Correct awareness and reasonable planning cannot ensure the effective development of traffic skills for students through the Ho Chi Minh Young Pioneers Team if educational forces do not coordinate and participate. Therefore, it is necessary to manage the coordination and mobilization of these forces right from the planning stage at the beginning of the year until the entire implementation process.

At the end of an activity, there must always be a stage of checking, evaluating the results, drawing experience to supplement and adjust in time. The checking and evaluation must be based on the proposed plan, the requirements of the educational objectives of the activity and the evaluation must be based on the evaluation process so that the evaluation results will be objective and accurate.

Thus, the above measures are closely combined and interact with each other. Each measure has its own strengths and a necessary position in the process of managing the development of KNGT activities for students through the activities of the Ho Chi Minh Young Pioneers Team. To achieve the highest efficiency, no measure can be overlooked, and the above measures cannot be implemented separately, but must be implemented synchronously in the management of activities.

3.4. Testing the necessity and feasibility of proposed measures

After studying the general theory of management issues, development management; management of technical skills development, as a basis and foundation for research on the topic, we surveyed the current status of technical skills development management for students through the activities of the Ho Chi Minh Young Pioneer Team of secondary schools in Hiep Hoa district, Bac Giang province.

Through assessing the current situation, we propose 6 measures to manage and develop traffic skills for students through the Ho Chi Minh Young Pioneers Team activities for secondary schools to further improve the effectiveness of this activity in secondary schools in Hiep Hoa district, Bac Giang province in the coming time.

Measure 1: Raise awareness for managers, teachers and forces involved in education to develop communication skills for students through Ho Chi Minh Young Pioneers' Team activities in secondary schools.

Measure 2: Make a plan to develop communication skills for students through Ho Chi Minh Young Pioneers' activities.

Measure 3: Direct the diversification of Team activities to develop communication skills for students.

Measure 4: Improve material facilities and create favorable conditions to develop communication skills for students through Ho Chi Minh Young Pioneers' Team activities.

Measure 5: Mobilize educational forces to participate in developing communication skills for students through the activities of the Ho Chi Minh Young Pioneer Team.

Measure 6: Directing innovation in testing and evaluating the development of students' communication skills through organizing activities of the Ho Chi Minh Young Pioneers Team.

3.4.1. Purpose of testing

Get opinions from test subjects of 10 secondary schools in Hiep Hoa district, Bac Giang province on the necessity and feasibility of the measures.

3.4.2. Test subjects

To test the necessity and feasibility of the above measures, we conducted a survey of:

- Management staff (Principal, Vice Principal): 20 comrades.

- Team leader, Youth Union secretary: 16 comrades.

- GVCN: 24 comrades.

3.4.3. Test content

Awareness of the necessity of the 06 proposed measures, there are 03 levels:

- Very necessary: ​​RCT

- Required: CT

- Not required: KCT

- Statistical results through table 3.1 and table 3.2 and charts 3.1, 3.2, 3.3, 3.4 show:

For measures 1; 2; 3: According to statistics, 100% of managers and teachers (class teachers, team leaders, and youth union secretaries) all assessed that this measure is necessary and feasible. They believe that when managers, teachers, and forces involved in education have a correct understanding of the importance of educational activities to develop communication skills for students through the activities of the Ho Chi Minh Young Pioneers Team, the implementation will be highly effective. Completing the plan to manage the development of communication skills for students through the activities of the Ho Chi Minh Young Pioneers Team will help educational forces have a basis.

to perform tasks better. And the diversification of the Team's activities in form will attract enthusiastic teachers and students to participate, thereby contributing to improving the quality of education in schools.

Regarding measures 4; 5; 6: Managers, homeroom teachers, team leaders, and youth union secretaries also highly appreciated these three measures. They said that for a long time in secondary schools in Hiep Hoa district, investment in facilities to carry out educational tasks, especially educational activities to develop traffic skills for students through the activities of the Ho Chi Minh Young Pioneers Team, has been very limited. If there is more investment and attention, improving educational effectiveness is very possible. From the actual conditions of local schools; they also said that when educational forces are involved, when the organization of testing and evaluation is effective, educational activities to develop traffic skills for students through the activities of the Ho Chi Minh Young Pioneers Team will be promoted well. Therefore, 100% of managers, homeroom teachers, team leaders, and youth union secretaries assessed these measures as necessary and feasible.


Chapter 3 Summary

Based on theoretical research and practical survey of the management of developing traffic skills for students through the activities of the Ho Chi Minh Young Pioneers Team in secondary schools in Hiep Hoa district, Bac Giang province, the author proposed 6 measures to manage the development of traffic skills for students through the activities of the Ho Chi Minh Young Pioneers Team in secondary schools in Hiep Hoa district, Bac Giang province and tested these 6 measures. Through verification, it can be affirmed that the measures proposed to manage the development of traffic skills for students through the activities of the Ho Chi Minh Young Pioneers Team in secondary schools in Hiep Hoa district, Bac Giang province are necessary and feasible. However, the proposed measures above are not new, there are measures that have been proposed by many authors when researching this content in other units, but more importantly, these measures have been tested and creatively applied to real conditions in secondary schools in Hiep Hoa district, Bac Giang province. Through the experiment, it can be affirmed that the measures proposed to manage the development of traffic skills for students through the activities of the Ho Chi Minh Young Pioneer Team in Hiep Hoa secondary school, Bac Giang province are urgent and feasible, and need time to be deployed and developed into practical management at schools in the following school years.

CONCLUSION AND RECOMMENDATIONS


1. Conclusion

Social skills education for students in secondary schools plays a very important role. Therefore, social skills education not only promotes personal development, but also contributes to the development of society; Social skills education will promote positive social behaviors, help improve the quality of social life and reduce social problems. Social skills education is an urgent requirement for the young generation; Social skills education aims to meet the requirements of general education reform. Therefore, Social skills education is to form a positive way of life in modern society, to build healthy behaviors and change negative behaviors and habits on the basis of helping learners have knowledge, values, attitudes and appropriate skills.

The topic has clarified some theoretical issues and concepts on managing the development of traffic skills for students through the activities of the Ho Chi Minh Young Pioneers Team; clarified the goals, requirements and some related issues on developing traffic skills for students through the activities of the Ho Chi Minh Young Pioneers Team in secondary schools.

The topic conducts a survey on the current status of implementation and management of developing traffic skills for students through the activities of the Ho Chi Minh Young Pioneers Team in secondary schools in Hiep Hoa district, Bac Giang province; assesses the advantages, shortcomings, limitations, and states the causes of those shortcomings and limitations. All schools have plans to develop traffic skills for students through the activities of the Ho Chi Minh Young Pioneers Team, however, the plans are not detailed and do not have high consensus and unity. Educational activities to develop traffic skills for students through the activities of the Ho Chi Minh Young Pioneers Team have been organized, but they are still formal, repetitive, and do not arouse interest in students. The propaganda work and coordination with parents are not good.

On that basis, to overcome the above situation, the topic proposes 6 measures to manage the development of traffic skills for students through the activities of the Ho Chi Minh Young Pioneer Team for secondary schools in Hiep Hoa district, Bac Giang province to further improve the effectiveness of this activity.

2. Recommendations

2.1. For the Department of Education and Training of Bac Giang

There should be comprehensive guidelines for schools on the work of educating and developing traffic skills for students through the activities of the Ho Chi Minh Young Pioneers Team. There are specific requirements and contents for schools in the province. Every year, organize training sessions on activities of educating and developing traffic skills for students through the Ho Chi Minh Young Pioneers Team for managers and teachers; organize seminars on education and development of traffic skills for students. Organize for managers to visit and learn from experiences in managing and developing traffic skills for students through the Ho Chi Minh Young Pioneers Team activities in schools in and outside the province. Inspection and examination work for schools should focus on activities of educating and developing traffic skills for students, discovering schools that do well, and replicating typical examples of education and development of traffic skills for students throughout the province.
