It is easy to see that in previous years, in the summer, the number of tourists to Co To was only concentrated on weekends, but this year, tourists to Co To are all on weekdays. Now, Co To not only focuses on developing summer tourism, but also has visitors in other seasons of the year, although the number of visitors is not as high as the peak summer tourism season. This is really a positive signal for the district's tourism industry. Tourism has created jobs for a large number of workers in the district. Revenue from tourism contributes to promoting socio-economic development, making tourism a key economic sector. This development has affirmed the important role of the tourism sector in the economic structure of Co To island district.
3.2.3. Situation of tourism infrastructure and facilities in Co To district
a. About accommodation
During the 2015-2017 tourist season, the scale of accommodation facilities changed significantly, with a positive trend in the number of accommodation facilities and the supply of rooms increasing, most of which were concentrated in Co To town and Dong Tien commune.

Regarding the number of service establishments, in 2015 there were 118 establishments, in 2016 there were 286 establishments and in 2017 there were 366 establishments. Regarding the number of rooms to meet the needs of tourists, in 2015 there were 1,537 rooms, in 2016 there were 2,000 rooms and in 2017 there were 1,537 rooms.
2017 reached 2,155 rooms. With the conditions of building such accommodation facilities, it has met the needs of resting and extending the average vacation days of tourists.
b. About food and drink
With the growth in the number of tourists coming to Co To, the scale of food establishments has increased. In 2015, the district had 41 establishments, in 2016 there were 58 establishments and in 2017 there were 85 establishments, of which large-scale food establishments were concentrated in Co To town, in addition, up to 90% of accommodation establishments also serve food and beverage needs.

Because it is an island district located far from the mainland, the district has developed means of transportation suitable for tourism development.
For waterways, the main means of transport are passenger ships moving from the mainland to the island and passenger ferries serving tourist routes. In 2017, there were 21 high-speed boats, 5 regular boats; 37 passenger ferries on the Bac Van-Co To Con route, and 3 passenger ferries on the Co To-Thanh Lan route.
For roads, the main means of transport are cars, electric cars, motorbikes, bicycles and electric bicycles. Of these, motorbikes are the most commonly used means of transport.

d. Other facilities
- Shopping places: The whole district has about 30 establishments for shopping for tourism-related goods and services (basically selling Co To seafood products such as squid, fish, abalone, sea cucumber, seafood-infused wines, etc.), of which 3 establishments are recognized as qualified shopping places.
- Entertainment venues: There are 12 karaoke, sauna, massage establishments and about 10 public internet establishments. All establishments are licensed to operate and basically ensure business conditions.
- Electricity: Since the beginning of the year, the electricity industry has invested in installing additional voltage reduction stations to ensure electricity supply for businesses and daily life. In general, it basically ensures tourism services.
- Water: The basic domestic water supply system is guaranteed, currently there are 2 surface water reservoirs including: Truong Xuan lake in Dong Tien commune with a capacity of 170,000 m³; C4 lake in Co To town, previously the main water source for agriculture, now identified as a "pot" of drinking water, must be clean, the lake forest is converted from production forest to protection forest. Wastewater, Japan's JICA organization helped upgrade the 50 m³/h wastewater self-cleaning pipeline system, which is effective.
- Post and telecommunications: In the district, there are two largest network operators in Vietnam, Vinaphone and Vietteltelephone, ensuring communication needs for tourists and people.
- Banking: There are two banking systems operating in Co To district, Agribank and the Social Policy Bank. However, only Agribank serves the financial transaction needs of tourists.
3.3. Current status of tourism management in Co To district
3.2.1. Situation of work on building and organizing the implementation of strategies, planning, plans and policies for tourism development
a. Basis of implementation

- Planning of some sectors on transportation, electricity, water, urban areas... until 2020; planning of new rural areas of communes;
b. Content
- Plan to preserve Co To tourism resources, plan solutions to promote resource values, along with investment content to develop related technical facilities to ensure important material and spiritual values of natural, cultural and historical heritages to effectively serve tourists.
- Investment plan for tourism infrastructure development, solutions and plans for developing tourism product systems associated with the tangible and intangible heritage system of Co To.
- Plan and solutions for developing Co To tourism market, research and propose tourism brand system for Co To, solutions and plans for tourism promotion, plan for developing tourism information system.
- Co To tourism quality management system based on research and assessment of the current status of Co To tourism quality.
- Training and development program for tourism human resources based on assessment of human resource status, training and development needs, development of specific training and development programs including: conferences, seminars, vocational training courses, training of trainers.
- Tourism management is consistent with tourism development orientation, ensuring active and effective participation of the community and economic sectors in tourism development management and business activities.
c. Implementation results
In the journey of urban construction for tourism development, Co To is divided into many stages according to the specific characteristics of the locality. In the immediate future, the district chooses the key goal of land management and investment in infrastructure construction. The district overcomes the shortcomings left by history, the biggest burden of a time of migration to build new economic zones (the main purpose is to keep land), free residence of people and recently "hot" tourism development, land management cannot keep up with the construction speed. At the same time as managing construction land and rearranging planning, Co To promotes investment in infrastructure construction, in the direction of going ahead to welcome new opportunities, the local archipelago is located in the Van Don special administrative-economic zone. Co To invests in 2 key projects in the planning year (2016 - 2020), which are the cross-island road project and the project to build a complex of commercial - logistics centers for fisheries - modern inland ports to welcome international ships.
The cross-island road project invested in phase I with 118 billion VND, the main road is 5km long, the roadway is 7 to 8.5m wide, the sidewalks on both sides are 5m wide on average, some places are up to 9m wide (the people voluntarily donated land to open the road, the funds are focused on construction), the roadbed and sidewalks are sturdy and beautiful.
