Thoroughly grasping that common viewpoint, in Ninh Thuan province in recent years, the socialization of educational activities has been implemented and achieved encouraging results. However, there are still some limitations and problems in thinking and doing, leading to the situation where some places still teach in three shifts, some school-age children have not been able to go to school, or have to leave school unfinished... Therefore, in-depth research on the current situation and finding solutions to promote the socialization of educational activities throughout Ninh Thuan province is an urgent matter today.

Many researchers have affirmed that the socialization of educational activities is the realization of the social nature of education, a regular activity, an inherent objective requirement of the educational career, ... In Ninh Thuan province, there is almost no research work or systematic, in-depth summary of experience on this issue. Therefore, the topic "Socialization of educational activities in Ninh Thuan province - Current situation and solutions" is very necessary in the current context of Ninh Thuan.

Systematizing theories to clarify the scientific basis of the issue of Socialization of Educational Activities (XHHHĐGD), deeply studying the current situation of XHHHĐGD in Ninh Thuan province, thereby proposing practical solutions to promote the role of the community in implementing XHHHĐGD in order to continue expanding the scale of development and improving the quality of education and training, meeting the requirements of the industrialization and modernization of Ninh Thuan province.

CHAPTER 1 - THEORETICAL BASIS OF THE PROBLEM OF SOCIALIZATION OF EDUCATIONAL ACTIVITIES
1.1. Concept of socialization, socialization of educational activities
1.1.1. Socialization
Socialization is one of the basic concepts of Sociology. From a Sociological perspective, Socialization is the process of transforming an individual into a social person. It is the process of educating each individual from a biological entity - a person - to become a member of society with the capacity and qualities to participate in activities, knowing how to behave with nature, society, people, work, oneself... to cooperate and integrate with the community. Socialization can be defined in many ways:
- Socialization includes all the ongoing processes of cultural communication and learning through which individuals develop their social nature and are able to participate in social life. [31; 87]
- Socialization is the process of interaction between individuals and society through which individuals learn and practice the knowledge, skills and methods necessary to integrate into society [30; 110]
Although there are many definitions as above, the core of socialization is the interaction, connection, inherent attributes of people and communities to impact society and be influenced by society. Human and community activities take place in all areas of political, economic, cultural and social life, in a mutual relationship. Socialization is not a passive, forced process but must be an integration process with the active, positive, voluntary and creative role of individuals.
From the State's perspective, socialization is a mass movement aimed at ensuring that everyone enjoys all rights, while enhancing the role and responsibility of individuals and collectives in the socialized field.
In the process of leading the revolution, our Party has always applied and developed the issue of socialization, attaching importance to promoting the forces of the whole society in the process of implementing political tasks. By the 8th Congress (June 1996), socialization became one of the viewpoints for planning a system of social policies: "Social issues are all resolved in the spirit of socialization. The State plays a core role, at the same time, each citizen, enterprise, and foreign organizations participate in solving social issues" [3;114]..
Thus, in the process of innovation, the term "socialization" has been officially used in important Party documents, containing the Party's strategic ideology and guiding viewpoints on the country's development.
1.1.2. Socialization of educational activities (XHHHĐGD)
Socializing educational activities in the original sense of the word means making education fully social, education organically connected with society. Socializing educational activities is realizing the social nature of education.
Nature of socialism
Socialization of education is essentially a system of activities of individuals and organizations aimed at returning the educational function of society to society and returning the social function of education to education itself. Thus, these are regular activities, an objective requirement to realize the common connection between educational activities and the social community, strongly promoting the nature of education, making education increasingly meet the requirements, suitable for social development, at the same time society always creates an environment, conditions, means along with a system of synchronous and long-term measures and organizations to support and encourage educational activities. The nature of this law is that everyone participates in educational activities to educate everyone. Socialization of education is the maintenance of a dynamic balance between educational activities and society, in this relationship people are the center, playing a decisive role because people are both the purpose and the agent of development.
In short, the socialization of education is ultimately a striving to build a socialized education, so that education is no longer isolated, closed, and not subject to oppression.
Politicalization will always adapt to socio-economic development, creating a learning society with two basic characteristics: Every member of society is a learner, an educated person.
Every organization and social force does education, takes care of investing in education, all for the goal of "Improving people's knowledge, training human resources, fostering talents" for the locality and for the country.
Viewpoints on socialization of education of our Party and State
Decades ago, Uncle Ho affirmed: "Education is the cause of the masses, it is necessary to fully promote socialist democracy, build a good relationship, solidarity between teachers, between teachers and students, between students, between cadres at all levels, between schools and people to successfully complete that task" [10; 258], because "Education in schools is only a part, there is also a need for education in society and in the family to make education in schools better", [lo
;157]. Therefore, Uncle Ho and our Party have summarized and popularized the motto "Education is the cause of the masses", "The State and the people do education together", the principle of combining school - family - society has been widely disseminated to Party committees, authorities and the whole people to implement together. There were times and places that implemented these viewpoints quite well, in the 60s and early 70s there were typical units of socialized education such as Cam Binh commune (Ha Tinh), Cat Hanh commune (Nghia Binh), Ngo Luong commune (Hoa Binh), etc. However, due to the centralized, bureaucratic and subsidized economy, the responsibility of families and society in educating students has not been fully determined, there is a lack of a mechanism to implement the policy: "The State and the people do education together", the relationship between education and economy has not been properly understood, ... so education is almost entrusted to schools.
To effectively implement the coordination between school - family - society, many important directive documents and many conferences were held afterwards:
- On March 19, 1981, the Council of Ministers issued Decision No. 124/CP on the establishment of Education Councils at local government levels.
- On December 9, 1981, the Minister of Education issued Decision No. 1765/QD promulgating the Charter on organization and operation of Education Councils at all levels of local authorities.
- On April 5, 1982, the Ministry of Education issued Circular No. 05/TT guiding the implementation of the Charter on organization and operation of Education Councils at all levels of local authorities.
-January 1989: The Ministry of Education organized a conference on educational development models associated with socio-economic development in the Southern provinces (in Ho Chi Minh City).
- In July 1989, the Ministry of Education and the Vietnam Trade Union launched a campaign to democratize school management in the direction of socialist self-management in Nha Trang.
- On October 10, 1990, the Ministry of Education and the Vietnam Education Trade Union issued Joint Circular No. 35/TT-LT on consulting on opening a grassroots education congress.
- In January 1992, the Ministry of Education and the Vietnam Education Trade Union held a Conference on Basic Education in Hanoi (in March 1992, it was held in Ho Chi Minh City for the southern provinces).
- Resolution 4 of the 7th Central Conference of the Communist Party of Vietnam on January 14, 1993 clearly stated the nature of the Socialist Republic of Vietnam as "Mobilizing the whole society to do education, encouraging all classes of people to contribute to building national education under the management of the State" [2; 11]
- Resolution of the 8th Central Committee (December 1996) of the Party continued to affirm: "Education development is the cause of the whole society, of the State and of each community, each family and each citizen. Combine school education well with family education and social education" [3; 47]
- Resolution 90/CP dated August 21, 1999 of the Government has concretized the viewpoint that socialization of education is the process of mobilizing and organizing the broad participation of the people and the whole society in the development of education, is the shared responsibility of all classes of people to build and develop a healthy educational environment, is to diversify investment and forms of education under the management of the State.
Thus, our Party and State have increasingly affirmed that the Socialization of Education is a strategic ideology that considers the combined strength of the entire people and society participating in education as a prerequisite for comprehensive and effective development of the cause of educating the young generation in particular and national education in general. It is a strategic ideology because it carries the value of guiding the long-term development of education. This is not a temporary solution when the country is still poor, investment conditions for
Education is still limited, but is a guiding line of the Party for the development of education to make education truly a cause of the people, by the people and for the people.
Socialization issues in some countries around the world
Education has always played a key role in preserving, developing and spreading human civilization. In today's era of scientific and technological revolution, education and training are becoming the main driving force for socio-economic development, one of the keys to overcoming the challenges of the new century, the decisive factor in the position of each country in the international arena and the success of people in life. Education also contributes to pushing back injustice, inequality in the enjoyment of education, misunderstanding, mutual exclusion, mutual oppression, guiding people towards "Learning": learning to know, learning to do, learning to live together and learning to be human. Not only in our country and not only now is humanity interested in education and training, but the issue now is the new role of education and training, the new requirements for education in a world of rapid economic and social growth towards globalization, in the information explosion period, ... Two of the six principles that the International Commission on Education for the 21st Century has proposed are: Education must serve society, education is the responsibility of the whole society, of everyone. Studying the issue of socialization of education in countries around the world, we can come to the conclusion that although the nature of society is different, all countries have in common the mobilization of all resources and conditions for education.
In England, Australia, America ... the role of local education councils is highly appreciated, in France the education system stands out for its richness in types, diversity in purposes, and admission conditions. In Asia, although the starting point of many countries is low, they all have unique choices for their development models. Currently, formal education is the core part, but the general trend is to form an open education system with the method: diversification, specialization. Schools have focused on developing new types of education and training, promoting individuals and organizations to participate in the education process.
Although the political system is different, the purpose and nature of education in each country is different, but countries in the world have in common that education is the foundation.
