4.4.4.5. Component strategies

1. Developing tourism products

Developing tourism products in the region based on high-quality tourism products with unique heritage characteristics in the right locations will support and contribute to the overall destination building, consistent brand image, mitigate negative impacts as well as be suitable for the target market.

Exploiting the unique and characteristic aspects of the area will directly support conservation and community development. In accordance with the tourism development zoning and specific characteristics of each location, the product is developed with a scale and form appropriate to each location.

Support sustainable access and use of resources, based on clear market information supporting linkages with other tourism products and routes in the area. Integrate with the current tourism programs of the relic site and other projects in the area, contributing to the overall position of the Huong Pagoda tourism brand.

2. Tourism marketing and promotion

A comprehensive marketing and promotion approach that presents a consistent and high-quality image of the area is needed to attract visitors from the target market to support sustainable tourism, and to conserve the intangible cultural heritage values ​​and natural resources of the site. This strategy includes:

Comprehensive market analysis (based on visitor surveys), positioning and branding strategy (together with Hanoi city and Vietnam National Administration of Tourism), development of marketing activities and distribution channels, and overall action plan .

Survey of tourists to Huong Pagoda on local resources and ecotourism development. Establish and implement a survey to regularly monitor tourists to evaluate the quality of tourism services and the psychology of tourists when coming to Huong Pagoda.


Branding: Develop a consistent and iconic brand for the area. This should apply to all marketing, communications and interpretive signage.

Develop appropriate marketing materials such as brochures, posters, flyers, etc. Include a comprehensive tourist map in the catalogue introducing each specific tourist destination.

Regularly participate in national and regional promotional events and trade fairs. Based on marketing, promotion strategy and action plan for the region.

3. Tourist information management and interpretation management

This section includes two important components, both effective information management (collection and use of information) and quality and effective interpretation (a form of information management), which are necessary in providing a high quality tourist experience and supporting the goals of site management.

(1) Information management

The availability of quality information is of fundamental importance to effective tourism management at heritage sites. Accurate and relevant information is needed to support effective monitoring and management of development impacts, the creation and maintenance of quality tourism products and experiences, and marketing strategies.

Information management is a comprehensive task that is best accomplished through the establishment of an information management system that includes interrelated elements in the collection, organization, production, analysis, and manipulation of information.

(2) Interpretation strategy

The goal of all interpretation services is to increase visitors’ perception and understanding of the tourism resources of the Huong Pagoda tourist area. To achieve maximum effectiveness, tourism information must be designed and communicated through the formulation and implementation of a comprehensive interpretation strategy.

A comprehensive strategy for integrated information management and interpretation is of key importance in creating high quality ecotourism experiences that focus on raising awareness and conserving natural and cultural values.

4. Developing tourism human resources

Huong Son DTTC Management Board: Strengthening capacity for tourism development management in the relic site and surrounding areas. Specific areas include sustainable tourism management, tourism marketing, tourism product development and enhancement, and stakeholder engagement processes.

Huong Son DTTC staff: Enhance the ability to support higher quality tourism experiences and ensure sustainable tourism implementation at the relic site, encourage appropriate visitor behavior and effectively serve the propaganda work to raise awareness.

State management officials: Strengthen the capacity to support sustainable tourism development in the region. Specific regions should introduce sustainable tourism development principles and planning, develop tourism in general, market-based tourism, support the development of stakeholders.

Local tourism industry: Strengthening capacity to support sustainable tourism development. Specifically, the fundamentals and importance of sustainable tourism development as well as the role and rewards for businesses, market awareness and product development support while engaging multiple stakeholders.

Strategic orientation for tourism human resource development

Seek cooperation and support from development partners, public and private training programs.


Comprehensive human resource development includes strategies and recommendations for the Management Board, staff of the relic site; Huong Son Special Reserve Management Board, local communities; other agencies (District People's Committee, Army, Forest Rangers, Police, etc.) and the tourism industry.

Human resource development needs to be carried out regularly to ensure the continuous development of high quality human resources to manage, participate and have a voice in the entire tourism industry.

5. Developing tourism infrastructure

Infrastructure provides the mechanical foundation necessary for tourism development and operations in a location. Careful strategic design and delivery of infrastructure will have a long-term impact in determining the overall quality and sustainability of tourism development and operations.

Investment in infrastructure for ecotourism development must comply with and contribute to the goals of the overall sustainable tourism development plan, sustainability, heritage conservation, improvement of local livelihoods and quality tourism development.

Any development of ecotourism infrastructure in the area must comply with existing regulations, sustainable tourism development planning and zoning requirements within the area with environmental impact assessment (EIA) and impact mitigation measures.

Every effort should be made to minimize physical and aesthetic impacts and to maintain development activities at a reasonable scale.

Any infrastructure development must be undertaken through a comprehensive strategic approach that is coordinated (integrating government investment projects, development assistance projects and private investment) to ensure quality, efficient and sustainable tourism development in the region.

4.4.5. Solutions

(1) Strengthening the effectiveness of State management of tourism resources

Enhance the role of State management in Tourism, promote administrative reform, associated with expanding the economic leverage of organizations and managing business activities.


Clarifying management functions between sectors and levels, creating close coordination between relevant sectors and levels and localities from province to grassroots.

Organize the effective implementation of the "Regulations on environmental protection in the field of tourism" at the relic site based on Decision No. 02/2003/QD-BTNMT dated July 29, 2003 of the Minister of Natural Resources and Environment, authorized by the Prime Minister.

Integrate environmental protection tasks into tourism development investment activities in the National Park, especially in planning the development of specific tourist destinations and services with the implementation of environmental impact assessments.

(2) Raising awareness of eco-tourism resources:

Raising awareness of management subjects: Reality shows that a large number of tourism managers and related sectors do not really understand the value of resources for ecotourism development. This is also the reason why ecotourism has not been developed in the region and the available resources have not been effectively exploited.

Organize a number of tours to tourist areas, especially tourist areas in national parks, national parks, and natural reserves in the country and regions where ecotourism has been developed to identify and exchange experiences.

Organize seminars/workshops on tourism resources, with the participation of experts and managers of localities where tourism activities are developed, to enhance tourism information for managers.

Raising awareness of investors and tourism businesses: Awareness of sustainable tourism among tourism investors and tourism businesses is sometimes still limited.

Organize seminars and workshops on the relationship between sustainable development and the interests of investors and tourism service businesses. Speakers at these presentations, in addition to scientists, are investors and businesses that have been successful in tourism investment and business activities associated with the principles of sustainable tourism development.
