INTRODUCTION
1. Reasons for choosing thesis topic
The quality of the staff and civil servants is one of the factors that directly determines the effectiveness and efficiency of the operations of organizations in the political system. In order to build a staff and civil servants that can meet the requirements of the new situation, training is a decisive factor, must be considered important, prioritized and a regular task. Therefore, in recent years, the Party and the State have always paid attention to the training and fostering of staff and civil servants to meet the requirements of innovation and international integration.
Training of cadres and civil servants plays a particularly important role in improving professional qualifications, updating necessary knowledge on state management, administrative reform, knowledge on integration and job performance skills to better serve the needs of citizens and organizations. Through this, it helps them improve their capacity to perform assigned tasks, powers and responsibilities, and at the same time perfect the standards of the rank and of each position they hold.
Krong Ana district is located in the southwest of Dak Lak province, the natural area of the district is 35,609 hectares, divided into 8 grassroots administrative units (including 07 communes and 01 town) with 73 villages, hamlets, and residential groups. On the basis of implementing Decree No. 37/2014/ND-CP, dated May 5, 2014, amended and supplemented by Decree No. 108/2020/ND-CP of the Government regulating the organization of specialized agencies under the People's Committees of districts, towns, cities under provinces and centrally run cities, from 2014 to present, the People's Committee of Krong Ana district has arranged and organized its specialized agencies including 13 functional departments with a total of 84 civil servants.
In recent years, the district has focused on training civil servants at all levels and sectors and has initially achieved important results. In general, the team of cadres and civil servants (especially key cadres) in local agencies and units in general and specialized agencies under the District People's Committee in particular all have strong political will, professional qualifications, dynamism and creativity;
