INTRODUCTION

1. Urgency of the topic

From the history of building and defending the country, our ancestors have summarized the truth: Building the country must go hand in hand with defending the country; worry about defending the country early, from afar, from when the country is not yet in danger; "border defense needs good strategies, defending the country should have long-term plans". The idea of "hiding soldiers in farmers"; when the enemy comes to the house, women also fight; each citizen is a soldier, each village, commune, hamlet, and village is a fortress, the village protects the village, the commune protects the commune, the district protects the district, the province protects the province, the whole country is a solid, interconnected battle formation... has become the quintessence, tradition, and unique, extremely precious military art of the nation.

During the process of leading the Vietnamese revolution, the viewpoint of protecting the Fatherland (BVTQ) from early on and from afar has always been placed at the top of the Communist Party of Vietnam, reflected in the strategic policy of building provinces and centrally-run cities into solid defense zones (KVPT). Resolution No. 28-NQTW dated September 22, 2008 of the Politburo (10th tenure) affirmed: "The defense zones of provinces and centrally-run cities are components of the common defense system of the military region and the whole country, holding an important strategic position in the cause of building and protecting the socialist Vietnamese Fatherland" [11, p.3]

Currently, our country is carrying out the cause of industrialization, modernization and international integration, under the strong impact of the 4.0 industrial revolution, creating unprecedented development opportunities but also many difficulties and challenges. The world and regional situation has new, unpredictable developments; non-traditional security challenges, ethnic and religious conflicts, the struggle for influence in strategic areas, disputes over sovereignty of islands, resources, etc. are taking place fiercely, with the potential risk of armed conflict and local wars. The strong "rise" of China with the return of extreme nationalism and pragmatic, reckless calculations

The violation of international law is causing hot spots in the region, especially in the East Sea. In the country, hostile forces are continuing to step up activities to sabotage the revolutionary cause of our people; it is not excluded that they may carry out a “color revolution” or armed intervention, local war, new-style war of aggression… against our country.

The provinces in the Red River Delta (RD) have an important position and role in the cause of national construction and defense; where the economic, cultural and social centers of the whole country are concentrated, they are important strategic areas with a developed system of roads, railways, sea routes, rivers and airways; along the coast there are many large and small estuaries; offshore there are many islands, in addition to their economic value, they are also outposts to protect the country, "gateways" and "fence" to protect the capital Hanoi. Therefore, building the provinces in the RRD into solid defense zones has a strategic position in the common defense of Military Regions 1, 2, 3 and the whole country.

In recent years, implementing Resolution No. 28-NQ/TW dated September 22, 2008 of the Politburo (10th tenure) on "Continuing to build provinces and centrally-run cities into solid defense zones in the new situation", provincial Party committees in the Red River Delta have effectively led and directed the task of building defense zones, propaganda and education work has been promoted to create changes in awareness and responsibility of all levels, sectors and the entire population in building defense zones; the national defense posture associated with the people's security posture has been consolidated, contributing significantly to defeating plots and tricks of "peaceful evolution", riots and overthrow, maintaining political security (ANCT), social order and safety (TTATXH), creating favorable conditions for socio-economic development in the locality. However, the leadership of provincial Party committees on building the KVPT in the Red River Delta in recent times still has limitations and shortcomings, namely: The leadership capacity for the task of building the KVPT of some Party committees is still limited; the awareness of some key officials at all levels and sectors about the task of national defense and security, QS said.

In general, the construction of the KVPT in particular is still simple and incomplete; propaganda and education on national defense and security have not received due attention; leadership in combining economic development with national defense and security; national defense and security with economy in some places have not really received attention; the quality and activities of forces in the KVPT are still limited; the construction of the battle formation still faces many difficulties and shortcomings...

In response to practical requirements, it is necessary to continue researching and finding solutions to strengthen the leadership of provincial Party Committees in the Red River Delta in the task of building a defense zone. This is a truly urgent issue, with theoretical and practical significance. Therefore, the doctoral student chose the topic: "Provincial Party Committees in the Red River Delta lead the construction of defense zones in the current period" as his doctoral thesis, specializing in Party building and State administration.

2. Research purpose and tasks

2.1. Research purpose

On the basis of clarifying theoretical and practical issues on the leadership of provincial Party Committees in the Red River Delta in building the development zone, the thesis identifies directions and proposes key solutions to strengthen the leadership of provincial Party Committees in the Red River Delta in building the development zone by 2030.

2.2. Research tasks

- Overview of domestic and foreign scientific works related to the thesis topic, summarize the basic results of those works and point out the thesis contents that need to be researched and solved.

- Research and clearly explain theoretical issues on the leadership of provincial Party committees in the Red River Delta in building the KVPT in the current period.

- Correctly assess the current situation, clearly identify the causes and draw experiences in leadership in building KVPT of provincial Party Committees in the Red River Delta.

- Forecast the situation, determine directions and propose key solutions to strengthen the leadership of provincial Party Committees in the Red River Delta in building the KVPT by 2030.
