Every year and in each period, the provincial Party Committees have proactively concretized the Party and State's guidelines, policies and strategies on national defense and military into resolutions and directives with policies and measures that are close, correct and suitable to the specific conditions of the locality; organized dissemination and assigned comrades in the provincial Party Standing Committee to be in charge of directing the implementation while strengthening the inspection and supervision of the implementation of all levels, sectors and organizations in building the KVPT.

The management and administration role of the provincial government is well promoted, in accordance with the scope, functions and tasks prescribed by law; demonstrating

by resolutions, projects, plans... of the People's Council and the Provincial People's Committee. Based on the local situation and capacity, the resolutions of the People's Council have clearly defined the tasks, targets, measures to mobilize human and material resources, solutions to implement the policies of the Party and State on national defense, security and building the KVPT. * About leadership methods

Firstly, the provincial Party Committees in the Red River Delta have issued correct, accurate, and timely resolutions, directives, and policies on local military and defense tasks and building regional security zones.

In recent times, provincial Party committees in the Red River Delta have effectively used leadership methods for all areas of social life in general and the tasks of national defense, security, and building of the security zone in particular through resolutions, directives, conclusions, and action programs of the provincial Party committees and the provincial Party Committee Standing Committee. Before each stage, each task, or before the provincial-level security zone combat drills, provincial Party committees and the provincial Party Committee Standing Committee have issued resolutions, directives, and action programs to lead and direct party committees at all levels, authorities, departments, branches, organizations, and local armed forces. In the leadership and direction documents, the implementation of national defense, security tasks, and the organization of security zone construction and drills are always identified and emphasized as one of the key political tasks of party committees and authorities at all levels; specifying the goals, directions, tasks and appropriate and appropriate solutions to consolidate and strengthen the centralized, unified and comprehensive leadership of the Provincial Party Committee while promoting the initiative and creativity of Party committees, authorities at all levels and agencies, departments and organizations in the implementation process. On the other hand, the Standing Committee of the Provincial Party Committee regularly monitors, urges and promptly assists all levels and sectors with conclusions and direct instructions, especially in difficult and complicated situations. For example, in the period of 2008-2018, the Provincial Party Committee and the Standing Committee of the Quang Ninh Provincial Party Committee had 04 thematic resolutions, 03 action programs, 07 directives and 03 conclusions on leadership in implementing the tasks of national defense, security and building the KVPT [138, p.2].

Second, the leadership in building the KVPT of the provincial Party Committees in the Red River Delta through the management and operation role of the provincial government has recently made many progresses and achieved many results.

In recent years, through the provincial government, provincial Party committees in the Red River Delta have improved the effectiveness of State management, effectively implemented the tasks of national defense, security and building the development zone. Strictly implement the working regime between the provincial Party Standing Committee and the Party delegation of the provincial People's Council, the Party Executive Committee of the provincial People's Committee; regularly consolidate and perfect party organizations in government agencies; thereby leading and directing the provincial People's Council and People's Committee to thoroughly grasp, implement and concretize the resolutions and directives of the provincial Party Committee into resolutions, programs, plans, projects and promote the role of management and operation at all levels, sectors and forces in the implementation process. For example, implementing Resolution 28-NQ/TW, the Provincial People's Council and the Provincial People's Committee of Thai Binh province issued 02 resolutions, 02 plans, action programs, developed and approved 07 projects on implementing the tasks of national defense, security, and building the development zone [140, p.3]. During the implementation process, the provincial Party Committees regularly grasped the developments of all activities and urged, directed, and promptly resolved difficulties and problems on the basis of promoting the role and responsibility of the provincial government. Through the survey, 70.92% of respondents assessed the leadership role of the provincial Party Committee towards the provincial government in implementing the tasks of national defense, security, and building the development zone at a good level [PL14].

Third, the provincial Party Committees in the Red River Delta have led the work of propaganda, education, mobilization and persuasion of the masses in building the KVPT. Clearly aware of the importance of propaganda, education and

For example, Resolution No. 03-NQ/TU dated March 29, 2016 of the Standing Committee of the Quang Ninh Provincial Party Committee on leadership of local defense work in the 2015-2020 period stated: “Agencies, departments, branches, the Fatherland Front, mass organizations of the province and localities shall promote information and propaganda work on the viewpoints and policies of the Party and State on defense and military tasks, focusing on: Resolution of the 12th Party Congress, Law on Militia and Self-Defense Forces, Law on National Defense, Ordinance on Reserve Mobilization, Resolution of the 8th Central Committee (11th tenure) on the Strategy for protecting the Fatherland in the new situation, Resolution 28 of the Politburo (10th tenure), Decree 152 of the Government on building defense zones, Resolution of the 14th Quang Ninh Provincial Party Congress;... to raise awareness, responsibility, create high consensus among all levels, branches, armed forces and among all classes of people on defense tasks” [136, p.2]. Fourth, the provincial Party Committees in the Red River Delta have promoted the role of the Party organization system, the work of organizing cadres and the team of cadres and party members in leading the construction of the KVPT.

The work of cadres has been closely, seriously, and in accordance with regulations; the planning, training, education, arrangement, and use of cadres have been innovated in a transparent, democratic, and principled manner; focusing on training and improving the comprehensive capacity of cadres at all levels, especially knowledge of national defense, security, and building the KVPT. Closely coordinate with the Party Committees of Military Regions 1, 2, and 3, the Central Public Security Party Committee, and the Border Guard Party Committee in arranging, organizing, and perfecting the contingent of key cadres of the provincial military, police, and border agencies. Through the drills, the awareness and responsibility of local Party committees, authorities, sectors, organizations and people for the tasks of national defense and security have been raised; the leadership, direction, management and operation capacity of Party committees and authorities has been improved; the coordination and cooperation of agencies, sectors and the capacity to direct and control the implementation of the KVPT drills have been improved.
