The results of the above table show that experts rate the 5 measures for managing vocational education activities as highly necessary with an average score of 2.82; The necessity of the measures has a fluctuating score of 2.73 ≤ DTB ≤ 2.93. Measure 2: "Strengthening education, professional training for managers and teachers working in vocational education at the Center" with an average score of 2.93 ranked 1st; Measure 5: "Strengthening inspection and evaluation of vocational education activities in the direction of streaming for post-secondary students in secondary schools and centers" with an average level of necessity of 2.73 ranked 5th; the difference in necessity between the two measures is not too high. This shows that the selected measures are all very necessary.
The measures proposed by the author are highly necessary, with a score of 2.73 ≤ GPA ≤ 2.93, proving that these management measures are very suitable for the actual situation at the center. If implemented properly and according to the process, we will certainly achieve good results in management, leadership and management of the center.
Measures 1 and 2 are considered very necessary with similar scores, with insignificant differences. Measures considered most necessary are mostly related to the teacher factor. Indeed, in order to be effective in vocational education activities, first of all, there must be good vocational education workers. Therefore, the measure: "Strengthening education and professional training for the team of managers and teachers doing vocational education work at the Center" is considered the most necessary. Next is the need to change the awareness of managers, teachers, students, and parents about the importance and role of vocational education activities.
In addition to examining the necessity of the measures, we also conducted a feasibility survey to see if the measures we proposed could be easily implemented at the Continuing Education Center - HNDN. The results are shown in Table 3.2 as follows:

Comments: The above results show that experts evaluate the proposed management measures with GPA = 2.76 as having quite high feasibility. The average score of the measures ranges from 2.67 ≤ GPA ≤ 2.90. In which:
Measures 2 and 3: "Enhancing education and professional training for the team of managers and teachers working in vocational education at the Center " are assessed to have the highest feasibility with a mean score of 2.90; measure: "Innovating the form and method of vocational education in the direction of streaming for students after secondary school, integrating vocational education through general vocational training " is ranked 2nd (mean score = 2.80) in the 2nd rank. These measures are similar when examining the necessity of the measures as analyzed above. That is, these are considered to be the three measures that are both necessary and have the highest feasibility among the selected measures.
3.3.3. Relationship between measures
The above measures are closely related to each other. Each measure is an important link that cannot be overlooked. Each proposed measure aims to solve an aspect of the problem of managing vocational education activities in the direction of post-secondary education at the Continuing Education and Vocational Education Center of Bac Kan province. However, if only stopping at the individual level, each measure will only bring about a partial effect. To achieve overall effectiveness, the application of measures must put them in a close, dialectical relationship with each other to form a system.
To improve the capacity and skills of planning, organizing, directing, implementing, checking and evaluating for the management staff of secondary schools in Bac Kan province, it is necessary to first raise awareness for the management staff, especially the principals of the schools, about the importance of vocational education activities in the direction of post-secondary education for students. At the same time, strengthen education and professional training for the management staff and teachers doing vocational education work at the Center. Management staff, teachers and those doing vocational education work must have the capacity to organize activities and have full awareness of the role and importance of vocational education activities in the direction of post-secondary education for students. On the other hand, there must be adequate equipment and means of vocational education to best carry out vocational education activities. At the same time, during the implementation process, it is necessary to focus on the inspection stage,

In summary, in practice, when organizing career education activities in the direction of post-secondary education for students, it is necessary to put them in a dialectical relationship with each other, creating effective interactions to help education managers, teachers, and counselors organize career education activities in the direction of post-secondary education for students effectively and practically.

Chapter 3 Conclusion
In this chapter, the thesis has explained and identified guiding principles in the development and selection of measures to manage vocational education activities. Based on the analysis of the current situation of this work, especially based on the shortcomings and weaknesses of vocational education activities and the management of vocational education activities at the Continuing Education Center - Vocational Training Center of Bac Kan province, the thesis has proposed 5 management measures.
Through the results of the survey to collect opinions from experts who are education managers, department specialists, and managers at junior high schools with seniority and experience in managing vocational education activities, it is shown that: 5 measures to manage vocational education activities at the Continuing Education Center - Vocational Training Center of Bac Kan province are necessary and highly feasible, suitable for the local development situation. The synchronous and regular implementation of the above management measures will have the effect of improving the quality and efficiency of activities, contributing to improving the quality of student education at the Continuing Education Center - Vocational Training Center of Bac Kan province.
However, the new measures have only been confirmed through testing, so when implementing, they need to be implemented flexibly, creatively and have appropriate improvements to achieve the highest efficiency in managing vocational education activities at the Continuing Education Center - Vocational Training Center of Bac Kan province.
CONCLUSION AND RECOMMENDATIONS
1. Conclusion
1.1. The results of theoretical research and analysis of the current situation of managing vocational education activities at the Continuing Education Center - Vocational Education Center of Bac Kan province according to the orientation of student streaming after secondary school allow to propose the concept: Managing vocational education activities according to the orientation of student streaming after secondary school is a system of oriented, purposeful, planned and lawful impacts of the management subject on the management object in career guidance work to create conditions for secondary school graduates to continue studying at a higher level or level, study at secondary school, learn a trade or work in accordance with the capacity, specific conditions of the individual and social needs, contributing to regulating the occupational structure of the labor force in coordination with the development needs of the country.
1.2. The thesis has identified 5 contents of managing career education activities in the direction of student streaming after secondary school, including:
- Manage the development of career education plans in the direction of student streaming after secondary school.
- Manage career education content according to the direction of student streaming after secondary school
- Managing vocational education in the direction of student streaming after secondary school
- Manage student streaming methods after secondary school
- Manage the inspection and evaluation of career education in the direction of student streaming after secondary school.
1.3. The topic evaluates the current status of managing career education activities in the direction of student streaming after secondary school. The results show that:
In terms of management, according to the assessment from lecturers and managers, the management of the development of vocational education plans in the direction of streaming is assessed at a good level; The remaining contents such as: management of content, form, method, inspection and evaluation of implementation effectiveness are at an average level. This shows that there are many shortcomings and limitations in the management of vocational education activities in the direction of streaming students after secondary school in Bac Kan.
Most of the surveyed secondary schools are small and medium sized; the awareness of the management staff, teachers and students towards career guidance work is different, but they all acknowledge the great role of career guidance work in schools which will be very important and decisive in career orientation for students.
Career guidance work has not really innovated in terms of content and methods, and lacks comprehensiveness. The team of teachers teaching career guidance is on the one hand concurrently, and on the other hand lacks teaching experience, so career guidance now only relies on material knowledge that lacks practicality, affecting the quality of career guidance.
Vocational education has not been promoted to its full potential as a part of the educational process in schools. Specifically, although the awareness of management staff, teachers and students about vocational education is quite high, most of the workforce participating in vocational education in secondary schools have not been properly trained or provided with knowledge about vocational education, so the effectiveness of the work is still very limited.
1.3. There are many factors that influence the management of vocational education activities in the direction of student streaming after secondary school. The most influential factor is the level and capacity of the manager; followed by the level and capacity of the teaching staff participating in vocational education work; The least influential factors are: School facilities and the cultural and intellectual level of the local people.
1.4. The topic studies some management measures to improve the effectiveness of career education in the direction of student streaming after junior high school. Specifically:
