Develop tourism infrastructure and tourism units in the district. - Organize well the invitation, calling, and mobilization of business organizations and individuals and create favorable, open, and attractive conditions for them to invest in building infrastructure, types of services, and production of goods to serve tourism activities.

- Invest in building standard hotels to welcome and serve tourists in the area. However, construction must be based on scientific and reasonable planning in terms of scale, architecture, and style, suitable for the development of the area to avoid destroying the natural landscape.
When constructing projects, it is necessary to base on potential, operational status and customer target to build appropriately such as:
- Build resorts on the lake for rest and relaxing fishing.
- Build many huts along the mangrove forest strip, rest stops, serving picnic and outdoor guests (at Dinh Vu)
- Build weekend houses such as villas, garden houses, mini hotels, gardens and ecological lakes, water parks, floating houses to serve cultural and artistic activities, plan and develop houses for both residential and rental purposes. Especially farms with rental houses combined with forest economy, garden economy with tourism economy.
3.2.1.2. Strengthening the construction of food and beverage establishments
In Hai An district, there are currently only small-scale restaurants, not large restaurants that can serve the needs of tourists in large numbers. Therefore, Hai An district needs to have specific measures:
- Call for investment in construction at key restaurants with capacity to serve many people at the same time.
- In investing in the construction of restaurants, we focus on creating landscapes close to nature, with a hometown character, but absolutely ensuring food hygiene and safety standards. Such as building a number of large-scale restaurants in tourism development planning areas such as Vu Yen and Dinh Vu peninsulas.
- Build a number of specialty restaurants, with a rich menu combined with local culinary art.
3.2.1.3. Strengthening the construction of entertainment areas

degraded, narrow roads, not capable of receiving large tourist vehicles from 35 to 47 seats. Therefore, the city needs to coordinate with the district to develop a project to build and expand the road surface area, creating favorable conditions for tourism development.
For waterways: dredge many difficult-to-travel river routes, build more wharves and piers on Dinh Vu Island. Complete the Dinh Vu deep-water port project to welcome domestic and international tourists (Ha Long - Cat Ba - Hai Phong city - Do Son tour).
Air route: quickly promote the project to build Cat Bi airport into an international airport to serve and welcome tourists.
- Regarding communication: Currently, the district's communication system is relatively developed, especially the fixed telephone network system and the radio system of wards and districts are developed. However, the introduction and promotion of tourist attractions on the communication system is lacking. Therefore, it is necessary to have a specific program to introduce tourist attractions on the radio system with the aim of educating people to be aware of the value and importance of tourist attractions, thereby creating a sense of conservation. 3.2.1.5. Perfecting and modernizing the electricity, water and healthcare supply systems
Electricity, water and healthcare systems are among the important factors for tourism development. Currently, electricity, water and healthcare systems are gradually being improved to serve the daily and production needs of the people, while also creating conditions for tourism development. However, there are still some outstanding issues.
Electricity system: because it is a newly established district, the street lighting system is still lacking, especially at historical sites such as Phu Xa Temple, Phu Thuong Doan, Trung Hanh Temple - Pagoda, Tu Luong Xam and Dinh Vu Island road. Therefore, it is necessary to upgrade and supplement the entire street lighting system, as well as provide electricity to tourist sites.
Water system: water is one of the essential elements for human life. When traveling, people often use a larger amount than their daily needs. Meanwhile, the water system in Hai An district is still in the process of completion. Some wards still lack water systems.

To solve the problem of service labor in Hai An district, we need the active and practical support of the city's departments and agencies, to complete the project of building a vocational school for tourism into a college of tourism and a center for introducing craft village products and promoting tourism so that Hai Phong can become a training center, providing human resources and promoting tourism in the Northern Coast region. In particular, in Hai An district, there are a number of secondary schools and colleges that can open more tourism training majors such as: Viettronics College, Intermediate Arts College to train human resources for the locality.
However, in the immediate future, Hai An district needs to take measures to train and improve the professional qualifications of cultural staff throughout the district.
