, the topic focuses on solving the following main tasks:

- Building a theoretical framework based on systematizing theoretical and legal issues of state management of tourism at the district level.

- Conduct an assessment of the current status of state management of tourism in Da Nang city.

5. Research methods

To study this topic, the author approaches the research object using dialectical materialism and historical materialism methods, taking Marxism-Leninism, Ho Chi Minh Thought, and the viewpoints, policies, and guidelines of the Party and State on the state and law as the methodological basis.

To solve specific problems, specialized scientific research methods are used such as:

- Secondary document survey method: the author uses this method to study the system of state management documents on tourism, study reports of competent authorities and scientific works, topics, projects, and related scientific articles that have been published; from there the author compares and references data to serve the purpose of solving the problems raised by the topic.

- Analytical method: this method is used by the author to specifically review and evaluate state management activities on tourism. Accordingly, this method is used to analyze the theoretical and legal basis of state management activities on tourism, evaluate and analyze to clarify the current state of state management activities on tourism in Da Lat city, clearly identify the advantages, limitations and causes of the limitations.

- Synthesis method: the author uses this method to generalize the content.

The topic has collected and systematized the theoretical basis of state management of tourism at the district level, assessed the current status of state management of tourism in Da Lat city, thereby pointing out the advantages, limitations and proposing solutions to improve this activity.

The thesis can be a reference document for civil servants directly involved in state management of tourism at the district level, leaders and managers at all levels. The research results of the topic are a source of reference documents for students, trainees, and management scientists in the process of researching state management of tourism at different levels of government.
