INTRODUCTION


1. The necessity of choosing a research topic

Personnel work is a key step in the work of building the Party and the political system. Investing in building a contingent of cadres is investing in long-term and sustainable development. Vocational training is one of the effective measures to contribute to equipping the contingent of civil servants with necessary knowledge and skills in the process of performing public duties, especially in the context of many changes in the socio-economic situation. Vocational training is an important measure used to build and develop human resources in the public sector. In our country, Vocational training is always a top priority task promoted by the Party and the State. This topic focuses on the topic of Vocational training of civil servants doing economic and social work in Dak Lak province for the following reasons:

Firstly , it comes from the important role of the emulation movement and the team of civil servants doing the emulation movement. During the resistance war against France and the US to save the country, President Ho Chi Minh launched a patriotic emulation movement, contributing to encouraging and motivating the entire army and people to promote internal strength, strive to fight, defeat the invaders, and regain independence and freedom for the Fatherland. During the period of national construction, emulation promotes people's initiatives and creativity, broadens thinking, raises awareness, and creates new motivation for the country. Emulation is the driving force that arouses and maximizes creativity, volunteer spirit, and determination to sacrifice for the country, creating voluntary activities, turning seemingly impossible things into reality. President Ho Chi Minh affirmed: “To make all work progress further, it is necessary to promote the patriotic movement and make it always exciting and continuous, becoming a voluntary activity of everyone” [4]. In each locality, the patriotic movement contributes to helping Party committees, authorities, organizations, sectors and levels to train their leadership, organization and management capacity, and improve the effectiveness of the entire political system. Patriotic movements arouse the voluntary and active awareness of everyone, and are the driving force contributing to the implementation of key tasks.

The role of the Party, locality and unit is to promote the values ​​of the State. The role of the Party is an important field in the process of implementing the Party's guidelines and policies, the State's policies and laws, the political tasks of localities, agencies, organizations and units; it is a measure to evaluate the results of work, evaluate the efforts, achievements, and contributions of collectives and individuals in building and defending the Fatherland. The role of the Party is to encourage and motivate organizations and individuals with outstanding achievements in a timely manner, to promote the role of setting good examples for other organizations and individuals to strive, and at the same time to motivate individuals and organizations to overcome shortcomings and weaknesses, and strive to improve. In the period of national integration, the work of the Party has truly become a driving force to promote people and all components of society to work, produce, research, study and create; making an important contribution to building a new life, building a new culture, and new people who are increasingly developing and improving.

To effectively carry out the work of economic restructuring, many factors are needed, in which the team of economic restructuring officials plays a decisive role. To carry out economic restructuring work well, there must be a team of officials in charge of economic restructuring activities with qualities and capacities. The team of economic restructuring officials are the ones who organize the implementation of legal regulations on economic restructuring; advise on the good implementation of economic restructuring work; advise on the development, promulgation or adjustment of legal regulations on economic restructuring to suit practical requirements. Therefore, the effectiveness of economic restructuring work depends largely on the quality of this team.

Second, from the important role of the training of cadres. To build a cadre team with good moral qualities, political courage, capacity, high professionalism, and dedication to serving the people, in addition to performing well the stages of cadre work such as recruitment, use, and evaluation, performing well the training work is a necessary solution. Recognizing the role of cadre training, right from the early days of the Democratic Republic of Vietnam, President Ho Chi Minh emphasized: "Cadres are the root of all work. Therefore, training cadres is the root work of the Party". Resolution of the Conference

The 5th session of the 10th Party Central Committee continued to affirm the necessity and importance of innovation and improvement of the quality of training for civil servants and public employees: "Innovate the methods and content of training programs for civil servants and public employees to be closer to reality, focusing on practical issues arising from the process of performing public duties, and improving administrative skills" [2]. Most recently, the State has set out the requirement: "Comprehensively improve the quality and effectiveness of training activities for civil servants and public employees to meet the requirements of the new period. Ensure the improvement of capacity and skills in performing assigned public duties; sense of responsibility, public ethics, professional ethics; link training with long-term needs and planning" [28]. Thus, training is an important and continuous task that the Party and State pay attention to in order to improve the quality and capacity of performing public duties of the contingent of civil servants and public employees. To effectively carry out the work of training and retraining, there must be a contingent of civil servants in charge of training and retraining activities with good qualities and capacity. There are many different ways to build a team of qualified civil servants, but training is one of the important solutions. Through training, it will contribute to equipping civil servants with knowledge, skills, and qualities related to civil servants' work. Through training to standardize the civil servants' team is one of the solutions that the State has been implementing.

Third , stemming from the current situation of training and retraining of civil servants in Dak Lak province over the past years. Over the years, thanks to efforts to create conditions for civil servants to participate in training courses, it has contributed to improving the capacity of this civil servant team to perform public duties in the province. However, training and retraining activities for civil servants in Dak Lak province still show limitations. The experience of the civil servant team is still limited, lacking in practicality, still heavily theoretical, stereotyped, and mechanical. All levels and sectors have not focused on training and retraining to improve the capacity of cadres working in civil servants. The quality of training and retraining of civil servants in Dak Lak province has not met the requirements in the new situation. Therefore, it is necessary to actively research and find out the causes of these limitations, on that basis, propose solutions to overcome and improve the effectiveness of training and retraining of civil servants in the province in the coming time.
