CONCLUSION AND RECOMMENDATIONS


1. Conclusion

1.1. About theory

In the work of educational quality assessment, the assessment activity holds a particularly important position and is the first step in the process of implementing the assessment of secondary school education quality. Through assessment activities, the current quality status of the school will be determined and its strengths and weaknesses will be understood, thereby developing improvement plans and implementation measures to meet educational quality standards. In order for assessment activities to achieve the best results, the management of assessment activities must be carried out well and consistently.

1.2. In practice

However, compared to the requirements of the assessment activities according to the standards of quality assurance for secondary schools in Circular No. 18/2018/TT-BGDDT, through a survey of 06 secondary schools in Thai Nguyen City, it was found that the awareness of some teachers and staff about the role, purpose and significance of assessment activities was not good. Assessment activities in some schools were still formal and perfunctory. A few managers were not really interested in and invested in assessment activities at the school. Along with that, in assessment management activities, a few managers were not fully aware of the importance of implementing quality assurance for secondary schools, so the quality of management was not as expected.

1.3. Regarding proposed measures

The management of the content of implementing the self-evaluation for the Department of Education and Training and the managers of secondary schools has achieved quite high results. However, in this work, the management levels, including the Department of Education and Training, have not invested in synchronous facilities for schools; guidance and encouragement for schools to develop internal spending regulations for the activities of quality evaluation have not been effective. The managers of secondary schools have not arranged and invested much time to study documents, organize training, guide, effectively manage the self-evaluation work and properly and fully implement the 7 steps in the self-evaluation process.

In addition, factors such as the system of legal documents on quality assurance work, the management experience of managers, policies supporting quality assurance, and the skills and experience of teachers and employees in quality assurance have significantly affected the quality of quality assurance management activities.

With the above-mentioned situations, I have proposed 06 measures to help the experts of the Department of Education and Training of Thai Nguyen City and the Principals to manage the assessment activities according to the standards of the quality assessment of secondary schools more effectively. The results of the survey after implementing the measures showed that all 06 measures were suitable for the actual situation of secondary schools, the managers and teachers assessed that these were urgent and highly feasible measures for implementation in secondary schools in Thai Nguyen City. If the Department of Education and Training of Thai Nguyen City and the schools flexibly apply the measures, the quality of assessment activities and the management of assessment activities will be improved and enhanced.

2. Recommendations

2.1. For management levels

2.1.1. For the Department of Education and Training of Thai Nguyen province

The Department of Education and Training organizes intensive training sessions for managers of secondary schools on implementing quality assurance activities according to the newly issued Circular No. 18/2018/TT-BGDDT. At the same time, research and issue documents guiding the implementation of this Circular in more detail. Strengthen responsibility and promote inspection, examination, supervision and evaluation of the implementation of quality assurance activities of secondary schools on an annual and 5-year cycle.

Consult with competent authorities to allocate funds to purchase educational evaluation software to help schools carry out educational evaluation activities more effectively.

Organize seminars and experience exchanges so that schools can learn about how to manage and conduct quality assurance activities. Organize field trips and learn from experiences with localities that have organized quality assurance activities according to the new Circular and organize a pilot program for quality assurance activities in some schools in Thai Nguyen province for managers to learn.

2.1.2. For the Department of Education and Training of Thai Nguyen City

Organize training sessions on self-assessment activities for both managers and teachers participating in self-assessment of secondary schools. Provide training on self-assessment management of educational quality for principals and managers of secondary schools.

Consult with the Department of Education and Training, Thai Nguyen Provincial People's Committee, Thai Nguyen City People's Committee to provide funding for schools to use the KĐCLGD software. Immediately after using this software, coordinate with the supplier to organize training and guide schools to implement the software.

Inspect, monitor and urge schools to carry out annual self-evaluation activities in accordance with regulations. Have a reasonable financial mechanism and promptly encourage leaders and teachers of each school to actively participate in self-evaluation activities.

Develop competition criteria, in which the quality assurance activities are mandatory criteria for each school if it is determined to complete the tasks of the school year and propose high-level rewards. At the same time, organize a conference to introduce typical advanced units that have successfully completed the quality assurance tasks.

Advise the People's Committee of Thai Nguyen City and relevant agencies to organize psychological counseling training for members of the school's psychological counseling board when established.

2.1.4. For local

Local departments and organizations pay more attention to secondary schools, invest in facilities to meet the requirements of quality education. Contribute to the development of local education.

2.2. For secondary schools

For secondary schools in Thai Nguyen City, Thai Nguyen Province, schools need to make quality assurance activities one of the priority activities and include them in the action plan at the beginning of each school year. Carry out activities seriously and continuously. Organize propaganda among managers, teachers, local authorities and people about the importance and effects of quality assurance activities, in order to raise awareness of participants and gain spiritual and material support from organizations inside and outside the school, serving the quality assurance work of secondary schools according to quality assurance standards.

When conducting the assessment activities, it is necessary to assign tasks to the members participating in the assessment in accordance with the capacity of each individual on the basis of ensuring sufficient quantity, meeting the requirements of professional expertise to perform well the function of advising and coordinating activities related to assessment activities and educational quality assurance. Timely attention should be paid to sending teachers and staff to study and improve their professional expertise in assessment activities and educational quality assurance at training courses organized by the Department of Education and Training and the Department of Education and Training.

Every year, the internal spending regulations include support for self-evaluation activities, including compensation for teachers and staff, to motivate, encourage, and create more favorable conditions for teachers and staff to participate in self-evaluation activities according to the standards of quality assurance.
