Since we opened the market economy, when the entertainment industry began to develop in Vietnam and especially since 2000, it has developed very strongly. State-owned theaters and art troupes at that time really had difficulty competing with the free performance market, so the goal of public theaters was to propagate politics through culture and art, so their mission was very clear. The performances of Vietnamese theaters had a line, like no matter what, they had jobs, they had political missions, they were all assigned to do a certain number of programs a year, to serve these programs, events, and that events. That is how to maintain public theaters now. That also has to face the difficult life of artists, because the gap between the entertainment industry outside and the state salary for an artist is very large, the situation of the theaters is a lot of brain drain, singers who are not famous at first stay at the theater, when they compete in a few competitions and win prizes, they leave, or famous stars do not return to the theater to work because firstly, it is about time, work schedule, secondly, the working environment is also more restrictive, more disciplined than freelance artists, freelance salaries are higher. Brain drain, not being able to submit to talented people is common. Public theaters have very few stars, although many people sing well, but pushing artists in the theater to become B-list stars in the entertainment market is already very difficult. That is why theaters without many outstanding artists and stars cannot attract public attention when performing unless they perform outdoors, in public places, without selling tickets such as walking streets or squares. If they sell tickets, they must invite outside stars.

The weakness of public theaters in Vietnam today is that the leadership thinking of many theaters is not innovative. They have many reasons such as no time, no budget, urgent practice, strict censorship, so for many years, Vietnam has been singing songs about the Party, about Uncle Ho, about the homeland and the country, but there is no creativity, Vietnam is stereotyped, Vietnamese dance is like that, lining up, staging the formation like that. Especially when I go to see the national music and dance festival, it is the same. Recently, some theaters have changed, but most of them are in other localities, Vietnam has the same model, I feel like watching 15-20 years ago, there is no audience because the young audience often demands something more real, closer, more updated, most theaters cannot meet, so the programs are not attractive to the majority, the young audience now is the current situation. When doing big shows to sell tickets is difficult, almost impossible to sell tickets.



That's why the theaters are operating very slowly, even excluding the 2 years of covid, in the past 10-20 years, the public theaters have been like that, relatively mechanical, old-fashioned thinking, some people want to do well or don't have the conditions to do well, some people don't need to do well, that's enough, some leaders of some theaters don't need to worry too much, they just do what they are assigned, the rest of the brothers go out and run shows, my point of view is that in fact, the theaters, except for the traditional art units that I support, should be kept because traditional art cannot follow the taste, it needs investment and support from the state, and the music and dance theaters should review whether they need theaters or not, if they need theaters, what tasks should be assigned to the theaters, besides political tasks, what do they need to do, only then can the theaters ensure political work and meet the needs. public entertainment, when meeting the entertainment needs of the young public, propaganda work will be effective, then the state's propaganda goals will be achieved, it must be integrated when there is a good program, attractive to young people, then propaganda messages and content must be included, management agencies should also sit down with theaters to find a direction, can support theaters to achieve both goals, that is what we aim for in state theaters in the present and the future.

DECISION

ON APPROVAL OF THE CULTURAL DEVELOPMENT STRATEGY TO 2030


PRIME MINISTER


Pursuant to the Law on Organization of the Government dated June 19, 2015; Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Government dated November 22, 2019;

Pursuant to Conclusion No. 76-KL/TW dated June 4, 2020 of the 13th Politburo on continuing to implement Resolution No. 33-NQ/TW of the 11th Party Central Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development;

Pursuant to Resolution No. 102/NQ-CP dated December 31, 2014 of the Government promulgating the Government's Action Program to implement Resolution No. 33-NQ/TW dated June 9, 2014 of the 11th Party Central Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development;

Pursuant to Resolution No. 50/NQ-CP dated May 20, 2021 of the Government on the Action Program to implement the Resolution of the 13th National Congress of the Party;

At the request of the Minister of Culture, Sports and Tourism.


DECISION:


Article 1. Approval of the Cultural Development Strategy to 2030 (hereinafter referred to as the Strategy) includes the following contents:

I. VIEWPOINT

1. Culture is the spiritual foundation of society, both the goal and the driving force for socio-economic development. Culture must be placed on par with and developed in harmony with economics, politics and society; ensuring cultural and human factors in economic development; adapting to the development trend of the Fourth Industrial Revolution, new and modern technologies and socio-economic and human changes due to the impact of natural disasters, epidemics, crises, etc.

2. Building and developing an advanced culture, imbued with national identity, humanism, democracy and science, and unity in the diversity of the ethnic community is the cause of the entire people, led by the Party, managed by the State, with the people as the creative subjects, and the team of intellectuals, artists and cultural workers playing a core role.

3. Developing culture for the perfection of human personality and building people to develop culture, focusing on taking care of building people with good personality and lifestyle, with basic characteristics: patriotism, humanity, loyalty, honesty, solidarity, diligence, creativity.

4. Promote all development resources so that culture truly becomes an endogenous strength, a driving force that strongly arouses patriotism, national pride, belief, and aspiration to build a prosperous and happy country; a factor that promotes the development of the Vietnamese people, making them the center, subject, most important resource, and goal of development.

5. Proactively cooperate and promote Vietnam's cultural values ​​to the world, promote cultural soft power, and make an important contribution to the combined strength of the entire political system to improve



the country's position in the international arena, creating a peaceful environment, firmly protecting the Fatherland, ensuring sustainable development and international integration.

II. OBJECTIVES

1. General goals

a) Building and developing Vietnamese culture and people comprehensively, in accordance with the trends of the times, the requirements of the Fourth Industrial Revolution and the enormous impacts on the economy, society and people of natural disasters, epidemics, crises...

b) Building a healthy cultural environment in all areas of social life. Continuously improving the spiritual life of the people, gradually narrowing the gap in cultural enjoyment between urban and rural areas, between regions, policy subjects and disadvantaged groups; focusing on developing the culture of ethnic minority areas.

c) Perfecting the market mechanism in the cultural sector in conjunction with the socialist-oriented market economy. Prioritizing the development of a number of cultural industries with potential and advantages.

d) Have a breakthrough mechanism to attract and utilize talents, mobilize resources to develop culture and people

2. Specific goals by 2030

a) Strive for 100% of provincial-level administrative units to have all three types of cultural institutions, including: Cultural Centers or Cultural - Art Centers, museums, and libraries; 100% of district- and commune-level administrative units to have Cultural - Sports Centers.

b) Strive for at least 95% of special national relics and about 70% of national relics to be restored and embellished; about 70% of the heritages in the National Intangible Cultural Heritage List have projects and programs to protect and promote their values. There are at least 05 heritages to be listed by the United Nations Educational, Scientific and Cultural Organization (UNESCO) according to UNESCO Conventions.

c) Ensure that at least 75% of people in remote, border, and island areas, and 80% of communes in ethnic minority and mountainous areas enjoy and participate in cultural activities, listen to and watch national and local radio and television channels;

d) Ensure that about 85% of localities, agencies and units achieve cultural titles in the Movement of All People Uniting to Build a Cultural Life and emulation movements and campaigns on building a grassroots cultural life. Inherit and promote the quintessence of traditional family culture to build a modern and civilized family culture.

d) Every year, 10-15 quality cultural and artistic criticism theoretical research works are published; 02 authors have won the ASEAN Literature Award and about 20-30 cultural, literary and artistic works and projects on national history, history of revolutionary struggle and the country's renovation process. Develop a program for creation and research on Vietnamese culture and art in 100 years (1930-2030) under the leadership of the Party.

e) Strive to computerize 100% of units carrying out cultural activities, especially state management units of culture - arts, practice and performance of culture and arts.

g) Strive for the added value of cultural industries, especially cinema, performing arts, cultural tourism, fine arts, photography, exhibitions, and advertising, to contribute 7% of GDP; the average annual growth rate of added value will reach 7%. Strive to have 1 to 3 creative cities in the UNESCO Creative Cities Network in the fields of design, cuisine, crafts and folk arts, audiovisual media arts, cinema, literature, and music.

h) Strive to increase investment in culture to at least 2% of total annual budget expenditure.

III. TASKS AND SOLUTIONS

1. Raise awareness and promote propaganda on cultural development

a) Raising awareness and responsibility of all levels, sectors, localities and the whole society about the position, role and contribution of culture in sustainable socio-economic development and international integration;



Culture truly “stands on par with economics and politics”. Every 5 years, organize a National Cultural Conference.

b) Promote propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws on building and developing Vietnamese culture and people. Strengthen, diversify, innovate and improve the quality and effectiveness of activities, content and forms of propaganda and education on cultural values, ethics and lifestyles for people, especially the young generation.

c) Invest in developing new mass media and communication channels; improve the quality of communication products, meeting the increasing needs of people for access to information and enjoyment of culture and art.

d) Promoting scientific and technological achievements associated with digital transformation in the fields of culture and arts to expand access and raise awareness among people and the community.

d) Focus on information management on the Internet and social networks to guide people's thinking and aesthetics, especially for young people. Develop a system of solutions to prevent negative influences and impacts of mass media and new media on people.

2. Perfecting institutions, policies and legal framework

a) Review and perfect mechanisms and policies, promptly remove difficulties and obstacles, form a legal and institutional framework to promote all potentials and resources, and create momentum for culture to develop in a modern, integrated and sustainable direction.

b) Focus on developing, amending and supplementing legal regulations on: Cinema, Sponsorship, Donation in the cultural field, Cultural heritage, Intellectual property, Prevention and control of domestic violence, Advertising... Complete and supplement legal regulations on copyright and related rights to meet the requirements of protection and enforcement of domestic rights and international integration; complete legal frameworks to promote cultural development and develop cultural industries.

c) Review and promulgate policies and mechanisms to encourage and reward intellectuals, artists, artisans, and organizations and individuals operating in the field of culture and arts to promote their talents and creative abilities, promote culture and arts, and teach heritage in the community, while at the same time extensively developing mass cultural and artistic activities.

d) Promote administrative reform, rectify procedures, tighten discipline, innovate methods of providing effective cultural management services; specifically decentralize cultural management responsibilities to localities.

d) Develop a national cultural index for sustainable development, as a basis for evaluating and proposing institutions, policies, and legal frameworks for the cultural sector.

3. Building comprehensively developed Vietnamese people

a) Gradually forming standard values ​​that contribute to the comprehensive development of Vietnamese people to meet the requirements of industrialization, modernization, the requirements of the Fourth Industrial Revolution and international integration, adapting to the impacts of natural disasters, epidemics, crises..., enhancing endogenous strength to overcome limitations, prevent and repel social moral degradation.

b) Strengthen art education, improve the people's ability to appreciate art, especially the young generation, through educational programs in schools, social activities and in the media.

c) Ensure the right to access, enjoy, participate in and create culture for each citizen and community through cultural and artistic centers along with other cultural institutions such as museums, libraries, etc.

d) Develop a code of conduct in each field and profession of social life; promote propaganda activities, commend good examples, promptly criticize wrongdoings and negative behaviors; reward and punish strictly.



4. Building a healthy cultural environment to motivate economic and social development and international integration

a) Focus on developing distinctive culture in each specific area of ​​social life: education and training, science and technology, press and media, religion and belief...

b) Develop regulations, rules, and criteria for cultural environment in: families, schools, communities, Party and State agencies, unions, armed forces, businesses, social organizations, etc., to form standards of cultural ethics and behavior. Promote effective implementation of cultural and civilized behavioral rules in the social network environment.

c) Exploit and promote the effectiveness of existing cultural institutions. Encourage investment in the construction of a number of large-scale cultural works of high artistic value as highlights in major cities and major economic, cultural and tourist centers, associated with the preservation and promotion of national cultural identity, meeting the needs of cultural enjoyment and creation, and the requirements of international integration.

d) Implement well the democratic regulations at the grassroots level. Promote the role and exemplary spirit of cadres, party members, heads of agencies, organizations, and prestigious people in the community in implementing regulations and ethical standards, truly being a shining example and the core in building a cultural environment.

d) Promote the people's role as masters in building cultural life, further promote the restriction and gradual elimination of backward customs and practices. Build a cultural, progressive, civilized lifestyle in urban and rural areas, especially in weddings, funerals, and festivals; promptly rectify the exploitation of religious activities to spread mystical idealism, practice superstition, and cause social insecurity. Improve the quality and effectiveness of cultural campaigns and emulation movements.

5. Improve the quality and effectiveness of cultural activities

a) Improve the quality of life and happiness index of Vietnamese people. Encourage and create conditions for all people to proactively participate in organizing community cultural activities, promoting creativity. Innovate cultural activities in accordance with the development of information technology and social and human changes due to the impact of natural disasters, epidemics, crises, etc.

b) Develop the literary and artistic career, create conditions for the creativity of the literary and artistic team to produce many works of ideological and artistic value, imbued with the spirit of humanity, nation, democracy, progress, reflecting truthfully, vividly, deeply the life, history of the nation and the cause of national renewal. Promote the creation and promotion of works and projects on the theme of revolution, resistance, the cause of national renewal and development, and national history under the leadership of the Party over the past 100 years.

c) Strengthen protection and promote diversity of cultural expressions in the community, focusing on developing young talents, prioritizing ethnic minorities and women to ensure gender equality in the cultural field.

d) Build and effectively organize cultural and artistic movements in the locality; periodically organize festivals, exchanges, cultural, sports and tourism festivals of ethnic groups in each region or each ethnic group; organize a variety of cultural and artistic programs to serve people in remote, border, island and ethnic minority areas.

d) Select and publish domestic and foreign literary and artistic works of ideological and artistic value. Focus on developing paper books and e-books. Prevent and handle activities of creating and disseminating literary and artistic works that have negative impacts on social life.

e) Continue to implement the State's ordering policy for literary and artistic works; make in-depth investments to produce quality literary and artistic works.

g) Strengthen socialization and encourage the development of non-public grassroots cultural institutions.

6. Protect and promote national cultural heritage

a) Complete the planning tasks and planning for the preservation, restoration and rehabilitation of relics. Focus on investing in the preservation, restoration and rehabilitation of special national relics, world heritages, historical relics -



Culture has typical values, serves traditional education and economic development; links the preservation and promotion of cultural heritage with tourism development.

b) Improve the quality of collection, research, inventory, and classification of intangible cultural heritage and documentary heritage. Restore and preserve some types of intangible cultural heritage and traditional arts at risk of fading away, prioritizing the cultural heritage of ethnic groups with a population of less than 10,000 people. Promote the value of intangible cultural heritage recognized by UNESCO, contributing to promoting the image of the country and people of Vietnam.

c) Improve and develop the museum system, innovate the content and form of exhibitions, upgrade equipment and exhibition systems, promote the application of science and technology. Invest in building a number of national museums, specialized museums at central and local levels; develop virtual museums. Develop a legal framework for the establishment and operation of private museums.

d) Innovate and improve the quality of cultural heritage education inside and outside schools by diversifying models, methods and scales; increase socialization of heritage education activities.

d) Innovate and improve the treatment and honor of artisans; create conditions for artisans to participate in teaching and promoting heritage in the community at home and abroad.

e) Digitize and create digital maps of special national monuments, national monuments, national treasures, and documentary heritage. Upgrade and effectively exploit the database on cultural heritage of 54 Vietnamese ethnic groups in accordance with the requirements of the Fourth Industrial Revolution.

7. Perfecting the market mechanism in the cultural field, prioritizing the development of a number of cultural industries

a) Focus on perfecting and synchronizing the market mechanism in the cultural field in the direction of socialism, creating a favorable environment to mobilize, distribute and effectively use cultural resources to promote investment, creation, production, distribution and consumption of cultural products and services.

b) Have preferential mechanisms, simplify administrative procedures, create a favorable investment and business environment for businesses investing in the cultural industry; encourage businesses to invest in developing cultural industries with advantages and potential such as: cinema, performing arts, cultural tourism, etc.

c) Increase public access to and use of cultural products and services. Encourage the formation of small and medium-sized funds in cultural industrial creative activities.

d) Raise awareness of law enforcement on copyright and related rights throughout society. Strengthen and enhance the effectiveness of management agencies and copyright enforcement agencies from central to local levels.

d) Develop unique cultural industrial products and services; establish a coordination mechanism to enhance promotion, trade promotion, and boost the export of cultural industrial products and services; gradually build and develop a prestigious Vietnamese brand in domestic and foreign markets, meeting the standards of developed countries and participating deeply in the global chain of cultural products and services.

e) Prioritize the development of a number of cultural industries and key cultural products with potential and advantages, such as cinema, performing arts, fine arts, photography, exhibitions, cultural tourism, etc.; promote the development of contemporary art forms, gradually improving the competitiveness of cultural industries. Review, adjust, supplement or build a new Strategy for the development of advantageous cultural industries, suitable for development requirements in the new period.

8. Proactively integrate, enhance cooperation and international cultural exchange

a) Proactively expand cultural cooperation with other countries, diversify forms of cultural diplomacy, deepen international cultural relations and achieve practical results; selectively receive the quintessence of world culture, enrich national culture; support localities sharing borders with China, Laos, and Cambodia to organize exchange programs to promote and introduce local culture to other countries.
