CHAPTER I: SOME THEORETICAL ISSUES ON SOCIALIZATION AND SOCIALIZATION OF TOURISM ACTIVITIES


1.1. General theoretical issues on socialization and socialization of tourism activities.

1.1.1. What is socialization?

Primarily based on the awareness of caring for people and for the development of society, the Party has affirmed: “We advocate solving social issues in the spirit of socialization, in which the State plays a core role. According to the level of economic development, the State gradually increases investment in science, education, culture, tourism, health care and social issues; at the same time, exploit all potentials of the people, localities, associations, take advantage of foreign aid and use it effectively to care for people and society…”.

From this perception, the goal of socialism is to ensure the smooth operation of activities in social communities according to the general orientation of the whole society. And for our country today, the general orientation for the whole society is the guidelines and policies of the Party and the State. Here, it is necessary to unify some theoretical views on socialism.

From the most general understanding, people often consider socialization as "a process of widespread mass nature" and if referring to dictionaries, we can see that the word "socialization" is both the process of turning private affairs into public affairs , and the process of turning private ownership into public ownership.

Regarding socialization, one can also find definitions from sociologists, such as “The process by which we acquire the culture of the society into which we are born, the process by which we acquire our own social characteristics, and learn the ways of thinking and behaving that are considered appropriate in our society is called socialization.”


“So the essence of the concept of socialism is the process of forming and affirming the social character of each official member that constitutes that society. From here, it can be seen that the level and especially the level of socialism are not only measured by the broad or narrow scale of the mass movement, but more fundamentally, must be determined through the nature of the society in which that level and level are imbued. Only then can we distinguish between fake socialism and real socialism, formal socialism and real socialism, etc.

In particular, the socialization of cultural activities must be mentioned, this is one of the important solutions in building and developing culture, emphasized in the Resolution of the Central Committee V (Term VIII) to link culture with economic activities, exploit economic potential, and financial support in cultural development. From the Party's socialization policy, the Government has concretized it by Resolution 90/CP (August 21, 1999), the State management agencies of culture from the Central to local levels have built projects, concretized in each field, developed socialization activities more and more effectively and many good models and examples have appeared that need to be propagated and replicated.

In Vietnam in recent years, especially since the birth of the Party's Central Resolution 5 (VIII term), the cultural socialization movement has become even more effective. Cultural socialization is defined as a process in which people acquire and transform into their own the social factors of the environment that form their personality, under the influence of experiences and social agents; thereby adapting to the social environment that binds people around them or "linking social components in a common concern about the importance of cultural factors for the present and the future, is a requirement of a culture with a national - modern - humanistic orientation".

1.1.2. Socialization of tourism activities.

In recent years, the issue of socializing educational, medical, cultural, and sports activities has been raised vigorously and the forms of implementation are quite rich and diverse in many specific fields, scopes, and types. Moreover, we


We ask ourselves the question: is the socialization of those fields enough? At the same time, the State considers tourism as a key economic sector, a smokeless industry, easy to earn foreign currency, and a goose that lays golden eggs. So why don't we socialize tourism to create a strong resource for economic development of regions, localities, and the whole country?

Up to now, there are many different understandings and concepts of tourism socialization (STS) and some of the following understandings:

First of all, in terms of subjects, tourism socialization is essentially the socialization of the right to organize and manage tourism product production activities in the direction of diversifying management subjects, aiming to attract a large number of social forces, collectives, and private individuals to take care of tourism activities, organize and manage the tourism product production process in accordance with the laws of the State.

In terms of method, it is a two-way process , on the one hand, universalizing, bringing the values ​​of tourism activities into social life, becoming the common property of society, on the other hand, on that basis, mobilizing the whole population, in the process of integrating into society, enriching that common property.

In principle, this is the process of strengthening State management (tourism law, tourism policies...) on the basis of mobilizing and organizing, managing the broad participation of the people and the whole society in developing the tourism industry to gradually improve the level of enjoyment, physical and spiritual development of the people.

Socialization of tourism is to turn tourism activities into social activities, receiving social attention and participation from many sectors and all classes of people.

Social responsibility for tourism development, provision and dissemination is the transfer of shared social responsibility for tourism development, provision and dissemination activities between the State and the people, between the key management agency and the whole society, the whole people, the whole industry, all levels and all genders.

Socialization is the movement and organization to attract the whole society, all domestic and foreign forces and economic sectors to participate in activities.

This is the main and general viewpoint on tourism socialization. It affirms the driving force and resources for tourism development; it emphasizes the right goal of all tourism socialization activities, which is to make tourism develop strongly, serving well the diverse and legitimate needs of the people in terms of spiritual life, rest and entertainment; at the same time, it requires as an objective requirement to strengthen the leadership role of the Party and the management of the State in the entire process of implementing tourism socialization.

Another way of understanding: Socialization of tourism is to build a responsible community of people of all walks of life to create and improve a favorable socio-economic environment for tourism development, on that basis, enhancing the right to organize and operate tourism activities in the direction of diversifying the subjects of tourism activities, organization and management.

This viewpoint focuses on emphasizing the two-way relationship between subjects - the people and tourism. On the one hand, it emphasizes the shared responsibility of the subjects, on the other hand, it points out the need for the right to organize and manage the subjects for specific types of tourism activities, and the need for this diversity of subjects as an inevitable consequence of the process of socialization of tourism activities.

Implementing this viewpoint will contribute to creating a new look for tourism development, especially in diversity, richness, dynamism and creativity in organizing tourism activities. Replacing the old concept of a single entity having the right to organize and manage all tourism activities that has become outdated is the appearance of new entities with efforts to explore in organizing and managing tourism, creating a diverse development of tourism, meeting the increasingly rich and diverse spiritual, rest and entertainment needs of all classes of people.


Socialization of tourism is to expand investment sources, exploit human and material potentials in the whole society, promote and effectively use people's resources to develop the cause of building a developed tourism industry.

Expanding investment sources for tourism is the result of the process of implementing socialization, which a long time ago, due to the subsidy bureaucracy mechanism and the incorrect concept of the relationship between the State's leadership and management role and the exploitation of resources among the people, led to the impoverishment of tourism potential, limiting its development. Of course, it is necessary to correctly perceive this point of view to avoid the tendency to turn it into the only or most important need of socialization of tourism. Exploiting the comprehensive potential in society and among the people means including intelligence, creativity, and the forces participating in tourism activities, absolutely not just using it to exploit money and material, considering it as socialization of tourism, turning this work into simply a matter of contributing money, a material burden for the people.

Tourism XHHHĐDL is essentially implementing and returning to the correct laws of movement and development of tourism activities themselves, therefore, it must be understood as a long-term policy, in accordance with the laws of tourism activities.

Returning to the right rules means not because of immediate difficulties in investment and finance that we have to implement socialization or a method imposed from the outside on tourism activities, but first of all, it is the active, proactive, and comprehensive participation of all classes of people in the entire process of production, dissemination, and popularization of tourism products. This work should not be considered as a movement, a campaign, or an operation, but must create scientific mechanisms and policies to implement socialization of tourism activities for each specific field.

1.2. Purpose, meaning and objective needs of socialization of tourism activities.


When asking the question “Why must tourism activities be socialized?”, it is impossible not to mention the purpose and meaning of tourism socialization. But first of all, it is necessary to mention the objective needs of tourism socialization (ie the social needs of this process). Regarding the needs in a general understanding, Marx and Engels clearly stated that “…to live, one must first drink, eat, live, wear and a few other things. So the first historical action is the production of materials to satisfy those needs, the production of material life itself”. The satisfaction of material needs or cultural needs of each person in society can be said to have no end, it continues to give rise to other higher needs. Cultural needs are an organic part of the system of human needs, in which the typical ones are the needs for entertainment, rest in general and the needs for tourism in particular. And the need for tourism as a component of cultural needs has “affirmed its characteristics among other needs for entertainment and relaxation”.

From the general human tourism needs above, it can be seen that the need for tourism socialization is objective. This social need is due to the fact that people always want to know and explore. In the process of improving the quality of life from low to high, from simple to complex... they have the need to enjoy new things. The richness of human knowledge along with the progress of science and technology has created conditions for creating forms of rest and entertainment, including tourism activities. Tourism socialization is an objective need because it shows the relationship between individuals and society. In other words, without tourism socialization in general, people cannot form their personalities and integrate into the social community. Without tourism socialization, tourism will develop without enough vitality.

But why do we need to socialize? There are many reasons, but first of all, it is due to the needs of life itself, which is an inevitable trend of the current innovation process. Socializing is also an inevitable rule, because "when it is a social cause, socialization is the rule". When implementing the market mechanism,


The market with five economic components is essentially implementing the democratization of the economy, of course it will require a corresponding form of rest and entertainment. Moreover, tourism is one of the key economic sectors, known as the smokeless industry, so in the development of the industry it is necessary to mobilize all social forces to participate. In the commodity economy, tourism products are also a commodity product.

At the same time, implementing the process of socialization of tourism activities is to realize the multi-subject nature of a tourism activity. Diversifying the subjects of the process of socialization of tourism activities is also to enhance the role of personal responsibility for the activities of tourism development, through which these tourism activities help each individual learn knowledge and grasp the values ​​of tourism development. In other words, it is the function of forming social personality along with the characteristics, qualities and abilities of each individual. Therefore, "socialization" here is understood in the opposite sense to the word "nationalization" of the subsidy period.

The highest meaning of the process of tourism socialization is to help promote those capacities, creating conditions for its development. However, tourism socialization does not mean the equal division of tourism among the entire population, because in reality there are differences between the components and subjects participating in tourism activities. These are differences in the level of self-awareness or spontaneity in tourism activities, in professional qualifications and capacity, in social status and position when participating in tourism activities. In the past, the difference in the level of knowledge, the gap between subjects in different areas in some public classes... has shown the complexity of the "multi-subject" nature in the process of tourism socialization. Therefore, one of the purposes of tourism socialization is to overcome the difference in the level of knowledge in tourism activities in general , and in the taste of tourism products in particular, through the diversification of subjects .
