INTRODUCTION

1. Reason for choosing the topic

Cultural institution management is one of the important subjects of the Cultural Management major, it helps students have basic knowledge about managing the activities of the cultural industry through functions, tasks as well as operating mechanisms of institutions such as Cultural Centers, Libraries, Museums, Theaters, Cultural Houses...

Our Party determines that "Culture is the spiritual foundation of society, both a goal and a driving force for socio-economic development", then strengthening state management of culture , especially managing cultural activities at the grassroots level has become more urgent and of more concern than ever. State management of culture is one of the important tasks of state administrative management activities, receiving special attention from our Party and State, focusing on directing and issuing many important Resolutions. such as Resolution of the 5th Central Committee, Session VIII, Resolution of the 10th Central Committee, Session IX,... and most recently the Resolution of the 9th Conference (term XI).

Today, as the economy and society develop, people's lives and intellectual standards are increasingly improved, cultural activities become an indispensable need in the people's cultural and spiritual life. The Culture, Sports and Tourism sector has organized many cultural activities to build grassroots cultural life, including the task of directing the development of cultural institutions at district and commune levels. Reality has confirmed that the system of cultural institutions at district and commune levels is an important part of the cultural institution system of the whole country, a propaganda and mobilization tool of the Party and State, and at the same time a place to enjoy cultural consumption and creativity of the people; nuclear training and guidance on cultural activities for cultural institutions at district and commune levels; contributing to the good implementation of economic and social development tasks in the locality.

Recently, along with achievements in the fields of economics, politics, security, and defense, the work of building and developing culture in Phu Ninh district has also been recognized by party committees and authorities from the district. to interested establishments and implementation. The Center for Culture, Sports and Tourism of Phu Ninh district is a cultural institution with a long record of achievements in grassroots cultural activities, and is a center for political and cultural activities of the masses in Phu Ninh district and the local area. around. Over the years, we have built, perfected and consolidated the system, focusing on innovating the operational content of the cultural house system, serving well the people's cultural enjoyment needs, organizing the management apparatus and operates according to the principle of professionalizing all parts of the structure of a cultural institution. This work has achieved positive results, contributing to preserving the nation's cultural identity, building a healthy cultural environment, creating a foundation and motivation for the local economy to develop.

However, in recent years, cultural management activities in Phu Ninh district are facing many difficulties, challenges and shortcomings. To solve the above difficulties and limitations, it is necessary to have a master plan, have correct cultural development policies and strategies, and especially have highly feasible solutions to manage well the cultural activities in the district.

As a person born and raised in the hometown of the district, currently working as a staff member in the field of cultural management of the Phu Ninh District Cultural Center, aware of the importance of the Cultural Center. and cultural management, I chose the topic " Managing cultural activities at the Center for Culture, Sports and Tourism of Phu Ninh district, Phu Tho province " as my Master's thesis topic. Hopefully my research results will contribute to improving the effectiveness of the Center's management
