Currently, research works on cultural management activities at cultural centers are still quite modest. There are many different opinions on the issue of building institutions and cultural activities at cultural centers, which are not unified. In reality, the activities of cultural centers or cultural houses are not rich enough to meet the cultural needs of the majority of people. The above situation shows that the research works, seminars..., the above articles only mention in general about the issue of cultural management but have not mentioned in detail about the management of cultural center institutional activities in our country today.
In Phu Ninh, there has not been any research on this issue. Therefore, the author boldly proposed and researched the topic on cultural activities of the Center for Culture, Sports and Tourism with the desire to have a comprehensive view of cultural activity management, to propose solutions to contribute to the strict completion of cultural activities of the Center for Culture, Sports and Tourism in Phu Ninh district at present.
However, the system of cultural, sports and tourism institutions in each place has its own unique characteristics. To conduct more specific research to improve the effectiveness of cultural activities, the author has chosen the Phu Ninh District Cultural, Sports and Tourism Center as a specific location for research.

3. Research purpose and tasks

The thesis deeply surveys and evaluates the current status of cultural activities management of Phu Ninh District Culture, Sports and Tourism Center. On that basis, the thesis proposes a number of specific solutions to contribute to improving the effectiveness of cultural activities management of the Center in the coming time.

- Systematize theoretical issues on management, cultural management activities and cultural institutions, thereby creating a scientific and theoretical basis for researching issues related to cultural management activities at the Cultural, Sports and Tourism Center of Phu Ninh district, Phu Tho.
- Survey, analyze and evaluate the current status of cultural management activities of the Center for Culture, Sports and Tourism of Phu Ninh district from 2012 to present.

The research object of the thesis is: Cultural management activities at the Center for Culture, Sports and Tourism of Phu Ninh district, Phu Tho province.
4.2. Scope of research
The thesis focuses on surveying the cultural management activities of the Phu Ninh District Culture, Sports and Tourism Center from 2012 to present, which is the milestone from when the Phu Ninh District Culture, Sports and Tourism Center was established and put into operation until now.
5. Research methods
The thesis uses the following main research methods:
- Synthesis analysis: Based on the study of research works, documents, scientific reports, on cultural management activities of the Cultural Center, the author synthesizes and analyzes them into his thesis.
- Field survey method - the author uses the following operations:
+ In-depth interviews: Cultural officials, participating people, and organizers of cultural activities about their wishes and needs to participate in cultural activities.
+ Observe and participate in the organization of cultural activities organized by the Center for Culture, Sports and Tourism to have a basis for assessing the current status of the organization.
+ Compare to see strengths, weaknesses, and differences to improve the organization of cultural activities in the future.
+ Describe, take photos, interview, collect documents on the cultural needs of residents in the district, staff, facilities, equipment and activities of Phu Ninh District Cultural Center, to analyze the current situation of organization and management of cultural activities of Phu Ninh District Cultural, Sports and Tourism Center, Phu Tho province.
- In addition, to conduct good research for his thesis, the author also uses an interdisciplinary approach to culture.

THEORETICAL BASIS OF CULTURAL ACTIVITY MANAGEMENT, OVERVIEW OF CULTURAL AND SPORTS CENTERS
AND PHU NINH DISTRICT TOURISM
1.1. Some related concepts
1.1.1. Management
In fact, there are many approaches to the concept of “management”. Management is usually synonymous with the activities of organizing, commanding, controlling, motivating, checking, and adjusting. The concept of management itself is polysemous, so there is a difference between a broad and a narrow meaning. Due to the specific nature of the work, management also has many different explanations. From different research perspectives, many scholars have given explanations about management.
According to the modern Sino-Vietnamese dictionary , "Management is the care, supervision, confinement, and constraint of someone according to a set pattern, regulation, principle, or law" [1, p.489].
According to FW Taylor (1856-1915): one of the first people to give birth to management science and the "father" of the "scientific management" school, approaching management from an economic and technical perspective, he said: "Management is completing one's work through others and knowing exactly how they have completed the work in the best and cheapest way" [37, p.18].
According to Henry Fayol (1886-1925), he was the first person to research and approach process-based management. He was also a visionary and had great influence from modern times until now. He has researched and defined management: "Management is a process that includes all stages: Planning, organizing, assigning, controlling and monitoring the efforts of individuals and departments and effectively using the organization's material resources to achieve the set goals" [37, p. 21]
Through the above management concepts, we can understand that management is an organized and oriented impact activity of the management subject on an object to regulate social development processes and human behavior, in order to maintain stability and develop the object according to the set goals such as: determining goals, policies, plans, organizing implementation, adjusting activities to achieve the set goals. In which the most important goal is to create an environment and conditions for the development of the management object and this is the content of the concept of Management that the author applies in the process of researching issues on cultural activity management of the Cultural, Sports and Tourism Center of Phu Ninh district.
1.1.2. Culture
The concept of culture has been proposed by many researchers. Up to now, there have been about 500 definitions of culture proposed by researchers, organizations, and countries around the world.
President Ho Chi Minh, the great leader of the Vietnamese people, a national hero and a world cultural celebrity, during his lifetime, proposed the concept of culture:
“For the sake of survival as well as the purpose of life, mankind created and invented language, writing, ethics, law, science, religion, literature, art, tools for daily life of clothing, food, housing and methods of use. All of these creations and inventions are culture. Culture is the synthesis of all living methods and their manifestations that mankind has produced to adapt to the needs of life and the demands of survival” [39, p.431].

Professor Tran Ngoc Them also introduced the concept: "Culture is an organic system of material and spiritual values created and accumulated by humans in the process of practical activities, in the interaction between humans and the natural and social environment" [47, p.38].
In 2002, the United Nations Educational, Scientific and Cultural Organization (UNESCO) gave the following definition:
“Culture should be regarded as the set of distinctive spiritual, material, intellectual and emotional features of a society or a social group, and that it encompasses, in addition to art and literature, lifestyles, ways of living together, value systems, traditions and beliefs” [58, p.21].
Thus, culture in the cultural system perspective can be understood as reflecting the "point of view" of an ethnic community on the material world, the perception of natural conditions, the surrounding living environment and the rules of conduct of the community corresponding to it. In a living space, ethnic groups and human communities must overcome the obstacles of natural and social forces to survive and develop, including adaptation, adaptation, and transformation to integrate. It is this adaptation process that creates unique features, differences, and forms the identity of the community, social organizations on a small scale or on a national scale. The author applies this concept in researching practical issues of cultural activities organized by units, and at the same time takes it as the basis for people to create and enjoy culture in the true sense that culture belongs to the people, serves the people and follows the orientation of the Party and the State.
