4.2.3. Innovation in the content and leadership methods of provincial Party Committees in the Red River Delta to meet the requirements of building defense zones in the current period
In reality, life is always moving, changing and developing, therefore, in the process of comprehensively leading all areas of social life in the locality, provincial Party Committees must constantly innovate the content and methods of leadership to suit the changing situation and conditions, and capabilities of the locality. For difficult and complicated tasks, with the participation of many organizations and forces such as building and operating KVPT, innovation and improvement of the content and methods of leadership are objective and urgent requirements to create fundamental changes in leadership, direction and implementation organization to meet the requirements of the task of building a solid KVPT locality in the new situation.

Second, the innovation of the content and leadership methods of provincial Party Committees in the Red River Delta must aim at maintaining and strengthening the Party's leadership and the State's management effectiveness in all aspects of the construction of the development zone, which at the local level is to maintain and strengthen the centralized, unified, and comprehensive leadership of Party Committees at all levels, and the management and administration of authorities at all levels in the construction and operation of the development zone. This is a matter of principle that determines the nature, goals, and directions of innovation of the content and leadership methods of provincial Party Committees in the construction of the development zone.
Third, innovation in the content and leadership methods of provincial Party Committees in building the KVPT must be practical. Innovation must first of all closely follow the requirements, tasks, economic, political and social activities, the situation of security and order, social order and safety as well as the current status of KVPT building activities and implement the content and leadership methods of KVPT building in the locality, especially grasping the weak links, weak aspects and their causes to focus on leading and directing to resolve them thoroughly, not letting weaknesses and shortcomings linger and prolong. From there, supplement, develop, and create appropriate leadership and direction contents and methods to meet the requirements of the task of building KVPT both in the short term and in the long term.
* Content and measures of innovation
Firstly, renewing thinking and awareness about KVPT, promptly supplementing and updating new issues in the viewpoints, guidelines, policies and strategies of the Party and State.
Innovation in the content and methods of leadership in building the KVPT must first start with innovation in thinking and awareness of the task of national defense and security in building the KVPT, which must be considered an "important and regular" task of the Provincial Party Committee, thoroughly overcoming the "heavy" ideology of socio-economic development and "light" of national defense and security, while regularly updating new points in the viewpoints, guidelines, policies and strategies of the Party and State on implementing the two strategic tasks.

Second, supplement and develop new contents, forms and methods suitable to the development of science, technology and military art.
The rapid development of the 4.0 industrial revolution, especially information technology, control, automation, artificial intelligence and new materials technology... is fundamentally changing the content, form, and methods of combat and war, leading to new developments in military art, including the construction and operation of KVPT. That impact is comprehensive, from the construction of political, spiritual, economic, scientific and technological, military, security, and foreign affairs potentials to the methods of organizing, building and using forces as well as the methods and ways of leading, directing, managing, operating, commanding and organizing coordination and cooperation between forces in KVPT. Currently, information technology and social networks are being used by hostile forces.
The enemy thoroughly took advantage of this to carry out the strategy of "peaceful evolution" to sabotage our country's revolution on a large scale, both domestically and internationally; on all aspects: from politics, ideology, economics, culture, society, national defense, security, foreign affairs... to calling for illegal gatherings and demonstrations, gathering forces, creating "hot spots", causing riots and overthrowing, causing loss of political security and social order and safety in many localities. In the coming years, if war is caused by hostile forces, it will be a high-tech, large-scale war, with terrible and extremely fierce destruction, especially for the central economic and political areas such as the provinces of the Red River Delta, which are the key targets that they focus on destroying.
Therefore, provincial Party committees in the Red River Delta must constantly innovate the content and methods of leadership, focusing on building the political mettle, will and belief of the armed forces and people in the inevitable victory of the war for national defense in the future; innovate the content and measures to effectively deal with the plots and tricks of "peaceful evolution" and riots and overthrow of hostile forces, while at the same time striving to build up potentials, forces and positions in the KVPT to meet the development of the situation, in accordance with the capabilities and actual conditions, ready to firmly protect the locality in all situations, and at the same time support and assist other localities in the country when necessary. On the other hand, it is necessary to carry out well the work of education, training, fostering and improving theoretical level, economic, political and military knowledge, ability to access, exploit and master science and technology, use modern tools and means in receiving, processing information, assessing and analyzing the situation and leading, directing, operating, commanding, coordinating and cooperating among forces in solving situations and tasks in a flexible, creative and highly effective manner.
Third, flexibly and creatively apply leadership content and methods suitable to local conditions and characteristics.
The content and methods of leadership in building KVPT in the provinces of the Red River Delta are determined by viewpoints, guidelines, policies, and laws.

Therefore, when the viewpoints, guidelines and policies of the Party and the State are supplemented and developed or when the situation changes, the requirements of the KVPT tasks are increasingly higher, the content and leadership methods of the provincial Party Committees must also be studied, innovated and perfected to meet the development of the situation. On the other hand, in each specific period, the provincial Party Committees need to correctly identify key issues and key contents that need to be resolved, avoiding generality, spreading and ineffectiveness.
To effectively innovate the content and methods of leadership, it is necessary to focus on innovating political and ideological education work, building a "solid people's position" in the KVPT. This is the basic content that holds a decisive position in creating the political and spiritual foundation, the unity of will and action of all organizations, all forces, and the entire political system in the KVPT. Regularly update, innovate and implement well the content and methods of propaganda and education work, especially focusing on publicity, transparency, and timely promotion of propaganda before, during and after major political events, changes in regimes, policies, and the handling of complaints and denunciations; preventing and combating corruption... to create unanimity and consensus among the people, not allowing hostile forces to take advantage to sabotage. Regularly grasp the local situation in all aspects, clearly identify the strengths and difficulties in socio-economic development, the advantages and disadvantages in national defense, security, and building the KVPT in each locality, district, and commune. On that basis, innovate and explore new contents and solutions to exploit and promote to the maximum all potentials and strengths of the locality, build an economy with high and sustainable growth rates, effectively implement the policy of hunger eradication and poverty reduction, ensure social security, constantly improve the material and spiritual life of the people in combination with building the potentials, forces, and posture of the KVPT.
Fourth, closely combine innovation and improvement of leadership mechanisms with organizational, personnel and policy work.
This is an important issue for the process of innovation in content and leadership methods for building and operating the KVPT, it ensures the highest promotion of the role and combined strength of all organizations and forces in the KVPT.
The leadership mechanism is the synchronous institutionalization of the Party's viewpoints and policies, including the overall principles, regulations, rules and organizational structure of the apparatus and institutions, in order to consolidate and strengthen the absolute and direct leadership in all aspects of the Party over the cause of national defense and security, which is an important basis for the Provincial Party Committee in innovating the content and methods of leadership and direction at all levels, sectors and forces to carry out the task of building a local KVPT. However, to achieve the highest efficiency, it is necessary to closely combine with organizational work, cadres and policy work, because the issue of innovating the content and methods as well as perfecting the leadership mechanism in reality is directly carried out by Party organizations and cadres and Party members. Therefore, to innovate the content and methods of leadership in building the KVPT, provincial Party committees need to focus on building local party organizations and political systems that are clean and strong in politics, ideology, ethics, organization and cadres; have reasonable policies in planning, training, fostering, managing and using cadres as well as policies on employment, income, social welfare, improving the material and spiritual life of the armed forces in particular and local people in general.
4.2.4. Leaders build a strong and comprehensive local armed force, truly the core in building defense zones.
Local armed forces include: local army, border guards (for provinces with land and sea borders), police, militia and self-defense forces, and DBDV, which are the core forces in building national defense and performing national defense and security tasks, and building the KVPT. In leadership, only
