1. Urgency of the topic

INTRODUCTION

From ancient times to the present, in Vietnam and in the world, the success or failure of work or the survival and prosperity of a nation depends largely on the nation's human resources. In the context of the strong development of the modern scientific and technological revolution , knowledge economy and globalization , countries are paying more and more attention to developing high-quality human resources. Human resources have become a competitive advantage of many nations in the world. Promoting the role of education and training to develop and improve the quality of human resources is increasingly focused on by countries in order to promote the country's internal strength in the face of fierce competition between nations in the world in the current globalized space.

After more than twenty-five years of implementing the socialist- oriented national renovation initiated and led by our Party, the Vietnamese revolution has achieved great and historic achievements. The country has emerged from the socio-economic crisis and entered a new period of development : promoting industrialization and modernization of the country , steadily moving forward on the path of socialism. These achievements have created fundamental conditions and required the development of human resources, especially high-quality human resources, for the country to enter a new period of development.

In the cause of national innovation, our country's high-quality human resources have developed rapidly, making important contributions to the great achievements of historical significance of the country in all areas of social life. Education and training have made a particularly important contribution, directly deciding the development of the country's human resources. Resolution of the 8th Central Committee, Session 2 of the Party, has put forward the great viewpoint: "Developing education and training is the top national policy " , aiming to train human resources to meet new requirements. The 11th Party Congress has identified a strategic breakthrough: "Rapidly developing human resources, especially high-quality human resources, focusing on fundamental innovation".

In recent years , Vietnam's education and training in general and

Universities in our country in particular have trained a team of good engineers, bachelors of science, masters, doctors in the fields of economics, politics, education and training , culture, society... to meet the demand for high-quality human resources for the cause of promoting industrialization and modernization of the country. However, education and training in Vietnam today still have many limitations. Content, programs , teaching methods, management and teaching staff, mechanisms, policies, as well as the environment, conditions, and equipment serving education and training to develop high- quality human resources are still limited, not meeting practical requirements. The quality of education and training, especially at the university level - directly training high-quality human resources, is generally low. The level and professional capacity of students after graduation are still limited , the ability to adapt to reality is not high; Our country's high-quality human resources are still lacking in quantity, limited in quality, and inadequate in structure. That reflects the limitations and shortcomings of our country's education and training system , which has not yet demonstrated its role well in developing high- quality human resources .

The urgent issue for education and training in our country in general, and for universities in particular, is how to have high-quality human resources capable of meeting the requirements of promoting industrialization, modernization of the country and international integration in the new period, contributing to the goal of our country being basically an industrialized country in the modern direction by 2020, successfully building a society of rich people, strong country, democracy, fairness and civilization as determined by our Party .

These issues have been raised very urgently for our country today in both theory and practice, requiring thorough research. With the intention

The thesis clarifies the basic theoretical issues and the current status of the role of education and training in developing high-quality human resources; proposes a number of main directions and solutions to promote the role of education and training in developing high - quality human resources in Vietnam today.

The thesis is based on the theoretical foundation of Marxism - Leninism, Ho Chi Minh thought, the viewpoints and guidelines of the Party, the State's policies on the strategy of education and training development, human resource development, high-quality human resources in Vietnam. Using the methodology of Marxism - Leninism, Ho Chi Minh thought; closely combining theory and practice, properly and appropriately using the methods of analysis and synthesis, logic and history, sociological investigation , and summarizing practices are the main methods applied in the research of the thesis topic.

5. New contributions of the thesis

- The thesis explains more clearly the role of education and training in developing high- quality human resources in Vietnam today.

- From the achievements, limitations and some issues arising in the current situation, propose some basic directions and main solutions to promote the role of education and training in developing high- quality human resources in Vietnam today .
