This is an important factor for tourism development in the market mechanism, ensuring the sustainable development of tourism activities.

3.3.7. Inspection and examination of tourism activities

In order for state management of tourism to be carried out effectively and achieve the set goals, inspection, examination and strict handling of violations play an extremely important role. This must be considered a regular task to improve the effectiveness of state management of tourism activities. The purpose of inspection and examination activities is to examine whether organizations and individuals have properly implemented the Party and State's policies and local regulations on tourism; promptly detect errors of organizations, enterprises and individuals to take timely measures to handle them, ensuring the solemnity of the law, and at the same time correct and orient those organizations and individuals to operate in accordance with the provisions of the law in order to build a healthy, safe and friendly business environment. Therefore, it is necessary to:

First , the scope of inspection and examination for the inspected and examined objects must be accurately determined.


Second , tourism is a field related to many sectors and levels; therefore, when establishing an inspection team, the inspector must have all relevant components participating.

Third , innovate inspection and examination methods. Inspection and examination procedures must be researched and redesigned in a very scientific way to ensure both the purpose and requirements of inspection and examination, and to combine and coordinate with other functional agencies to conduct them in a streamlined manner, without duplication or overlap, reducing time and causing no inconvenience to tourism businesses.

Fourth, improve and enhance the quality of inspection and examination teams from the city to the grassroots level. Managers and inspectors must change their perception of inspection and examination. The capacity of inspectors and inspectors does not simply stop at professional knowledge but requires a comprehensive understanding of the socio-economic development situation and a correct perspective when conducting inspections and examinations to be able to quickly, accurately and objectively assess the nature of the problem being inspected and examined, avoiding rigidity and mechanicalness. 3.4 . Some suggestions and recommendations

3.4.1. For Central agencies

- Continue to complete the legal system of tourism. The system of state management agencies on tourism needs to be organized uniformly from the province (centrally-run city) down to the district, city (called district level) to the commune, ward and town (called commune level), ensuring effective coordination between sectors and levels in state management on tourism, clearly defining the powers and responsibilities of each sector and each level to overcome the overlapping and pushing in management, ensuring quick resolution of problems arising in tourism development (such as planning management, investment, exploitation of tourism resources, management of order in tourism business activities...). Currently, the function of tourism management at the district level is not clear and specific. The Tourism Law does not mention the responsibility of state management of tourism at the district level.

- Strengthening the legal system in state management of tourism.

- Annually or periodically organize festivals, national tourism years, seminars, conferences, and regional and national art programs in provinces with low tourism development conditions.

3.4.2. For Hanoi City People's Committee

- Increase support from the City budget to invest in the target program of comprehensive tourism development; create friendly products, convenient tourism infrastructure for tourists to access identified tourist areas and tourist destinations, including Hoan Kiem in the Hanoi Tourism Development Plan to 2020, vision to 2030.

- Strengthen cooperation in promoting Hanoi tourism destinations in general and Hoan Kiem district in particular in traditional markets, expanding to potential markets in the region and the world. Regularly organize a series of tourism promotion activities associated with cultural exchanges, conferences, seminars, fairs, trade, and national and international competitions.


- Review and give opinions on the policy for the District People's Committee to implement the Plan for organizing service, trade and tourism activities in the walking space of Hoan Kiem Lake area and vicinity (which has been developed and completed by the District People's Committee in coordination with the Department of Industry and Trade and related departments and branches in the past time) to strengthen management, create revenue, reduce budget expenditures, and move towards not using budget sources to organize and manage the walking space of Hoan Kiem Lake area and vicinity. Direct the City's departments and branches to support Hoan Kiem District in implementing the Plan to expand the walking space in the South of Hanoi's Old Quarter to connect the walking space in the Old Quarter with the walking space of Hoan Kiem Lake area and vicinity.


Chapter 3 Summary

In this Chapter, based on the viewpoints and development orientations of Hoan Kiem district tourism until 2025, on the basis of the analysis of limitations in state management in Chapter 2, the Thesis has proposed solutions to overcome limitations and improve the effectiveness of state management of tourism in Hoan Kiem district, namely: Solutions on promulgating guidelines and organizing the implementation of legal documents; developing and implementing tourism development planning; organizing state management of tourism; tourism development policies; tourism propaganda, promotion, and promotion; tourism inspection and examination. The Thesis also makes a number of recommendations to the State and the Hanoi People's Committee.


CONCLUDE


With many beautiful landscapes and famous relics, Hoan Kiem district has all the conditions to develop the tourism industry, making tourism a key economic sector in the renovation and construction of Hanoi city in general and Hoan Kiem district in particular, rich and civilized. Developing the tourism economy is both a task and a responsibility of the District Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee, agencies, departments as well as the entire population in Hoan Kiem district. Through the above analysis and assessment, we can affirm that the tourism potential of Hoan Kiem district is very large, many tourist areas and spots have not been exploited and put into use. Therefore, enhancing the effectiveness of State management of tourism activities is a decisive factor affecting the development of the tourism industry in Hoan Kiem district, thereby affecting the level of contribution of this industry to the industrialization and modernization process as well as the overall economic and social development of Hanoi city.

State management of tourism is to ensure tourism development in the direction of cultural tourism, ecological tourism, preserving and promoting national identity. State management must be unified on the basis of respecting the legitimate rights and interests of organizations and individuals participating in tourism business activities, encouraging components to participate in state management of tourism. State management of tourism activities in Hoan Kiem district is a decisive factor affecting the development of the tourism industry of Hanoi city in general and Hoan Kiem district in particular, thereby affecting the level of contribution of this industry to the industrialization and modernization process as well as the general economic and social development of the whole country. State management of tourism is to ensure tourism development in the direction of cultural tourism, ecological tourism, spiritual tourism combined with preserving and promoting the national identity of Vietnam. With that spirit, the thesis has solved a number of the following main issues:


Firstly, to systematize and clarify the basic theoretical issues on tourism activities and state management of tourism activities of current district-level authorities.

Second, study the experiences of localities in state management of tourism activities, draw lessons for Hoan Kiem district.

Third, analyze and evaluate the current status of tourism activities and state management of tourism activities in Hoan Kiem district from 2015 to 2019, draw out the positive aspects, limitations and causes.

Fourth, propose directions and solutions to improve state management of tourism activities in Hoan Kiem district at present.

The thesis is the result of a research process from theory to practice on the issue of State management in Hanoi city and Hoan Kiem district. During the research process, the thesis has not been really completed, there are still shortcomings, but this is a research work that has both theoretical and practical significance for State management of tourism in general and Hoan Kiem district in particular, and is also a reference document for students and trainees interested in the issue of State management of tourism.
