4. Theoretical basis and research methods of the thesis

The thesis is researched based on the basic viewpoints of Marxism-Leninism, Ho Chi Minh's thought and documents of the Party and State of Vietnam on new rural construction and socio-economic development. The policies and directions for new rural construction and socio-economic development in Bac Ninh province; directives and resolutions of the Provincial Party Committee, People's Committee of Bac Ninh province, summary reports, statistical data of agencies, departments, branches and sectors of the province; scientific works related to the topic that have been published; experiences in new rural construction in socio-economic development of some similar localities and results of related practical surveys and research are the theoretical and practical basis of the thesis.

4.2. Research method of the thesis

Based on the methodology of dialectical materialism and historical materialism, the thesis focuses on using specific methods of Marxist-Leninist political economy, which are the method of scientific abstraction, combining logic with history; analysis with synthesis; comparative statistics... In which, the method of scientific abstraction is used and thoroughly implemented throughout the thesis. On the basis of making scientific and reasonable assumptions, the thesis focuses on clarifying the research object in each specific context and condition in order to clarify the essence and nature of economics.

Chapter 1

OVERVIEW OF RESEARCH RELATED TO THE TOPIC

Agricultural and rural development and solving farmers' problems are topics that attract the research attention of many scholars at home and abroad. Regarding the topic of new rural construction in socio-economic development, there have been many scientific works, reference books, theses, dissertations, articles, and magazines that deal with many different perspectives.

1.1. FOREIGN STUDIES ON AGRICULTURE, RURAL AREA, FARMERS AND NEW RURAL AREA CONSTRUCTION

The book “Agricultural policy in developing countries” by Frans Elltis [31] raised the basic issues of agricultural policy in developing countries through theoretical research and practical research in many countries in Asia, Africa, and Latin America. The work "Some issues of agriculture, farmers, rural areas in countries and Vietnam" by Benedict J.tria Kerrkvliet, Jamesscott, collected and introduced by Nguyen Ngoc and Do Duc Dinh [40], studied the role and characteristics of farmers, rural institutions in some countries in the world and the initial results in the study of traditional villages in Vietnam.


The notable points of this work have reference value for solving the problems of our country's current rural development policy such as: the future of small farms, farmers with science, farmers' ideology, forms of land ownership, rural evolution models in rice-growing agricultural countries.

Le The Cuong, in his article, “The practice of modernizing agriculture with Chinese characteristics and lessons learned for Vietnam” [19], analyzed the key contents from the practice of the path of “modernizing agriculture with Chinese characteristics”, on that basis, drew lessons for rural development in our country. The lessons were pointed out by the author on basic issues such as: promoting propaganda work, creating a clear change to more deeply perceive the role and significance of industrialization and modernization of agriculture and rural areas in the entire political system, especially the main subjects are residents in agricultural and rural areas; promoting innovation and perfecting policy mechanisms, innovating agricultural and rural economic mechanisms, implementing synchronously, seriously and drastically the policies and programs for agricultural and rural development issued; promoting the development of human resources quality, technical resources of schools, institutes and agricultural research centers; developing applied scientific research; Build, support and develop agricultural and rural economic organizations and promote investment capital in agriculture.

1.2. DOMESTIC STUDIES ON AGRICULTURE, RURAL AREA, FARMERS AND NEW RURAL AREA CONSTRUCTION

Nguyen Van Bich, in the book "Agriculture and rural areas of Vietnam after twenty years of renovation - Past and present" [5] has comprehensively reviewed the history of agricultural, rural and farmer development in our country in the 20th century, especially the 20 years of renovation. The research content is structured according to the following stages: first, agriculture; Vietnamese rural areas under the colonial and semi-feudal regime (1901 - 1945); second, Vietnamese agriculture and rural areas from the birth of the Democratic Republic of Vietnam to the liberation of the South and the reunification of the country (1945 - 1975); third, Vietnamese agriculture and rural areas after the liberation of the South and the reunification of the country, when the whole country entered the period of building the material and technical foundations of socialism (1976 - 1986); fourth, Vietnamese agriculture and rural areas after 20 years of renovation (1986 - 2006). Chu Huu Quy, in the book "Comprehensive development of rural and agricultural economy in Vietnam" [68], assessed the current situation of our country's rural areas in two aspects: the position and role of agriculture and rural areas; the development of industries and fields in caring for and promoting agricultural and rural development. Based on those assessments, the author identified a number of issues regarding the development of agriculture and rural areas in our country, including agricultural development,

Nguyen Thi To Quyen, in the book "Agriculture, farmers, rural areas in the new economic growth model for the period 2011 - 2020" [66] mentioned the issue of agriculture, farmers, and rural areas in Vietnam in the context, opportunities and challenges in the economic growth model. In which, the theory of agriculture and rural areas has been analyzed through three main schools: first , promoting the role of agriculture, considering agriculture as the basis or premise for the industrialization process; second , with the view of moving straight into industrialization and urbanization; third , with the idea of ​​harmoniously combining agriculture and industry, rural areas and urban areas in the development process. In addition, the book also analyzes the current situation of some outstanding points of agriculture, rural areas, and farmers from 2000 to present in terms of successes and challenges.
