3.2.5. Measure 5 : Establish an advisory group for educational quality assessment to help secondary schools carry out quality assessment.
Purpose of measures:
The consulting team will support and advise on selecting appropriate evidence for each school's actual situation, completing the criteria assessment form, the assessment report, and promoting the implementation of the assessment progress.
Implementation content:
The Department of Education and Training establishes an advisory group to guide schools in implementing the work of educational quality assessment and assigns tasks to members. During the process of conducting the assessment, if the school encounters difficulties, it will request the Department of Education and Training for support and advice. The Department of Education and Training will be responsible for assigning members of the advisory group to give advice and guidance on the content that the school is still facing difficulties in implementing the assessment work. The advisory group will perform the following tasks:
+ Consulting on choosing appropriate evidence, guidance on finding evidence, helping to confirm whether evidence is reasonable or unreasonable or whether indirect evidence is acceptable.
+ Advise and give feedback to working groups or individuals to write evaluation forms that meet the correct requirements.
+ Support schools in completing self-assessment reports.
+ Promote the correct implementation of self-assessment progress.
Implementation measures:
The Department of Education and Training establishes an advisory group on educational quality assessment work. The advisory group members include experts from the Department of Education and Training and managers with experience in implementing educational quality assessment work, who have participated in external assessment teams. The assignment of members of the advisory group to support schools in the process of implementing the assessment must be appropriate to the capacity, qualifications and experience of each member. The Department of Education and Training plans and notifies the members of the advisory group to support the assessment work when requested by the school.
Conditions of implementation:
- Members of the consulting team must understand the professional practice of quality assurance and quality control.
- The time to support schools must be appropriate for each member of the advisory team.
- There must be coordination between the Department of Education and Training, relevant authorities, schools providing psychological counseling training and consensus from secondary schools.
3.2.6. Measure 6: Promote the application of information technology in self-assessment activities in secondary schools.
Purpose of measures:
The application of information technology in quality assurance activities, especially quality control activities, is very necessary. It not only helps quality control activities to be carried out faster and more effectively, but also shortens the implementation process.
The use of the KĐCLGD software has been very effective when in the 2017-2018 school year, the Thai Nguyen City Department of Education deployed it to all schools. When using this software, schools no longer have to make reports but only need to enter data and print reports. When the implementation of the assessment activity is completed, the inspector only needs to open the system to check the school's errors and guide corrections in the implementation of the assessment without having to go down to check many times.
Implementation content:
- Schools train teachers and staff to use computers proficiently.
- Advise the Department of Education and Training and the People's Committee of Thai Nguyen City to provide funding to purchase KĐCLGD software.
- Use KĐCLGD software.
- Consult with the Department of Education and Training and the Department of Education and Training to organize training for all teachers and staff to use the KĐCLGD software.
Implementation measures:
At the beginning of the school year, schools organize training sessions on information technology for teachers and staff. The training is mainly on using Word, Excel, Power Point. Especially using Word, because many teachers are not proficient in using Word, so when participating in the assessment activities, they are not fast in using computers and still make mistakes. When organizing training, the Board of Directors regularly checks the progress of teachers.
The Department of Education and Training and schools consulted in writing with the Department of Education and Training and the People's Committee of Thai Nguyen City to provide funds for schools to purchase educational quality assessment software to create the most favorable conditions for schools to effectively carry out educational quality assessment activities.
The Department of Education and Training coordinates with the software provider of the KĐCLGD to organize training for teachers and staff of schools as soon as possible. The training process requires schools to implement direct data entry.
After being granted the KĐCLGD software, schools seriously carry out the evaluation on the software. During the usage, if there are any problems, please request the software provider to answer and support.
Conditions of implementation:
- Teachers and staff must have knowledge of using computers. Actively learn and participate in using information technology.
- There must be coordination between the Department of Education and Training, Thai Nguyen City People's Committee, Thai Nguyen City Department of Education and Training and schools.
- The software supplier must send staff for training.
3.2.7. Relationship between measures
To effectively implement the assessment activities of secondary schools in Thai Nguyen City, I have proposed the 6 measures mentioned above. Although the proposed measures are relatively independent of each other, they have a close dialectical relationship with each other, supporting, complementing, and promoting each other to improve the quality of management of educational quality assurance, including assessment activities for the Department of Education and Training and Principals of secondary schools.
Each measure has its own impact on management activities, and is an element that creates a complete system. This measure will be the basis, premise and condition for implementing the next measure. Each measure for managing the assessment activities of secondary schools is a component of a unified entity, organically related to each other, interacting with each other to improve the quality of education of the school conducting the assessment.
Therefore, when implementing the above 6 measures synchronously, it will create a breakthrough in improving the effectiveness of managing secondary school quality assurance activities according to the standards of educational quality assurance in Thai Nguyen city, Thai Nguyen province.
3.3. Testing the necessity and feasibility of proposed quality control management measures
3.3.1. Purpose of the test
To clearly determine the necessity and feasibility of measures to manage educational quality assurance activities in secondary schools in Thai Nguyen city.
3.3.2. Test subjects
Are managers, teachers and staff. Including: Principal: 6 people; Vice Principal 06 people; Teachers and Staff 48 people. Total: 60 people.
3.3.3. Content and method of testing
- The main content of the test is the necessity of measures to manage self-evaluation activities and the feasibility of measures to manage self-evaluation activities in secondary schools in Thai Nguyen city.
- Testing method: Use a survey to survey opinions and evaluation.
- Direct interviews with managers and teachers.
3.3.3.1. Test results to evaluate the effectiveness and feasibility of the measures
After implementing the above measures in 06 secondary schools in TPTN, I used a survey form (Survey Form No. 3) to evaluate the necessity and feasibility of the measures for teachers and staff (including the Principal, Vice Principals, teachers and staff, a total of 60 people). After synthesizing the results, the results are as follows:

According to the above synthesis results, 100% of opinions assessed that the above measures are necessary and very necessary for self-evaluation activities in secondary schools. All measures are suitable for the actual situation in the applied schools.
- Measure 1 " Actively train managers and teachers of secondary schools in the city on educational quality assessment activities. "
Thai Nguyen " has 66.7% of opinions assessing it as very urgent to implement, 33.3% of opinions commenting it as urgent.
- Measure 2 "Actively organize training sessions on self-assessment activities and practice self-assessment skills for staff and teachers of secondary schools in Thai Nguyen city" was assessed as urgent by 25/60 respondents, accounting for 41.6%, and very urgent by 58.4% of opinions.
- Measure 3 "Strengthening inspection of self-assessment activities of educational quality according to the standards of educational quality assurance in secondary schools in Thai Nguyen city": 41.6% of opinions assessed it as urgent, 58.4% commented that it was very urgent.
- Measure 4 "Improving conditions to support self-evaluation activities in secondary schools": 55% of opinions said it is urgent to implement, 45% said it is very urgent.
- Measure 5 "Promote the establishment of a consulting team to conduct educational quality assessment in secondary schools": 25% of opinions said it was very urgent and 75% assessed it as urgent to implement.
- Measure 6 "Promoting the application of information technology in self-assessment activities in secondary schools" is agreed by 100% of teachers and staff as very necessary.

To survey the feasibility of the above measures, I conducted a survey through a referendum (Form No. 4) to survey the feasibility of measures to manage self-assessment activities of secondary schools according to the KĐCLGD standards and got the following results:

Thus, in measures 1, 2, 3, 5, 6, 100% of opinions said that when implemented, they were feasible and very feasible. However, in measure 4, 6.7% of opinions said that it was not feasible. Specifically as follows:
- Measure 1 "Implementing well the direction to raise awareness of cadres and teachers in self-assessment activities in secondary schools" has 28.4% of opinions assessing it as very feasible to implement, 71.6% of opinions commenting that it is highly feasible.
- Measure 2 " Actively train managers and teachers of secondary schools in Thai Nguyen city on educational quality assessment activities " has 66.7% of opinions assessing that when implemented it will be highly feasible, 33.3% of opinions assessing that it is very feasible.
- Measure 3 "Inspecting schools on self-assessment activities according to secondary school education quality assessment standards": 75% of opinions assessed it as feasible, 25.0% commented that it was very feasible.
- Measure 4 "Improving conditions to support TDG activities": this is the measure with the lowest feasibility assessment, with 6.7% of opinions assessing it as unfeasible, 66.7% of opinions assessing it as feasible, and 26.6% of opinions assessing it as very feasible.
- Measure 5 "Building a consulting team to conduct educational quality assessment and a psychological consulting board": 75% of opinions said it was feasible and 25% assessed that it would be very feasible when implemented.
- Measure 6 "Application of information technology in training activities" 48.3% of opinions said it was feasible and 51.7% assessed that it would be very feasible when implemented.
