Agricultural and forestry production have both had positive changes, both achieved or exceeded targets, and shifted the economic structure towards commodities and multi-components.

The commune has an abundant labor force, which is a great resource for the socio-economic development of the locality. The commune's leadership team is trained and fostered to improve their professional, technical and theoretical qualifications.
Agricultural and forestry land in the commune has been used effectively in recent times, bringing many achievements in production.
Limit:
The economic growth rate of the commune is not high, the structure of trade and service, industry and construction accounts for an insignificant proportion, production is still purely agricultural and self-sufficient.
Land use efficiency is not high, no clear planning. Large water surface area but not exploited. Weak economic competitiveness, no market attraction strategy.
The labor force is abundant but technical level is limited, mainly working in the agricultural sector. The local potential has not been fully exploited.
The traffic roads in the central commune area have been invested in and built quite completely, but the commune roads, inter-village roads, and village roads are basically dirt roads, which are seriously damaged when there is heavy rain, hindering the travel and production needs of the people.
Although infrastructure has been invested in, it is still lacking, especially the infrastructure system in villages and hamlets far from the commune center is still weak.
The main existing problems that need to be addressed are:
- Improve technical infrastructure system, especially transportation, to ensure service for production, daily life and people's life.
- Plan residential clusters according to the commercial service model or the hill garden farming model to suit the actual local conditions.
- Create more jobs for workers, attract workers to stay in the locality.
- Improve quality and supplement social infrastructure works.
- Large resources are needed to develop into a new rural commune.
3.3. New rural construction planning for Gia Cat commune to 2020
3.3.1. Potential and orientation of socio-economic development of the society
3.3.1.1. Development potential:
- Has a relatively favorable geographical location for economic exchange and trade with neighboring areas: 9km from Lang Son city center, 7km from Cao Loc district center, 11km from Loc Binh town center. Has conditions for exchange and trade with large consumer markets for agricultural and forestry products: rice, vegetables, fruit trees, star anise... At the same time, the commune has abundant human resources in the commune with many ethnic groups living, with their own identities for ethnic cultural characteristics and cuisine...
3.3.1.2. Socio-economic development orientation
In the coming time, we will fully exploit the potential of available land and labor resources, take advantage of all external resources, and strive to achieve socio-economic targets by 2020 such as: striving for the commune's economic growth rate to reach about 9 - 11%, the commune's economic structure:
+ Agriculture, forestry and fishery: 45%;
+ Industry - handicrafts: 20%;
+ Trade and services: 35%.
- Average income per capita is about 15 - 16 million VND/person/year.
- Total food output reaches about 2,500 tons, average food per capita is 510 kg/person/year.
- Livestock farming maintains an average annual growth rate of 2%, by 2020 the total herd of buffalo and cows will be about 1,100; the herd of pigs will be 5,000; and the poultry of all kinds will be about 35,000.
- Improve the quality of education and training, strive to have 100% of school-age children attend school by 2020, complete universal lower secondary education, strive to achieve a rate of 100% of students transferring to all levels. Commune health stations and schools at all levels strive to meet national standards by 2020, reduce the rate of malnourished children to less than 2%. Promote the effectiveness of village health care.
- Culture maintains customs and practices, striving to have 100% of villages have cultural houses by 2020, 50% of villages achieve provincial-level cultural villages, and 50% of villages achieve district-level cultural villages. Sports are strongly developed such as badminton, football... Actively participate in the sports movement of all levels, sectors and Phu Dong sports festival organized by the district and province. Annually upgrade and renovate existing facilities to serve the needs of learning, health care as well as entertainment for the people.
- Maintain population growth rate below 1.0%, reduce poverty rate
below 2%. Strive to provide vocational training for young people, 100% of households use national grid electricity, 90-100% of households use clean water, 95% of households have telephones, 98% of households have televisions.
- Stabilize the population, implement a new cultural lifestyle in residential areas, gradually push back and eventually end the situation of illegal immigration and residence.
- Regarding National Defense - Security: Building a safe base to master high combat readiness in all situations. Building a reserve force, perfecting basic plans and schemes for military and national defense work in the new situation. Doing a good job of recruiting and enlisting to achieve 100% of the plan. Building the masses to protect the national security to become a strong unit of the district, maintaining security - politics - social order and safety, striving to continuously be the leading flag in the mass movement to protect the national security.
In the economic structure, the proportion of industry and services, especially construction and handicrafts, is rapidly increasing; the proportion of agricultural production is decreasing but still maintaining its leading role and a fairly high growth rate.

Gia Cat Commune is located on National Highway 4B to Tien Yen (Quang Ninh), 7km from Cao Loc district center and 9km from Lang Son city center. It has favorable conditions for trade exchange with major consumer markets for goods and agricultural products: rice, vegetables, fruit trees, etc. At the same time, it is a favorable condition for accessing science and technology, economic exchange, attracting investment, developing socio-economy, and shifting economic structure in the commune.
