Guests enjoy dances and Vietnamese folk songs with deep lyricism and depth.
Tourism products from tourist attractions, tourist routes to hotels, restaurants, and means of transport must all be perfect. The entire relationship between guests - owners - tourism products and institutions creates a cultural face, reflecting the advanced cultural quality of tourism. At the same time, these factors are also the basis for tourists' desire to explore nature. If these are lacking, tourists' need to explore will be reduced. It has been proven that tourists are tired and struggling to see the sights of the capital when there are traffic jams, environmental pollution, the inelegant behavior of local people, the begging of some elderly people, children wandering on the streets... From the perspective of building a cultural environment in tourism activities, this is a very pressing issue, a direct and regular factor that creates meaning. 3.2.2. Forming a number of key tourism areas in the capital associated with cultural heritages
Hoan Kiem Lake central area:
It is a tourist area with Hoan Kiem Lake with Turtle Tower, Ngoc Son Temple, a commercial center, and a focal point of communication connecting with the relic system of the old quarter to form an architectural complex with strong Hanoi characteristics. Strengthen and develop the walking street at Hang Ngang - Hang Dao every evening of the week. At the same time, it is necessary to preserve the beauty of the old quarters so that this area will forever be the center of the capital.

But in general, the current state of infrastructure and ecological environment of West Lake has a lot of work to do, especially there must be projects to protect the landscape and ecological environment around the lake. Maintain the poetic and airy natural scenery of West Lake. 3.2.4. Diversify Hanoi's tourism products and types
To be able to assert oneself and create attraction for domestic and international tourists, it is necessary to build unique and high-level tourism products.
This tourism product is not only formed on the basis of tourism resources, scenic spots, historical relics, traditional festivals and unique culture of the Capital but also needs to exploit the central location of the Capital in relation to neighboring tourist areas of the whole country.
Hanoi's tourism products must be characteristic of the culture and socio-economic development level of the capital. It is necessary to focus on exploiting the quintessence, historical traditions, and unique values of the capital's culture to create tourism products with the unique identity of Hanoi's culture and people to meet the needs of tourists.
In addition to exploiting existing tourist attractions in Hanoi, expanding tourist attractions around Hanoi such as Nam Dinh, Ninh Binh, Bac Ninh, Hai Phong, Quang Ninh... to establish tourist routes not only for people in Hanoi but also for domestic people and foreigners visiting and working in Hanoi.
Develop more types of tourism such as: Sightseeing tourism, studying the culture, history, and traditions of the Capital through historical, cultural, architectural relics, folk festivals, crafts, and traditions. This is an invaluable resource that strongly attracts domestic and international tourists.
To develop this type of tourism, it is necessary to promote cultural and historical research, classify and rank valuable relics, restore and embellish those relics, organize the protection and preservation of historical relics, and at the same time form routes to weave these relics together into a whole to introduce to tourists.
The restoration of traditional folk festivals, the organization and promotion of traditional craft villages in the capital are also of great significance. There needs to be a general plan to facilitate the restoration and development of these traditional crafts, not only to create more jobs for the population and create more export goods, but also to serve international tourists who come to visit and study on the spot.
Hanoi has become a major political, cultural, scientific and cultural center of the whole country. The role of Hanoi will become increasingly important not only in
domestic and international. It is possible to expand joint ventures between Hanoi and the above-mentioned satellite tourism establishments in investing in building infrastructure, techniques as well as organizing travel. Doing so will expand the area of operation of the capital's tourism, increase the number of visitors, diversify tourism types and expand the scale.
3.2.5. Create the ability to rapidly increase tourist resources
Exploiting the potential of Hanoi tourism has many indicators to evaluate. In which, the number of visitors is important. “Talking about tourism means talking about visitors, the more visitors, the more tourism develops. If you want many visitors, the tourism products must be attractive, and the people working in tourism must be elegant” [46, p.1].
Therefore, the growth of tourist flows plays a very important role in the development of the tourism industry. That requirement requires Hanoi tourism to have a strategy to attract international and domestic visitors. In fact, the purpose of any tourist is to visit, entertain, learn, enjoy the values of natural landscapes, the history of culture and society of the place they visit, and discover the unique cultural spirit different from their homeland, the most important of which are cultural heritage, natural landscapes and behavioral style...
To increase the number of tourists, we need to pay attention to both international and domestic tourists.

Based on the strengths of available tourism resources, the types of tourism in Tien Lang that need to be promoted in the coming time are sightseeing and resort tourism, discovery tourism, weekend tourism. To improve the quality and diversify tourism products, Tien Lang district needs to combine with local cultural tourism resources, at the same time combine with surrounding areas, build rich tourism products. The strengths of Tien Lang tourism are eco-tourism and cultural tourism, so developing Tien Lang tourism must always go hand in hand with restoring and preserving types of cultural tourism resources. 1. Based on the results achieved within the framework of the thesis's needs, some basic conclusions can be drawn as follows:
Tien Lang is a locality with great potential for tourism development. The relatively abundant cultural tourism resources and ecological tourism resources have great appeal to tourists. Based on this potential, Tien Lang can build a unique tourism industry that is competitive enough with other localities within Hai Phong city and neighboring areas.
In recent years, the exploitation of the advantages of resources to develop tourism and build tourist routes in Tien Lang has not been commensurate with the available potential. In terms of quantity, many resource objects have not been brought into the purpose of tourism development. In terms of time, the regular service time has not been extended to attract more visitors. Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. Tourism programs and routes have not been organized properly, the exploitation content is still monotonous, so it has not attracted many visitors. Although resources have not been mobilized much for tourism development, they are facing the risk of destruction and degradation.
2. Based on the results of investigation, analysis, synthesis, evaluation and selective absorption of research results of related topics, the thesis has proposed a number of necessary solutions to improve the efficiency of exploiting tourism resources in Tien Lang such as: promoting the restoration and conservation of tourism resources, focusing on investment and key exploitation of ecotourism resources, strengthening the construction of infrastructure and tourism workforce. Expanding forms of capital mobilization. In addition, the thesis has built a number of tourist routes of Hai Phong in which Tien Lang tourism resources play an important role.
Exploiting Tien Lang tourism resources for tourism development is currently facing many difficulties. The above measures, if applied synchronously, will likely bring new prospects for the local tourism industry, contributing to making Tien Lang tourism an important economic sector in the district's economic structure.

According to estimates, compared to international visitors, domestic visitors attract a very large number. Pilgrims come to Hanoi to attend festivals, see exhibitions, sightsee, especially visitors to Uncle Ho's Mausoleum, visitors on summer vacations... The basic need of visitors is transportation from localities to tourist attractions, requiring the organization to expand the service network for visitors from dining, shopping at the reception place conveniently.
To develop and expand the market, tourism businesses must take “trust” as the top priority. That is also an important content in the strategy to attract customers.
3.2.6. Enhance the State's management role in exploiting unique cultural values to serve tourism development :
Based on the characteristics of cultural tourism, to develop it must depend on the natural, social, cultural traditions and economic development conditions. The scope of activities is constantly expanding, consumers are also special, there are constant changes in the structure of visitors. Tourism activities affect many industries, requiring comprehensiveness in policies and solutions as well as close and smooth coordination in management. From the characteristics of tourism, it is necessary to enhance the management role of the State. Resolution 46/CP-TW dated October 14, 1994 of the Government clearly stated:
“The procedures for organizing reception and guiding guests are still cumbersome and have loopholes. The management of economic and business sectors in accordance with the law is not taken seriously.”
Although Hanoi tourism has so far exempted visas for six Southeast Asian countries and unilaterally abolished visas for two countries, Japan and South Korea. Regulation 849 of the Ministry of Public Security implemented in 2004 has allowed Chinese tourists to enter all provinces and cities in the country. However, state management of tourism in the coming time still needs to be strengthened and innovated:
- Arrange tourism businesses and establishments in the right direction of specialization to create effective, quality cultural tourism products.
- Coordinate with relevant sectors to innovate and improve policies on immigration, customs, travel, and accommodation for tourists, quickly approaching international practices and the process of regional tourism liberalization.
- Innovate and perfect mechanisms and policies on freedom and autonomy in tourism business investment, fight against monopoly to create an equal playing field among economic sectors.
- Innovate and improve policies to encourage investment and tourism development in special cultural areas such as West Lake and Hoan Kiem area to ensure that investors have the opportunity to develop stably and have the same level of profitability as investors in other economic sectors.
- Innovate international payment policy mechanism for tourists, ensuring convenience and safety.
Tourism activities are very rich and diverse, so state management of tourism includes many fields. Therefore, the city needs to have specific regulations and management methods to both encourage more people to come to the city and ensure order and discipline in tourism activities. In performing the function of state management of tourism, some current issues are the implementation of the principle of sectoral management combined with local management, the authority and responsibility of all levels in the fields of planning management, business licensing, tourism business management, inspection and handling of social issues, and guest management are still overlapping, and the responsibility of sectoral and local management is not clear.
