CURRENT STATUS OF MANAGEMENT OF TEACHER TRAINING ACTIVITIES IN PRIMARY SCHOOLS OF DAK GLONG DISTRICT, DAK NONG PROVINCE TO MEET GENERAL EDUCATION PROGRAM REQUIREMENTS 2018

2.1. Overview of the economic, social and educational situation in Dak Glong district, Dak Nong province

2.1.1. Characteristics of natural situations

Dak Glong district was established under Decree 82/2005/ND-CP, dated June 27, 2005 of the Government with a natural area of ​​144,875.46 hectares, of which: agricultural land area is 60,615.3 hectares. ha; Dak Glong district is located in the Southeast of Dak Nong province, 27 km from Gia Nghia City, to the East borders Lam Dong province, to the West borders Gia Nghia City, Dak Song district, to the South borders Lam province. Copper. The North borders Krong No district and Lak district, Dak Lak province. Dak Glong district has a strongly divided terrain by high hills and mountains, large and small rivers and streams, and steep terrain [39, p.11].

Regarding administrative organization: The whole district has 07 commune-level administrative units and 61 villages and hamlets. The district is divided into two economic boundaries along National Highway 28, the southern direction includes communes (Quang Khe, Dak Som, Dak Plao), the northern direction includes communes (Dak Ha, Quang Son, Dak R' Mang and Quang Hoa).

2.1.2. Economic characteristics

As of 2019, the proportion of agricultural production value decreased to 30%, services - trade 39%, industry - handicraft construction 31%, defense and security were maintained; The socio-cultural field has many positive changes; Especially in the field of implementing policies for people with meritorious services and ensuring social security, which are effectively implemented by all levels and branches; contributing to social stability and creating momentum for rapid and sustainable economic growth.

Dak Glong has many models of handicraft production, trade - services, and traditional crafts such as: brocade weaving of ethnic groups in the district, weaving of Ma and M'Nong ethnic communities; growing medicinal herbs in Quang Son commune; some industries


New occupations such as flower growing, vegetable growing... gradually shift the labor structure towards: reducing the proportion of labor; Increase the proportion of workers in handicraft industry, trade - services and construction.

Period 2015 - 2019: The economic structure continues to shift towards increasing the proportion of trade - services and construction industry; The production value of agriculture - forestry - fishery accounts for 23%, industry - construction accounts for 35.5%; Trade and services account for 41.5%. Average annual economic growth rate: 14%. The average income per capita reaches over 30 million VND/year, these are extremely favorable conditions for the district to successfully implement vocational training programs, create jobs, and eliminate hunger and reduce poverty [39, p. 21].

2.1.3. Cultural and social characteristics

Dak Glong has a population of more than 72 thousand people by 2020, the annual population growth rate is approximately less than 1%, there are 31,800 workers, an abundant labor source, young and healthy workers account for a high proportion of the total population. labor. This is an important resource for the cause of industrialization and modernization of the country. Dak Glong people are not afraid of hardship, diligence, and creativity in productive labor.

2.2. Organize a survey of the current situation

2.2.1. Survey purpose

With the purpose of understanding the current status of teacher training and the current status of managing teacher training activities in primary schools in Dak Glong district, Dak Nong province. Thereby, we propose measures to manage training activities to improve teacher capacity to meet the requirements of implementing the 2018 Education and Training program.

2.2.2. Survey object

- With a total of 110 people including: Principal, Vice Principal, Team Leader, professional deputy team leader and teachers of 4 schools including:

+ Tran Quoc Toan Primary and Secondary School;

+ Kim Dong Primary School;

+ Nguyen Van Troi Primary School;

+ Le Loi Primary School;

2.2.3. Survey content


To properly determine the management of teacher training activities in Dak Glong district primary schools, Dak Nong province, the author has researched the current situation of:

- Current status of teachers in primary schools.

- Current status of management of teacher training activities in primary schools in Dak Glong district, Dak Nong province.

- Factors affecting the management of teacher training activities in primary schools in Dak Glong district, Dak Nong province.

2.2.4. How to proceed

- Interview method: Interview administrators and teachers to clarify the current status of teacher training in primary schools in Dak Glong district, Dak Nong province, to meet the requirements of implementing the 2018 Education Program.

- Questionnaire survey method: Principals, Vice Principals, team leaders, deputy team leaders and teachers on teacher training activities in primary schools in Dak Glong district, Dak Nong province, meeting implementation requirements GDPT program 2018.

In addition, the project also uses mathematical statistical methods to process survey data.

2.3. Current status of teachers of primary schools in Dak Glong district, Dak Nong province to meet the requirements of the 2018 GDPT program

2.3.1. Overview of primary education in Dak Glong district

2.3.1.1. School system and students

In 2020 - 2021, the whole district has 40 schools from preschool to high school, including 14 preschools, 13 primary schools, 03 primary and secondary schools, 07 secondary schools, 01 boarding school for ethnic minorities. and 02 high schools. In addition, the district has 01 continuing education - vocational training center and 07 community learning centers. Every year, the rate of students graduating from class always reaches 100%, the rate of students completing the primary school program reaches 100%; Secondary school graduation rate reached over 95%; High school graduation rate reached over 98%; number of students passing admission to universities


school and college, reaching a rate of nearly 60%. The quality of comprehensive education is improved, creating trust with local authorities and parents.

The whole district has 13 primary schools and 03 primary and secondary schools with 299 classes with 10,075 students enrolled. The number of students graduating each year increased by over a thousand students, the rate of students graduating reached 96.9%, there were no dropouts, many areas were located up to 30 km away from the center, and had to be built. and organize zones, retail locations, multi-grade classes, and boarding primary schools to facilitate students going to school to study and participate in school movements.

In the 2018 - 2019 school year, the mobilization and retention rate for the whole school year always reached 96.9%. Maintaining 98 classes with 2 sessions/day with 3430/8931 students, reaching a rate of 38.41%, an increase of 16% compared to the previous school year. 4/13 schools maintained 70% of classes 3 sessions/day; 09 schools have not yet organized 20% of classes 2 sessions/day. There are 04 schools that can maintain boarding classes: with 35 classes and 1,330 students, an increase of 430 students compared to the previous school year; There are 13/13 units teaching English from grades 3 to 5 with 191/250 classes reaching 76.40% of classes and 7067/8931 students reaching 79.13% (compared to the previous school year, an increase of 03 schools, 46 class and 1656 students), including 05 units participating in teaching English according to the 10-year program (an increase of 03 units compared to the previous school year). There are 02 schools that organize computer training for students with 25 classes and 878 students (compared to the previous school year, an increase of 01 school, 14 classes and 490 students), of which Kim Dong Primary School maintains 60% of its students studying computer science. . In the entire district, 13/13 units have English teachers equipped with equipment to teach English. 100% of teachers fully attend the English survey class organized by the Department of Education and Training. In


There are a total of 19 teachers teaching English in elementary schools, with 0 teachers reaching C1 level, 15 teachers reaching B2 level, and the remaining teachers basically reaching B1 level according to European standards. The quality of English teaching and learning is gradually improved. The above results demonstrate the close direction of the Department of Education and Training, the care and support of leaders at all levels, especially the leadership and direction of the District Party Committee, People's Council, and People's Committee of the district. 2.3.1.2. About the quality of education

* Quality of cultural education: From the Department of Education and Training to schools in the district, we have seriously carried out survey work, quality assessment, and monitoring to help students absorb lessons slowly month by month. The results of academic performance (Mathematics and Vietnamese) both reached over 91%, specifically:

+ Vietnamese subject: Successfully completed: 1598 students, reaching 17.89, an increase of 4.23% compared to the previous school year; Completed: 6684 students, reaching 74.84%; 649 students have not completed, accounting for 7.27%, down 2.85% over the same period last year.

+ Math: Successfully completed: 2369 students, reaching 26.53%, an increase of 6.02% compared to the previous school year; Completed: 5960 students, reaching 66.73%, 602 students not completed, accounting for 6.74%; down 3.21% over the same period last year.

+ General knowledge and skills: Successfully completed: 1598 students, reaching 17.98%, an increase of 4.12% compared to the previous school year; Not yet completed: 720 students, accounting for 8.06%, down 3.15% compared to the school year

* Quality of excellent students at district, provincial and national levels:

Right from the beginning of each school year, the district Department of Education and Training has developed a plan to organize exchanges for excellent students in grades 3, 4, and 5 for 2 subjects: Math, Vietnamese, and IOE exam for 5th grade students; Math Solving contest via the Internet and Math Olympiad 5 exchange; "Keep notebooks clean, write beautifully" competition at all levels aims to early discover factors and soon form culture, literature or beautiful handwriting clubs for training. Schools in the district always focus on fostering good students, promoting learning movements, training students, the number of students participating next year is higher than the previous year, the rate of good students is always in the in the top 5/8 districts and cities in the province, however the rate of winning first, second, and third prizes at the provincial level is not much, the number of students winning national prizes is mainly students.

The main reason is that some primary school units have not really paid attention to the work of detecting and fostering excellent students, building plans that are duplicated, lacking investigation and practicality in the area and not yet effective. proactively set specific targets to strive for right from the beginning of the school year, so many years there were no students participating at the provincial level and achieving low prizes at the district level. Budget resources for student training activities are still low.
