3.2.6.3. How to implement the measure
Strengthen the steering committee for “Promoting the application of information technology in the period 2015 - 2020”, focusing on improving the level of information technology for the team of managers and teachers. Continue to call for investment in facilities and information technology equipment to enhance the application of information technology in daily work.
Propagating to raise awareness for managers, teachers and staff about the significance and importance of the task of applying information technology in management, teaching and educational activities, contributing to improving the quality of education to meet current innovation requirements.
Promote the socialization of education, call for investment in building computer rooms, buying computers, photocopiers, modern information technology equipment to help schools have better and better teaching support tools, serving the management of testing and assessment of students' learning outcomes more and more effectively. Specifically: strive for each school to have 1 photocopier, build at least 1 computer room (from 50 computers or more) / 1 school, gradually implement computer-based testing and grading, math and English olympiads on the Internet. Use school management software edu.vn, school profile software, universal education software... in school management activities.
School managers and teachers must do a good job of advising local Party committees and authorities, and advising the Department of Education and Training and the District People's Committee to develop specific plans and roadmaps for building schools that meet national standards.
Actively promote and mobilize local people to understand, share and support schools both materially and spiritually. Call on philanthropists and businesses to invest in building and developing schools...
3.2.6.4. Conditions for implementing measures
- School management boards need to be aware of the role of information technology in innovating student learning outcomes assessment and be proactive in innovation.
- Teachers need to improve their information technology skills to be able to evaluate students' learning outcomes using information technology, contributing to ensuring accuracy.
3.3. Relationship between measures
The above measures are closely related and mutually supportive. If we only focus on implementing a few measures, it will not ensure effective synchronization. For example, if we focus on innovating the awareness of managers, teachers, parents and students about testing and evaluation but do not pay attention to fostering professional capacity for teachers, it will be difficult to implement. If we do not pay attention to increasing investment in facilities and equipment for testing and evaluation, the work efficiency will not be high and will not meet the requirements of educational innovation in the current period. Therefore, when implementing the 6 proposed measures, we must ensure the 4 principles mentioned above to achieve the highest efficiency.
Raising awareness of teachers, parents and students about testing and assessment is a breakthrough, meaningful as a guideline for correct action.
Directing innovation in testing - assessment and managing the testing process is a key task that subjects must seriously carry out.
Strengthening the monitoring and evaluation of student testing and assessment activities in schools; strengthening professional group activities; doing a good job of managing records; organizing training for teachers to build question banks and sample exercises; setting questions, organizing tests, marking tests, and returning test papers are tasks that schools have done quite well, however, they need to continue to pay attention to improvement to ensure consistency.
Increasing the application of information technology in the management of testing and evaluating students' learning outcomes is necessary and relatively feasible. However, the problem is that some teachers and managers are old and have a long career, so they are afraid to apply information technology in their work. If they are encouraged and helped promptly, they will be more confident and able to fulfill the requirements.
Strengthening the construction of infrastructure, investing in equipment and conditions for testing and evaluating students' learning outcomes is a measure to effectively implement the above measures. However, it is beyond the capacity of managers and teachers. This measure requires the participation of local authorities and people (must do a good job of socializing education).
3.4. A study on the necessity and feasibility of measures to manage student learning outcomes assessment activities according to the 2018 General Education Program at high schools in Hung Ha district, Thai Binh province.
3.4.1. Introduction to the testing process
3.4.1.1. Purpose of testing
Survey on the agreement of the participants in the assessment of the necessity and feasibility of measures to manage the assessment of students' learning outcomes according to the 2018 General Education Program in high schools in Hung Ha district, Thai Binh province.
3.4.1.2. Test subjects
The topic conducts a survey on the necessity and feasibility of measures to manage the assessment of learning outcomes in the direction of student development in high schools in Hung Ha district on the subjects of the Department of Education and Training management staff (10 people) and high school management staff (25 people), high school teachers (25 people) in Hung Ha district, Thai Binh province. Total of 60 subjects.
3.4.1.3. Test content
The survey on the necessity and feasibility of measures to manage the assessment of Vietnamese language proficiency test results in the direction of developing students' competencies in high schools in Hung Ha district has 6 measures:
- Measure 1: Organize awareness raising for managers, teachers, and parents about student learning outcomes assessment according to the 2018 General Education Program.
- Measure 2: Develop and implement a process to evaluate student learning outcomes for each subject according to general regulations.
- Measure 3: Organize training to improve the capacity of assessing student learning outcomes according to the 2018 General Education Program for teachers of high schools.
- Measure 4: Directing the strengthening of professional group activities on innovation in testing and evaluating students' learning outcomes according to the 2018 General Education Program combined with strict management of records.
- Measure 5: Directing innovation in testing and monitoring testing activities - evaluating students' learning outcomes according to the 2018 General Education Program, encouraging and rewarding, and strictly handling violations.
- Measure 6: Strengthen the application of information technology in managing and evaluating students' learning outcomes according to the 2018 General Education Program.
3.4.1.4. Testing method
Use a referendum on the necessity and feasibility of the proposed measures with the management staff of the Department of Education and Training and the managers of the identified high schools.
3.4.1.5. Criteria and scale for evaluating results
To have a scientific basis for the research problem, we conducted a survey and solicited opinions on the level of urgency (CT) and feasibility (KT) of measures to manage student assessment activities according to the proposed 2018 General Education Program with the following levels of urgency and feasibility:
- CT level: No CT: 1 point; CT: 2 points; Very CT: 3 points
- KT level: No KT: 1 point: KT: 2 points; Very KT: 3 points Formula for calculating average value:

In which: x i : is the score on the scale; a i : the number of subjects achieving the score corresponding to x i; N: is the total number of subjects taking the survey.
Interval scales are used in frequency and degree questions with values ranging from 1 to 3.

From the research results obtained in Table 3.1, we can see:
In general, the measures to manage the assessment of student performance in Hung Ha district high schools were proposed by the survey participants as urgent with the average score for the three levels being 2.18 and ranging from 2.1 to 2.25. All survey participants rated the proposed measures as "Urgent " and " Very urgent ", no participants rated them at " Not urgent ".
Considering the correlation between the proposed measures, " Organizing awareness raising for managers, teachers, and parents about assessing students' learning outcomes according to the 2018 General Education Program " is the measure that is assessed as being of the highest urgency with the average score for the three levels being 2.25 and the measure in the last position with an average score of 2.1 is " Enhancing the application of information technology in managing testing and assessing students' learning outcomes according to the 2018 General Education Program".
Directing to strengthen inspection and supervision of testing activities and assessment of learning outcomes in the direction of developing students' capacity in primary schools in Thai Nguyen city .
3.4.2.2. Feasibility of measures

The research results obtained in Table 3.2 show us that:
In general, the proposed measures to manage the assessment of learning outcomes for students at high schools in Hung Ha district, Thai Binh province were confirmed by survey participants to be feasible with the average score for the three levels being
2.28 and ranged from 2.2 to 2.41. All survey respondents rated the proposed measures as “Feasible ” and “ Very Feasible ”, with no respondents rating them as “ Not Feasible ”.
Looking at the hierarchical relationship between the measures we can see:
- The measure "Organizing training to improve the capacity to assess student learning outcomes according to the 2018 General Education Program for teachers of high schools " was assessed by survey participants as the measure with the highest level of feasibility, with an average score of 2.41 for the three levels.
- In second place is the measure "Building a process and implementing a process to evaluate students' learning outcomes for each subject according to general regulations" with an average score of 2.33.
- Standing at the last position among the measures is " Enhancing the application of information technology in managing testing and evaluating students' learning outcomes according to the 2018 General Education Program " but the average score is also high (average score is 2.2, corresponding to four levels).
The above-mentioned experimental results allow us to conclude that: The measures to manage the assessment of learning outcomes according to the orientation of developing students' competencies in high schools in Hung Ha district, Thai Binh province that we have researched and proposed are urgent and feasible.
CONCLUSION OF CHAPTER 3
Based on the theory of managing the testing and assessment of learning outcomes of high school students according to the 2018 General Education Program, we have analyzed the current situation of managing the testing and assessment of learning outcomes of students in four high schools in Hung Ha district, Thai Binh province. Thereby, we have researched and proposed 4 principles and 6 measures to innovate the testing and assessment of learning outcomes of high school students in the whole district.
Those principles are: the principle of ensuring the correctness of the content of issued documents; the principle of ensuring consistency; the principle of ensuring inheritance and development; the principle of ensuring suitability with practice.
The proposed measures are: Organizing to raise awareness for teachers, parents and students about assessing students' learning outcomes according to the 2018 General Education Program; Directing training to improve teachers' capacity in building question banks, sample exercises, setting questions, organizing tests, marking tests, returning tests; Organizing to develop test plans, testing and assessment processes for each subject and managing the testing and assessment process; Directing to strengthen supervision of testing and assessment activities of students' learning outcomes according to the 2018 General Education Program; strictly rewarding and punishing; increasing the application of information technology in managing testing and assessment of students' learning outcomes according to the 2018 General Education Program.
- Measure 1: Organize awareness raising for managers, teachers, and parents about assessing students' learning outcomes according to the 2018 General Education Program (in the direction of student development).
- Measure 2: Develop and implement a process to evaluate student learning outcomes for each subject according to general regulations.
- Measure 3: Organize training to improve the capacity of assessing students' learning outcomes according to the 2018 General Education Program for teachers.
- Measure 4: Directing the strengthening of professional group activities on innovation in testing and evaluating students' learning outcomes according to the 2018 General Education Program combined with strict management of records.
- Measure 5: Directing innovation in testing and monitoring testing activities - evaluating students' learning outcomes according to the 2018 General Education Program, encouraging and rewarding, and strictly handling violations.
- Measure 6: Strengthen the application of information technology in managing and evaluating students' learning outcomes according to the 2018 General Education Program.
