INTRODUCTION

1. Urgency of the topic

Quang Ngai is a coastal province located in the South Central Coast region. Quang Ngai has long been known for its famous landscapes such as Thien An Niem Ha, Thien But Phe Van... which are symbols of a land of spiritual and talented people. Quang Ngai is also famous for its beautiful clean beaches stretching along white sand beaches and green pine forests, creating ideal beaches such as: Sa Huynh, My Khe, Khe Hai.... Quang Ngai is a land with a harmony of rivers interspersed with mountains, hills, rapids and waterfalls along with many relics, ancient architecture, many beautiful and charming natural landscapes and landscapes that are valuable for developing into attractive resort areas, a place where 3 cultures: Sa Huynh, Champa and Dai Viet converge and is a place where all geographical, historical and humanistic factors converge to develop types of eco-tourism, island tourism, resort tourism, source tourism... creating great potential for Quang Ngai to develop tourism.

With that strength, in recent years, Quang Ngai tourism industry has achieved a fairly high growth rate, contributing to the increasing proportion of the service industry in the economic structure of the province, creating jobs and stable income for a part of the local people, contributing to the provincial budget.

Although being extremely favored by nature and having great potential to become an attractive destination, a source of increasing the local budget, in reality, Quang Ngai tourism is still in a rather modest position compared to the provinces in the Central region in particular and the whole country's tourism in general. Although there have been strong changes, it is still not really commensurate with the potential and strengths that tourism here has. The reason is especially important.

Importantly, the effectiveness of state management of tourism by provincial authorities is still low, investment in tourism infrastructure has not received due attention, poor service products, unprofessional human resources, combined with a serious shortage of investment resources have created significant barriers to the development of the tourism industry.

All the above limitations, whether subjective or objective, stem from weaknesses in state management of tourism. This reality requires a project that goes into depth in research to find the right steps, promote the role of state management of tourism to help Quang Ngai take advantage of its comparative advantages and become a destination chosen by many tourists on their journey to explore nature. That is why I chose the topic "State management of tourism from the practice of Quang Ngai province" to research and propose solutions to improve state management of tourism, promote the development of the tourism industry in Quang Ngai province, truly become a spearhead economic sector, contributing to the socio-economic development of the province.

2. Research status of the topic

Tourism and state management of tourism are issues that many experts, scientists and managers are interested in researching. In Vietnam, there have been a number of research projects on the tourism sector at many different levels:

Trinh Dang Thanh (2004) " State management by law for tourism activities in Vietnam today ", PhD thesis in Law, Ho Chi Minh National Academy of Politics.

Dr. Do Thi Thanh Hoa (2005) " Research and proposed solutions to promote propaganda and advertising activities of Vietnam tourism in some key international tourism markets ", State-level project, Institute of Tourism Development Research.

MSc. Le Van Minh (2006), Research and proposal of investment solutions for tourism development , Ministry-level project, Institute for Tourism Development Research.
