Education on prevention and combat of natural disasters in particular and comprehensive personality development activities for students in general is a regular and continuous task and a mandatory requirement for each teacher, coach, collaborator, and tour guide. Only when there is correct awareness can teachers, coaches, collaborators, and tour guides perform their duties voluntarily, actively, and effectively. On the contrary, when there is incorrect awareness, teachers, coaches, collaborators, and tour guides will educate students on prevention and combat of natural disasters in a general, cursory, formal, and defensive manner, and will not be effective, causing waste of time and money.
Second , the management apparatus and qualifications of the management staff: Building a reasonable management apparatus with clear division of responsibilities and effective operation plays an important role in the development of the Center, including the organization of education on preventing and combating natural disasters for students.
The management staff has a great influence on the management of the Center. The management staff must be the leaders in educating students about preventing and combating natural disasters, grasping and deeply understanding the meaning, content, purpose, program, plan, knowing how to direct and organize effective activities to educate students about preventing and combating natural disasters, and be the Center that directs the team of teachers, coaches, collaborators, and tour guides participating.

In terms of quantity, many resource objects have not been brought into the purpose of tourism development. In terms of time, the regular service time has not been extended to attract more visitors. Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. 2.1. Some general features of Kien Thuy District Sports Center, Hai Phong City
2.1.1. Some general overview
Kien Thuy District Sports Center was established on November 1, 1996 by the Chairman of the City People's Committee signing the establishment decision together with Ngo Quyen District Sports Center and Le Chan District Sports Center.
Kien Thuy District Sports Center is a unit that contributes a lot to the city's sports achievements in national sports competitions; contributing many excellent coaches and athletes to the city team to participate in national and international competitions. Since its establishment, the mass sports movement has grown in both quantity and quality. The number of people participating in regular training is increasing. Up to now, the number of people regularly practicing sports accounts for over 30% of the district's population. The district's sports achievements are always higher year after year, through 7 City Sports Festivals, Kien Thuy District Sports is always in the top 5 units of the city. The key sports of the district: Athletics; swimming, freestyle wrestling, football, volleyball, etc. regularly achieve high results in competitions organized by the city and the country.
Although the material conditions for the district's sports activities are still limited and difficult; the facilities managed by the industry have seriously degraded or are not up to standard, but with the efforts of the entire Kien Thuy district Sports and Physical Training sector, the attention of the district and city leaders, the good coordination with departments, branches and organizations in the district; the sponsorship and support of benefactors and units for the industry in the past time have created very positive initial results. The Kien Thuy district Sports and Physical Training sector has always fulfilled well the career targets assigned by the district People's Committee and the city Department of Culture and Sports every year. The Center has been awarded many certificates of merit by the District People's Committee, the City People's Committee, the City Department of Culture and Sports, the City Labor Federation, the Ministry of Culture and Sports, the Government and the 3rd Class Labor Medal by the President and many other noble achievements.
2.1.2. Functions and tasks of Kien Thuy District Sports Center
- About function :
+ Advise the District People's Committee on orientation, policies, planning and development plans for sports and physical training in the district.
+ Expand and develop mass sports movements, train outstanding and talented sportsmen, coaches, collaborators and referees.
+ Cooperate and associate with domestic and foreign economic sectors in the fields of business and production in the field of physical education and sports.[24]
- About the mission :
+ Implement plans, build, train, foster and develop sports in the district.
+ Organize sports activities: Competitions, training, practice, talent development, open basic sports classes for all subjects.
+ Training sports instructors, providing professional support for sports movements at grassroots levels in the district (schools, communes, towns, agencies, departments, branches, unions, political organizations, clubs, etc.).
+ Effectively manage and use physical education and sports facilities.
+ Assist the District People's Committee in managing establishments producing and trading sports equipment and sports practice facilities according to assigned authority.
+ Inspect and urge communes, towns, units and schools to implement targets on physical training, number of participants and sports families.
+ Coordinate with departments, branches, unions, political organizations, etc. to implement sports activities, guide mass organizations to carry out the task of developing the sports movement.
+ Education on prevention of natural disasters for students at the Center and in high schools. [24]
2.1.3. The center's resources for education, training and coaching activities
The District Sports Center was assigned a target of 7 employees. When it was first established, the Center was assigned 5 employees, including 1 Director, 1 Deputy Director and 3 coaches and instructors. Up to now, the Center has been assigned 7 employees, including 1 Director, 1 Deputy Director and 5 specialists, coaches and instructors. In terms of professional qualifications, 4 comrades have university degrees, 1 college degree and 1 intermediate degree, of which 1 comrade is studying for a master's degree. Of the 7 comrades, 2 have been with the Center since its inception, which is an advantage for the development of the Center.
Since its establishment, the Center has been assigned by the District People's Committee to have a 2-storey house with an area of 200m2 , including offices for the Director, Deputy Director and staff offices. Kien Thuy District is a purely agricultural district with economic difficulties. Identifying the above difficulties from 2013 to 2016, the Center advised the district leaders to create conditions for 3 individuals who are children of the district to socialize investment in 3 artificial turf fields at Tac Giang apartment complex in Nui Doi town, 4 artificial pools (including 01 pool located at Tan Phong Primary School, 01 pool at Du Le Secondary School, 01 pool located at Tac Giang apartment complex and 01 pool at the Sports Center) to serve the popularization of swimming to prevent drowning and football for people and children in and outside the district. There are no other facilities while the districts in the city have multi-purpose gymnasiums, swimming pools and other equipment and facilities to serve the activities.
2.1.4. Resources outside the Center coordinate to participate in and serve educational activities to prevent accidents and injuries for students.
Over the years, the team of teachers, instructors and sports collaborators of the Center have made important contributions in guiding people to practice sports, participating in organizing sports competitions at the grassroots level and selecting and nurturing talented athletes, contributing to promoting the development of the district's sports movement. Currently, the Center has more than 50 instructors and sports collaborators (of which 45 have university degrees and 5 have college degrees). All of them are sports teachers at the
Primary, secondary and high schools, instructors at sports clubs such as badminton, table tennis, swimming, football, bodybuilding, etc., typically collaborators such as Nguyen Van Duyen from Dong Phuong commune, football player, Nguyen Van Quan from Huu Bang commune, freestyle wrestling player, Ngo Van Bao from Thanh Son commune, swimming player, Nguyen Thi Mao, Nguyen Van Thang, secondary school teachers, athletics - cross-country, etc.
In addition to human resources, the Center has received attention, assistance and support from groups, individuals and political organizations in the district in terms of facilities to serve the education and training of students. Specifically:
+ Badminton practice house: 5 practice houses (including badminton practice house of District Party Committee, District Irrigation, Vocational Education and Training Center, badminton practice house of Dai Hop Commune People's Committee, Dai Ha Commune).
+ Table tennis practice house (including table tennis practice of District Party Committee, District People's Committee, Sports Center, Cultural Information Center, Thuy Huong Club, Dai Dong Club, Tu Son Club, Kien Thuy High School Club, Dinh Xuan La-Thanh Son Club) .
+ Artificial turf football field: 05 mini football fields. The artificial turf football field of Tac Giang apartment complex, Nui Doi town includes 03 fields and the football field of Nguyen Duc Canh High School includes 2 fields.
+ Artificial swimming pools: 04 (including 3 pools measuring 20m x 10m, 01 pool measuring 16m x 10m) at Artificial Turf Football Field, Tan Phong Primary School, Du Le Secondary School and District Sports Center.
+ Fitness clubs: 6 clubs (Fitness clubs of Tu Son commune, Nui Doi town, Thanh Son commune, Thuan Thien commune and Thuy Huong commune) .

Mainly use the system of questions in the opinion poll. Exchange opinions with managers, teachers, coaches, collaborators, guides, experts, and managers.
2.2.4. Survey subjects
Management staff, teachers, coaches, collaborators, tour guides, etc. are from the Center and from general schools (primary, secondary) , and sports clubs, totaling 85 people.
