Implementing the Project to support cement for rural infrastructure investment and new rural construction under the mechanism of the state and people working together until 2020 (Project 114), communes have promoted the improvement of the quality of new rural construction criteria. The total capital allocated to integrate the New Rural Construction Program in 2017 is 35,010.346 million VND. Completing the 0.4kV power line project to supply electricity to the two villages of Cao Bành and Gia Vai, the state budget supported 400 million VND.
3.2. Current status of new rural construction in Ha Giang city, Ha Giang province
3.2.1. General assessment
On New Rural Construction Planning
Currently, the city is continuing to review, adjust and supplement the planning for the development of rural economic - social - environmental infrastructure in the new rural commune planning project to ensure harmony between rural development and urban development; develop new residential areas and renovate existing residential areas in the commune.
On socio-economic infrastructure development
- Traffic Criteria: Completed 16,511m of all types of roads (of which 4,303m were newly built, 12,208m were upgraded and repaired) in 3 communes, including: 2,353m of commune roads, 12,565m of village roads from 2.5 - 4m, 1,593m of inter-family and household roads, 50m of spillway. By the end of 2017, through assessment:
+ Commune main roads reach 100%;
+ Village and inter-village roads: Ngoc Duong commune reached 96.8%, Phuong Thien 86.4% and Phuong Do 80.84%.
Clearing the K8 road corridor of Phuong Thien commune, 1.2km long, including 54 households, currently has cleared waste rock to manage the corridor, planted trees as a basis for building the commune's green road.
- Irrigation criteria: Basically meet the needs of production and daily life in the area. Up to now, the rate of land area for production with proactive irrigation water has reached over 86.3%. Completed the final settlement of 2 irrigation works Coc Nghe Cao Banh village and Irrigation village
Cao Bành, Gia Vai, Tien Thang (Investor: Department of Agriculture and Rural Development); upgrading, repairing, dredging canals, serving production and daily life in villages with a total length of 3.56km, serving production and daily life in villages.
- Electricity Criteria: Complete the construction of intra-village electricity lines for Cao Bang and Gia Vai villages, Phuong Thien commune, 2.5km long, in the form of joint work between the State and the people. Complete the installation of lighting lines to serve community tourism activities in Lam Dong village, Phuong Thien commune; Ban Cuom 2 village; Ban Tuy and Son Ha villages, Ngoc Duong commune.
- Rural Market Criteria: Build and renovate 2 market houses in Phuong Do and Phuong Thien communes, the area of 2 market houses is 1,960 m2 ( Phuong Do commune market 700m2 , Phuong Thien 1,260 m2 ) , concrete yard area is 6,200m2 ( Phuong Do market 2,800m2 , Phuong Thien 3,400m2 ) and sanitary facilities to serve the market houses.
- Income Criteria: Increase income for people in 2017 is estimated at 25 million VND/person/year, an increase of 5 million VND compared to 2015. The poverty rate in 2015, according to the old criteria, Ngoc Duong commune had 5/760 households, accounting for 0.66%; Phuong Thien commune had 16/870 households, accounting for 1.8%, Phuong Do commune had 21/831 households, accounting for 2.53%; By 2017, Phuong Do commune had 1.36% (down 4 households, rate 1.33% compared to 2016); Phuong Thien commune had 2.69% (down 12 households, rate 1.09%); Ngoc Duong commune had 1.19% (down 5 households, rate 0.58%).
- Environmental criteria: Movements on environmental sanitation in villages and households continue to be carried out regularly, creating a bright, green and clean rural environment. Continue to effectively carry out movements on environmental sanitation in villages and households in the area, maintain the work of cleaning village roads and coriander twice a month, plant green fences, remove partitions under floors that affect the aesthetics and environmental sanitation, continue to maintain the removal of toilets on ponds, and tidy up household premises.
Developing production associated with restructuring the agricultural sector, shifting the rural economic structure, and increasing people's income
Continue to effectively implement the Project on restructuring the agricultural sector (applying science and technology and reorganizing production for the people). Well implement the program on reorganizing farmers' production in the period of 2014 - 2020, according to Resolution 02 of the Provincial Party Committee Standing Committee and Action Program No. 14-CT/TU dated September 29, 2014 of the Ha Giang City Party Committee Standing Committee.
- Implement the plan to build Ngoc Duong commune as a typical and model in agricultural economic development, period 2016-2020, specifically: The goal is to increase the value of harvested products per unit area of annual crops, develop culinary services and community tourism...
Results of 2017, the value of harvested products/1 ha of cultivated land annually reached 90 million VND/120 million VND, reaching 75% of the target; average income per capita reached 25 million VND/35 million VND/person/year, reaching 71.4% of the target; average herd growth rate reached 100% of the target (buffalo herd reached 5%; cow herd 7%; poultry herd 9%). Investing in building entertainment areas and sightseeing spots of Ao Sen Ban Tuy, building mini parks to create highlights to attract tourists. Establishing 2 new cooperatives (Ban Tuy Cooperative, Hung Thinh Agricultural Production and Service Cooperative), developing the product "Humpback Chung Cake" of Ban Tuy village...
On reorganizing production according to Resolution 02-NQ/TU of the Provincial Party Committee:
+ Cooperatives: Focus on reorganizing production for farmers, establishing 9 new cooperatives, the total number of cooperatives producing agricultural and forestry products, currently in the area is 32 cooperatives (3 cooperatives following the model of the whole village cooperative), with a total charter capital of 144.3 billion VND, a total of 415 members. Through assessment, there are 10 cooperatives operating effectively, 16 cooperatives operating with an average revenue of 5.4 billion VND, the average income of a member is from 2.5 to 3 million VND, creating stable jobs for over 300 workers, 6 cooperatives operating ineffectively (3 cooperatives operating in the model of the whole village), due to the limited management capacity and production and business organization of the Board of Directors.
+ Cooperative groups: There are currently 21 cooperative groups in the area, with a total of 110 members contributing capital with a total capital contribution of 5.1 billion VND. Basically, the cooperative groups have
Promoting the role of collective economy, exploiting local potentials and advantages, quality products, effective operations are being widely replicated, meeting people's needs.
- Build each commune with 1 typical village in economic development, each village with 1 product:
+ Tien Thang village, Phuong Thien commune: Linking to develop new technology vegetable model, combining with other services, income increased by 2-
>3 million VND/person/month.
+ Tan Tien village, Phuong Do commune: Focus on developing concentrated pig farming of 150->200 pigs/7 households, 2,100 poultry/5 households, average income per household reaches 30-35 million VND.
+ Ta Vai village, Ngoc Duong commune: Maintain the area of VietGAP vegetables of 2 hectares; develop an additional farm growing flowers and ornamental plants of 0.5 hectares; grow mushrooms of 700m2 / 2 households, combine production and business activities with agricultural production with some main products such as (fish, chicken, vegetables...) associated with tourism services, creating stable income, an average of 3->4 million VND/worker/month.
- Each commune has 1 typical product in 2017: including Banh chung gu in Ban Tuy village, Ngoc Duong commune, scale of 110-120 thousand pieces/year/40 households. Average income per household is 60-70 million VND/year. Short-necked duck in Phuong Do commune, scale of 2000 ducks/4 households, average profit of 30-32 million VND/household/batch; black pig in Gia Vai village, Phuong Thien commune, scale of 100 ducks/5 households, average profit of 12->15 million VND/household/batch.
- Trade and service development: The communes have exploited, utilized and promoted the potential and advantages of natural conditions and people to develop diverse types of tourism (eco-tourism, experiential tourism, community tourism, etc.) to shift the economic structure, gradually reduce the proportion of agriculture and forestry, increase the proportion of tourism - services, solve employment, improve living standards and income for people. Phien 2 commune market and Phuong Do commune night market have been maintained regularly to serve well the shopping and exchange needs of the people. Up to now
bring about obvious efficiency, each weekly market session earns about 250 million VND (200 million VND for the market session; 50 million VND for the night market), increasing income for households in the area and in the locality.
- Support vocational training and coaching: Coordinate with Vocational College to complete 3 classes with a total of 90 students, organize 51 training classes with 1,708 participants.
- Support loans according to Resolution No. "209" and "86" of the Provincial People's Council in 3 communes:
Total number of registered households: 224 households, number of households assessed as eligible: 107 households. Disbursement: Total of 1,570 million VND/14 households, of which buying buffaloes and cows is
1,260 million VND/63 buffaloes, cows/11 households; building barns 100 million VND/1 household in Ngoc Duong commune; beekeeping 210 million VND/3 households. Through inspection, all households that received disbursed capital used the capital for the right purpose and effectively. For households that have not completed their records such as: Lack of records proving the area of grass planting, authorization letter from the head of the household, records of assets, land use right certificates, grass planting area not meeting requirements, no barns, land use right certificates not matching the family register, no counterpart capital... The City People's Committee has directed the Economic Department, in coordination with the city's branches, the Bank and the People's Committees of the communes to review and guide households to complete their records for disbursement according to regulations.
Developing culture - education - health in rural areas
Continuing to be consolidated and improved, during the year, 1 school met National standards level 1 (Le Quy Don Secondary School), raising the number of schools meeting standards in 3 communes to 10/11 schools, accounting for 90.9%; the rate of students transferring levels and classes reached 100%.
Developing healthcare at the grassroots level, improving the quality of healthcare for rural people.
Maintain national health standards in communes, organize on-call, initial medical examination and treatment for people. Organize propaganda for people on disease prevention, during the year not to let diseases spread and break out in the area.
Improve the quality of cultural life of rural people.
Completed the project to preserve and promote the cultural identity of the Tay ethnic group in Lam Dong village, recognized by the Provincial People's Committee as having completed the criteria of a typical cultural and tourist village associated with new rural construction for 2 villages (Lam Dong village, Phuong Thien commune and Ha Thanh village, Phuong Do commune, November 2017).
Rural environmental sanitation, pollution remediation and environmental improvement in craft villages.
Movements on environmental sanitation in villages and households continue to be carried out regularly, creating a bright, green and clean rural landscape, eliminating 112 toilets on ponds (Phuong Thien commune 54; Phuong Do commune 58).
Maintain national defense, security and social order in rural areas
Continue to maintain political security, social order and safety, ensure traffic safety in the area. Improve the quality and effectiveness of prevention, combat, containment and suppression of all types of crimes and social evils; ensure security and order in rural areas. 100% of villages and hamlets carry out the movement "All people protect national security" well; there is no proselytizing or illegal migration. Implement well the village and hamlet conventions and regulations on cultural lifestyle, prevention and control of social evils and backward customs; organize self-governing community models to protect social security and order in villages and hamlets. Continue to carry out the task of building residential areas, communes, agencies, enterprises and schools that meet the standards of "Safe in security and order" and meet the requirements of criterion No. 19.
Results of resource use for new rural construction in 2017 .
The total capital allocated for the integrated New Rural Construction Program for 2016 and 2017 is 80,316,090 million VND, including the following programs:
- Capital of National Target Program for New Rural Development:
+ Development investment capital: 7,663 million VND
+ Career capital: 1,365 million VND
+ Government bond capital: 13,942 million VND
- Provincial budget source: 6,071 million VND
- District budget (Integrated capital sources): 51,275 million VND.
The new rural construction program in the past year continued to receive attention and was implemented vigorously and effectively, and there were many positive changes from awareness to action of Party committees and people at all levels. The infrastructure system continued to be invested in and upgraded, creating an increasingly bright, green and clean rural face. The awareness of cadres and people about developing production to increase income was increasingly raised.
Communes have actively mobilized people to change the structure of crops and livestock towards commodities and apply scientific and technological advances to production, ensuring compliance with the right time frame. Many new models have been and are being widely replicated and promoted effectively, the income value per unit area is constantly increasing. The shift from support mechanism to investment support with recovery for effective reinvestment is being widely replicated.
Cooperatives, cooperative groups, craft villages processing agricultural products such as tea, cardamom, and community cultural and tourism villages maintain and develop, creating more jobs for local people, contributing to economic restructuring, and promoting sustainable poverty reduction in rural areas.
3.2.2. Actual results of new rural construction in 3 research communes
3.2.2.1. Results of people's assessment of the current status of new rural construction
a. People's assessment of local changes from the new rural construction program:
The main objective of the new rural construction program is for the benefit of the people, because the people enjoy the results of the new rural construction. Therefore, it is important to evaluate the people's benefits from the new rural construction program. The evaluation results are shown in the following table:

Through the actual investigation in the locality, we found that: the majority of people in the studied communes have a good assessment of the new rural construction program, 83/90 surveyed households said that the new rural construction program brings a better life to the people (accounting for 92.3%), 7/90 surveyed households said that there was no change (accounting for 7.7%). In all 3 communes achieving new rural commune status, 100% of people know about the policies of the Party and State on new rural construction. This proves that the propaganda work in the locality is done well to help people realize the benefits of new rural construction.
