The tightness of the system makes it natural for lower-level units to worry about completing the tasks registered with superiors, to carry out plans set by superiors even though the activities may not be suitable in terms of time or people's habits. This leads to the fact that TTVH TT&DL is forced to carry out, if not really suitable, it will still be carried out to ensure discipline, leading to the implementation of a formality, coping and satisfying personal psychology.

Along with that, the organizational structure and personnel also have impacts on the effectiveness of cultural management activities of the Phu Ninh District Cultural, Sports and Tourism Center. Almost all of the personnel at the Cultural, Sports and Tourism Center are on the state payroll, which forces cultural staff to comply with the operating programs of their superiors, ensuring their ideological orientation, making them feel secure and attached to the unit. However, this leads to the mentality of those who, after entering the payroll, are aware of their own stability, so they no longer pay attention to the specifics of their profession, have a moderate mentality, and are afraid of innovation and creativity. In addition, the staff is not proactive in improving their qualifications, supplementing skills such as proactively seeking funding sources, building development projects or fundraising, marketing activities, attracting the public, etc.

equipment has a strong impact on the people. TTVH TT&DL with its headquarters located in the premises of the District People's Committee. Although this is also the center of the district, the area has a high population density, but due to the small area, TTVH TT&DL was renovated on the old architectural foundation, so the departments are often small, there is no large stage with suitable lighting and sound conditions. It has more or less created a hesitant mentality when coming to entertain at an address with a closed, cold, and strange architectural style.

Although the financial regime based on the planned allocation and average nature ensures periodic activities, it is difficult to meet the high requirements for program quality. The allocation of operating budget is necessary in the current period, but Decree 43 of the Government on granting autonomy to units has not been fully implemented at the Phu Ninh District Cultural, Sports and Tourism Center. The use of funding sources is still mainly in the direction of implementing the registered plan. Other extraordinary cultural activities must be approved by superior leaders. This leads to the mentality of only trying to complete tasks according to plan, relying on subsidized funds. Revenue-seeking activities mostly supplement the income increase for employees, with little reinvestment in activities to attract people to participate.

In addition, the Phu Ninh District Cultural, Sports and Tourism Center currently operates in accordance with the tasks of the Department of Culture and Information. This is also the reason why the activities of the Cultural, Sports and Tourism Center have few opportunities to focus on other social activities, leading to the fact that the effectiveness of the District Cultural, Sports and Tourism Center's activities is still very limited compared to the Cultural, Sports and Tourism Centers of other sectors. The method of operation governs the content of the activities. Therefore, the activities at the Cultural, Sports and Tourism Center only revolve around groups such as: information and propaganda, art, agitation, welcoming, meetings, etc. In addition to the work of grassroots cultural information, the Cultural, Sports and Tourism Center also undertakes additional tasks.


Tasks: library, guidance on cultural lifestyle,... It can be seen that the activities here are quite monotonous, repetitive, and rarely change because they mainly revolve around old topics such as: celebrating the Party, celebrating Spring, holidays of the year, anniversaries,... while the aesthetic tastes of the people, especially the young generation, are changing day by day. The monotony of content and expression methods, artistic quality, performance venues,... are factors that make the main activities of the TTVHTT&DL not welcomed by the people.

Through objective and subjective factors, the author of the thesis finds that these factors have directly or indirectly impacted the management and organization of cultural activities. Every year, with the attention of the leaders of the committee and authorities at all levels, the Center has allocated funds to organize and complete political tasks and cultural activities to serve the people. However, due to the fact that it is a mountainous district, the funding for activities is still limited, and socialized resources have been deployed but only partially meet the actual needs of the spiritual life of the people in the district. Investment in cultural institutions has not been invested and paid due attention, such as reading rooms in libraries have degraded, the stadium surface has not been invested in artificial grass and drainage system... Implementing Decree No. 16/2015-ND/CP on the autonomy of public service units, this is one of the factors that has given autonomy to the Center from planning, tasks, organization as well as organization of the apparatus so that the agency can be proactive in its work to fully perform its functions and tasks. In addition, in the recruitment of staff, there is also the "entrustment" of children of staff in the recruitment work and the field of study is not in line with the major that the agency is recruiting, therefore, the team of cultural staff is not specialized, affecting the quality, organization and management of cultural activities. The author of the thesis has proposed a number of solutions to overcome the above situation, contributing to the comprehensive development of spiritual culture for people in terms of literature - sports - aesthetics in the district.

3.2. Orientation of cultural activities management

In recent years, the activities of the Phu Ninh District Cultural, Sports and Tourism Center have achieved important achievements, contributing to the construction and development of an advanced Vietnamese culture imbued with national identity. However, compared to the development requirements of Phu Ninh District and the increasing demand for cultural creation and enjoyment of the people, it is clear that the activities of the Cultural Center still reveal shortcomings. To improve the effectiveness of cultural activities of the Phu Ninh District Cultural, Sports and Tourism Center in the coming time, it is necessary to find feasible solutions to improve activities. The solutions must be built on the Party's viewpoint on culture and innovation in state management in the cultural field, well organizing the activities of the Cultural House in the new period as well as the general requirements of the development of Phu Ninh District in the current period.

First of all, implement the Party's viewpoints and goals on culture and cultural management.

In the documents of the 8th Congress, our Party clearly stated the role of culture: "Culture is the spiritual foundation of society, both the goal and the driving force for socio-economic development". In which, the Congress emphasized: "In the conditions of a market economy and expanding international exchanges, it is necessary to pay special attention to preserving and enhancing national cultural identity, inheriting and promoting ethical traditions, good customs and national pride". The resolution requires: "Consolidate and strengthen the grassroots cultural network. Manage cultural activities well. Exploit and develop all cultural and artistic nuances and values ​​of ethnic groups.

During the 8th Congress, our Party issued Resolution 5 of the Central Committee (8th tenure), dated July 16, 1998, on building and developing an advanced Vietnamese culture imbued with national identity. The Resolution set out 10 specific tasks to be implemented regarding culture, including the 10th task: "Consolidating and perfecting cultural institutions to ensure the strengthening of the leadership role of the Party, the effective management of the State, the mastery role of the people and the cultural workforce, creating many rich and diverse cultural products and activities, following the socialist orientation".

The resolution proposes four major solutions, including the second solution:

During the 9th Congress, our Party conducted a preliminary review of 5 years of implementing the 5th Central Resolution (VIII term) on culture and issued the Conclusion of the 10th Central Conference (IX term) on continuing to implement the 5th Central Resolution (VIII term) on "Building and developing an advanced Vietnamese culture imbued with national identity". The Conclusion of the 10th Central Conference (IX term) affirmed: "Ensuring the connection between the central task of economic development, the key task of Party building and rectification, and the continuous improvement of culture as the spiritual foundation of society; creating the synchronous development of the above three areas is the decisive condition to ensure the comprehensive and sustainable development of the country". State management of culture aims to carry out one of the top priority tasks, which is: "Building a healthy ideology, lifestyle and cultural life in society, first of all in Party organizations, the State, the Fatherland Front, people's organizations and in each individual, family, village, unit, grassroots organization... Focus on building a grassroots cultural life, residential community, building a healthy, beautiful and rich cultural environment. Regularly improve the level of cultural dissemination to meet the increasingly high and diverse needs of all classes of people".

The Resolution of the 11th National Party Congress stated: “Build and enhance the effectiveness of the cultural institutional system at all levels, and at the same time have plans to renovate, upgrade and invest in the construction of a number of new modern cultural, artistic, physical education and sports facilities in the country’s economic, political and cultural centers. Socialize cultural activities, focus on improving cultural life in rural and disadvantaged areas, gradually narrowing the gap in cultural enjoyment between regions, social groups, and between urban and rural areas”.

The Prime Minister's cultural development strategy to 2020 stated: "Build, perfect and consolidate the system of cultural institutions from the central to local levels. Focus on innovating the content of activities of the cultural house system, serving well the cultural enjoyment needs of the people. Organize the management and operation apparatus according to the principle of professionalizing all parts in the structure of a cultural institution".

District-level Cultural and Sports Institutions shall comply with Circular No. 01/2010/TT-BVHTTDL dated February 26, 2010 of the Ministry of Culture, Sports and Tourism promulgating the Regulations on the organization and operation of public service organizations operating in the fields of culture, sports and tourism, districts, towns and provincial cities; Circular No. 11/2010/TT-BVHTTDL dated December 22, 2010 of the Minister of Culture, Sports and Tourism regulating the criteria of Cultural - Sports and Tourism Centers of districts, towns and provincial cities.

The Cultural - Sports Institution at the commune level is implemented according to Circular No. 12/2010/TT -BVHTTDL dated December 22, 2010 of the Minister of Culture, Sports and Tourism on the model regulations on organization of activities and criteria of Cultural - Sports at the commune level.

Cultural and sports institutions of villages, hamlets, and communes are implemented according to Circular No. 06/2011/TT-BVHTTDL dated August 6, 2011 of the Ministry of Culture, Sports and Tourism on model regulations on organization, operation and criteria of Cultural Houses - Village Sports Areas.

Thus, with the consistent and correct guidelines and policies of the Party, the State and the Ministry of Culture, Sports and Tourism on culture in the current period, aiming to build Vietnamese culture as the spiritual foundation of society, both the goal and the driving force to promote socio-economic development, promote values.
