3.2.1. Recommendations to state management levels on exploiting cultural heritage of hát bội and bài chòi
3.2.1.2. For the central
-The Ministry of Finance needs to have appropriate policies to reduce taxes for tourism companies so that they can allocate a portion of their finances to pay artisans and artists serving at tourist destinations. Only then will those who propagate traditional arts feel secure in their profession in the common goal of the country: to preserve, promote, and develop traditional arts in general, and hát bội and bài chòi in particular.
-The Ministry of Planning and Investment needs to plan investment in building new theaters necessary to bring hát bội and bài chòi into tourism to achieve the best results. In the immediate future, the Ministry should plan to renovate old, degraded theaters.
- In order for hát bội and bài chòi to both develop and serve tourists, the Ministry of Culture, Sports and Tourism, in coordination with many organizations, local authorities, artisans, local residents, etc., must consistently join hands to build and coordinate implementation with the common goal of protecting the traditional culture of the country in particular and the representative culture of humanity in general.
- There is a preferential policy of the Ministry of Culture, Sports and Tourism in recruiting and training students to study traditional music, supporting students with difficult circumstances so that students have better conditions to study . - Continue to review and inspect to perfect tourism development planning in the period.

3.2.2.1. Main solution group
a. Solution for customer exploitation
Perfecting the organizational and management apparatus of the Cultural Heritage of Hat Boi and Bai Choi
Hat boi and bai choi of Binh Dinh are not only intangible cultural heritages of Binh Dinh and Vietnam, but now they belong to all of humanity. The management of this heritage belongs to the responsibility of state management agencies and the community - the owners of cultural heritage. Therefore, it is necessary to perfect the heritage management apparatus effectively. The proposed solutions:
Review the management apparatus from the province to the villages and communes: Unify the focal point of the state management unit on heritage under the provincial Department of Culture, Sports and Tourism. The provincial People's Committee shall preside over and coordinate with the state management agency on religion in the locality. The heritage management department under the Department of Culture, Sports and Tourism shall be responsible for managing important heritages and organizing professional training on restoration, embellishment and promotion of heritage values. For cultural heritages, it is necessary to study the roadmap for upgrading the current apparatus under the provincial People's Committee; for national heritages such as hát bội and bài chòi, it is necessary to base on the conditions of each locality, the scope and scale of the heritage's influence.
Building standards for management staff: To improve the quality of cultural heritage management, it is necessary to strengthen and perfect the apparatus for cultural management in localities, and improve the professional qualifications of cultural staff. Local specialized staff must be people who have a deep understanding of village culture, be pioneers in disseminating the cultural values of villages, and also be able to participate in plans for the management and exploitation of cultural heritage.
- For cultural managers: Create conditions for cultural managers to learn experience in managing and exploiting cultural resources in other provinces and cities in the country.
- For staff performing cultural heritage conservation work: focus on training staff and skilled workers with professional qualifications meeting the requirements for implementing management and exploitation of intangible cultural heritage; have enough capacity to research, create archives and carry out conservation activities to promote the value of cultural heritage.
- For grassroots cultural officials: create conditions for grassroots cultural officials to participate in training courses on preserving and promoting heritage organized by the province or central government. Provide them with

To improve the quality and diversify tourism products, Tien Lang district needs to combine with local cultural tourism resources, at the same time combine with surrounding areas, build rich tourism products. Tien Lang is a locality with great potential for tourism development. The relatively abundant cultural tourism resources and ecological tourism resources have great appeal to tourists. Based on this potential, Tien Lang can build a unique tourism industry that is competitive enough with other localities within Hai Phong city and neighboring areas.
In recent years, the exploitation of the advantages of resources to develop tourism and build tourist routes in Tien Lang has not been commensurate with the available potential. In terms of quantity, many resource objects have not been brought into the purpose of tourism development. In terms of time, the regular service time has not been extended to attract more visitors. Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. Tourism programs and routes have not been organized properly, the exploitation content is still monotonous, so it has not attracted many visitors. Although resources have not been mobilized much for tourism development, they are facing the risk of destruction and degradation.
2. Based on the results of investigation, analysis, synthesis, evaluation and selective absorption of research results of related topics, the thesis has proposed a number of necessary solutions to improve the efficiency of exploiting tourism resources in Tien Lang such as: promoting the restoration and conservation of tourism resources, focusing on investment and key exploitation of ecotourism resources, strengthening the construction of infrastructure and tourism workforce. Expanding forms of capital mobilization. In addition, the thesis has built a number of tourist routes of Hai Phong in which Tien Lang tourism resources play an important role.
Exploiting Tien Lang tourism resources for tourism development is currently facing many difficulties. The above measures, if applied synchronously, will likely bring new prospects for the local tourism industry, contributing to making Tien Lang tourism an important economic sector in the district's economic structure.

-Developing conference and seminar tourism: With many famous and pristine landscapes, 5-star and 4-star hotels already in operation, and some tourist areas under construction, Binh Dinh has a plan to be ready to host domestic cultural, sports and tourism events as well as international events.
- Developing homestay tourism: this is a completely new type of tourism in Binh Dinh. In some other localities such as Sa Pa - Lao Cai, Mai Chau - Hoa Binh, Mong Phu - Ha Tay... have attracted a large number of visitors to participate in homestay tourism.
Second, is to diversify souvenirs for tourists. It can be said that currently, Binh Dinh still does not have many souvenirs for tourists. Binh Dinh province needs to allocate a certain amount of funding for the tourism industry to research and invest in the production of souvenirs to serve tourists.
Third , it is necessary to have a plan to research and analyze the tourism market to Binh Dinh. Focus on exploiting the international tourist market because that is the group with high spending ability. Target key tourist markets of Vietnam such as: China, North Asia, Southeast Asia, Europe, America, Australia.
Fourth , it is necessary to classify the market of visitors to Hat Boi and Bai Choi. Unlike other forms of tourism, cultural tourism, especially tourism associated with the heritage value of Hat Boi and Bai Choi, has more advantages in exploiting tourism than some other art forms, and is only suitable for certain types of visitors. Among them, there are research tourists, sightseeing tourists, study tourists, etc.

Human resources are always the key factor in the process of tourism development. Currently, Binh Dinh's tourism human resources in general and the human resources meeting the tourism activities associated with the cultural heritage values of Hat Boi and Bai Choi in particular are still very limited in quantity and quality. Therefore, it is necessary to strengthen human resource training by some of the following measures:

In addition to participating in training programs as prescribed by the Ministry of Culture, Sports and Tourism for the whole country, tour guides in Binh Dinh need to participate in training courses on cultural knowledge of hát bội and bài chòi.
