2.2.1.3. Technical facilities for tourism

Tourism infrastructure includes accommodation, dining, sports, entertainment, transportation, etc.

- Accommodation

In the period 2000 - 2010, accommodation facilities serving tourism in Phu Yen developed quite rapidly. In 2000, there were only 12 facilities operating with 251 rooms and 512 beds. In 2005, the number increased to 24 facilities with 536 rooms and 1,051 beds. By 2010, Phu Yen had about 100 accommodation facilities with 2,178 rooms and 4,000 beds. In 2013, the whole province had 2 5-star hotels (Cenduluxe hotel, Vietstar Resort & Spa Phu Yen), 2 4-star hotels (Kaya, Saigon - Phu Yen), 01 3-star hotel, 04 2-star hotels, 39 1-star hotels, 51 motels meeting tourism business standards. Some large hotels and tourist areas have come into operation.

In recent years, tourism has developed quite strongly, the number of tourists staying in the period 2010 - 2010 increased by an average of 23.6%/year, of which international visitors increased by 34%.

The quality of accommodation facilities is always focused on improving such as increasing equipment, modern facilities, and training professional staff. The scale of accommodation facilities is mainly small and medium scale, reaching an average of 22.09 rooms/facility. The number of facilities with less than 20 rooms accounts for 55.2%, from 20 to 40 rooms accounts for 26.86%, and over 40 rooms accounts for 11.94%. Some hotels have a large number of rooms: Cendeluxe has 218 rooms, Saigon - Phu Yen has 90 rooms, Kaya has 82 rooms... Among the accommodation establishments, 9.5% belong to state-owned enterprises, 90.5% belong to private enterprises and foreign joint ventures.

- Dining establishments, restaurants

Dining establishments and restaurants can be located within or independent of accommodation establishments, entertainment establishments... Phu Yen has recently paid great attention to developing these establishments. Currently, Phu Yen has about 40 restaurants located within accommodation establishments with 18,500 seats, serving various dishes to meet the needs of tourists. There are 67 dining establishments outside hotels with 8,500 seats, of which 26 are large-scale and of high quality. They are mostly located in Tuy Hoa City. Prices for dining services in Phu Yen are much cheaper than in other places, averaging from 50,000 - 200,000 VND/meal. This is an advantage for tourism in the province.

- Other entertainment and service areas

Entertainment areas including sports centers, theaters, cinemas, swimming pools, dance halls, etc. have a complementary effect, and sometimes even play an important role in attracting visitors.

The quantity and quality of labor are important factors affecting the quality of tourism services. Labor in the tourism industry includes direct labor and indirect labor. Direct labor is labor working in hotels, restaurants, travel agencies, and other tourism service establishments. Indirect labor participates in tourism-related activities. The ratio between direct and indirect labor is usually 1/2.2. In recent times, the number of tourism workers in the province has increased sharply. The quality of labor resources is improving day by day.

Despite a significant increase in the industry's workforce in recent years, Phu Yen's tourism workforce is still lacking and weak compared to other provinces and cities in the region: Da Nang City, Binh Dinh, Khanh Hoa, Binh Thuan, etc. In general, the province's untrained tourism workforce still accounts for a high proportion, with the majority having elementary professional qualifications and low foreign language proficiency. Currently, Phu Yen's tourism workforce is lacking in both quantity and quality.


2.2.1.5. Planning and development investment work

With appropriate policies and guidelines, Phu Yen has attracted many investors from within and outside the province. In the period of 2006 - 2010, the Provincial People's Committee has approved investment in 54 projects, with a total area of ​​over 1,726 hectares and a total registered capital of VND93,163 billion. Of which: domestic investors: 43 projects with a capital of VND12,284.4 billion; foreign investors: 11 projects with a capital of USD5,054.9 million. Among the investment projects, some have been put into effective operation such as Thuan Thao Ecological and Entertainment Center, Da Bia Ecological Tourism Area, Bai Bau Tourist Area, Nui Thom Tourist Area... In general, because Phu Yen is a poor province, the tourism budget is still limited, so investment capital for tourism is still low and has not met the development needs.

2.2.1.6. Tourism promotion and advertising work

Before Phu Yen hosted the National Tourism Year of the South Central Coast (2011), very few people knew about this land. The above event was truly an important event marking a turning point in the province's tourism. Activities before, during, and after the event significantly increased the number of visitors to Phu Yen. The promotion and advertising of Phu Yen tourism had been carried out before, but really strengthened since the above event. Some notable events:

- In 2001, there were: Vietnam Prospects Exhibition (first time); Vietnam - USA Exhibition.

- 2002: Vietnam Prospects Exhibition Fair (2nd time).

- April 2003, organized the first tourism investment promotion conference in Ho Chi Minh City.

- 2004: Vietnam International Agricultural Fair.

- March 2005, organized the Tourism Investment Promotion Conference in Ho Chi Minh City (2nd time).

- In 2009: The 22nd Charming Vietnam Program; Sao Mai 2009 Final Contest.

- In 2010 there were: Sao Mai Rendezvous Contest 2010; Miss Earth 2010.

- In 2011, many major events were held: The 23rd Charming Vietnam Program; The Nguyen Tieu Poetry Festival on Nhan Mountain; The Culture, Sports and Tourism Festival.


Vietnamese ethnic groups in the Central Highlands region; Professional Music and Dance Festival of the Central Highlands provinces; 17th Vietnam Film Festival...

- In 2012: Conference to promote and advertise Phu Yen tourism in the Central Highlands provinces.

- In 2013: Conference to promote and advertise Phu Yen tourism in Hanoi.

- July 2014: Conference to promote and advertise Phu Yen tourism in Ho Chi Minh City.

Phu Yen has signed cooperation programs to develop tourism with many provinces and cities in the South Central region, Central Highlands, Ho Chi Minh City, Hanoi... The province has organized many delegations to work in countries: EU, ASEAN, China, Japan, Korea, Singapore... to research the tourism market as well as promote the image of Phu Yen to the world.

Phu Yen has also created many tourism promotion publications: Phu Yen tourism website, tourism books, Phu Yen trade and tourism promotion handbook, Phu Yen tourism map, tourism photos, Phu Yen tourism documentaries... Cooperating to promote Phu Yen's image with Vietnam Television, tourism and entertainment magazines, websites of many travel companies...

In general, Phu Yen has made great efforts to introduce the image of the province to domestic and foreign tourists. This has brought about initial remarkable successes. However, due to limited funding, mainly state capital, and some travel companies not being really active in promoting Phu Yen tourism, the effectiveness is still low and the activities are still vague.

2.2.1.7. State management of tourism

Based on the Government's guiding documents on tourism, with the support of the General Department of Tourism and the Institute for Tourism Development Research, the province has issued many resolutions on tourism development at different stages. In the period of 2011 - 2015, it can be mentioned as: Resolution No. 36/NQ-HDND (2011) " On tourism development in Phu Yen province in the period of 2011 - 2015 and orientation to 2020" ; Decision of Phu Yen Provincial People's Committee No. 1194/QD - UBND (2011) approving "Master plan for economic development


socio-economic development of Van Hoa plateau, Phu Yen province to 2020"; Decision of Phu Yen Provincial People's Committee No. 911/QD - UBND (2013) approving "Project on decentralization of management of ranked relics and scenic spots in Phu Yen province"... The above resolutions are the basis for orienting tourism, managing tourism activities in the province easily, to attract investment from domestic and foreign travel companies. Through each stage, Phu Yen province has a preliminary and final summary of the results of implementation in the tourism industry, making plans for the next stage. The provincial tourism industry has coordinated with many other related sectors: public security, transportation, information and communication, construction, education... to coordinate the implementation of tourism programs and projects.

2.2.2. Current status of tourism development by territory

2.2.2.1. Tourist attractions

- Vung Ro

Type of relic: national historical relic. Year of recognition: June 18, 1997.

Location: Hoa Xuan Nam commune, Dong Hoa district. Area: 1,640 ha.

Vung Ro is surrounded by the Deo Ca, Da Bia, Hon Ba mountain ranges in all three directions: North, East, West. In the bay, there are many beaches: Bai Chua, Bai Tran Chau, Bai Bang... Da Bia - Vung Ro - Deo Ca are typical historical and cultural sites of Phu Yen. During the resistance war against the US, this was the place to welcome unnumbered ships on the Ho Chi Minh trail at sea. Currently, Phu Yen province is planning to build this place into the first sailing bay in Vietnam, including a wharf with a capacity of 350 sailing boats ranging in size from 10 - 60 m and a system of accompanying services. However, the construction of the seaport and Vung Ro oil refinery has led to conflicts of interest between sectors, which has significantly affected the development of tourism here. Vung Ro is adjacent to National Highway 1A, National Highway 29, on the Phuoc Tan - Bai Nga route and has Vung Ro seaport, so it is convenient in terms of transportation for tourism development. However, in terms of infrastructure, there are currently no hotels here, only a few motels of poor quality, so they cannot meet the accommodation needs of tourists.
