The district has achieved good results. By the end of July 2017, the whole district had 18/22 national standard schools, reaching a rate of 81.8%.

Regarding extra teaching and learning activities, school units have seriously implemented them, in accordance with regulations and directives from all levels on extra teaching and learning, creating trust from the people. 100% of schools have developed extra teaching and learning plans approved by the Department of Education and Training and the People's Committees of communes and towns before implementation. Students have applications for extra classes at school with confirmation from their parents. All schools have directed teachers to develop extra teaching and learning curriculum frameworks. The majority of students receive extra classes at schools with strict management.

In recent years, career guidance and vocational education for students have become increasingly strict, helping students orient their future and choose a career that suits their abilities.

Universalizing lower secondary education is also an important issue in the education sector. Improving people's knowledge, training human resources, and nurturing talents are the core tasks of education in the new era. That task has been determined by the Resolution of the 2nd Central Committee of the 7th tenure of the Party and recorded in the 1998 Education Law. Article 10 of the 1998 Education Law has determined universalizing education with 3 contents:

On May 3, 2001, Bac Ninh Provincial Party Committee issued Resolution 01-NQ/TU on the work of universalizing junior high school education with the specific goal of: "Strive to complete universalizing junior high school education with high quality".

In Que Vo district, in the early stages, the universal education work still encountered many difficulties in reviewing and synthesizing, but by 2017, the whole district had reached level 3, and illiteracy eradication had reached level 2 firmly.

In order for the education sector to develop, it is impossible not to mention the socialization of education. This is considered an inevitable path for education development, and at the same time, it is also a path to democratize schools with the goal of mobilizing everyone and mobilizing all resources to participate in the cause of education development. In recent years, the socialization of education has continued to be promoted, contributing positively to motivating and encouraging excellent teachers and students, supporting those with difficult family circumstances to excel in their studies.

Besides the positive aspects, the socialization of education in the district still has some shortcomings, typically the coordination between families, schools and society is not really close, the coordination between departments and organizations is not smooth, leading to the low effectiveness of socialization work.

Thus, with the attention of the District Party Committee, People's Council, People's Committee, Department of Education and Training, the coordination of departments, branches, organizations and people in the district, along with the results achieved in the past 20 years, the Education and Training sector of Que Vo district continues to promote strengths, overcome limitations, and strive to successfully carry out key tasks in the following school years to meet the requirements of fundamental and comprehensive innovation in education and training.


Chapter 2 Summary

Through the process of studying the development of secondary education in Que Vo district from 1997 to 2017, we see that secondary education in Que Vo district has achieved many outstanding achievements. The scale of schools and classrooms is increasingly expanded and improved, 100% are high-rise schools, meeting the learning needs of local children. Facilities are also increasingly improved, more complete and spacious, subject rooms are used, improving students' ability, practice and creativity. The school's pedagogical landscape is moving towards "green - clean - beautiful". To achieve these things, the socialization of education has played a very important role, and this is also an issue that Party committees at all levels, local authorities and people really care about.

However, to contribute to the development of education, it is impossible not to mention the team of managers and teachers. The team of managers and teachers in schools has gone from being lacking and having low professional qualifications to being sufficient in number and having a consistent structure. The professional qualifications of teachers and the management qualifications of managers are constantly being strengthened and improved.

Because of these favorable conditions, the quality of comprehensive education in the district is constantly increasing, including the quality of mass and key education.

However, as mentioned above, the district's secondary education still has many shortcomings and limitations in terms of management staff; in terms of teachers: high degrees but limited teaching capacity and experience, preferential policies for teachers are not timely, so the situation of teachers both teaching and doing business, even considering teaching as a side job continues to increase; the degradation of student ethics, the issue of democracy in schools...

Therefore, in order to improve the comprehensive quality of education for students, Party committees at all levels, departments, organizations, and education departments must coordinate with schools and localities to overcome limitations, promote the potential of the education sector, and bring Que Vo education sector on par with other developed districts of the province so that Que Vo district can truly be a rich, civilized district.

SOME ASSESSMENTS ON THE SITUATION OF SECONDARY SCHOOL EDUCATION IN QUE VO DISTRICT, BAC NINH PROVINCE (1997-2017)

3.1. Achievements

Through the research process on secondary education in Que Vo district, Bac Ninh province in the period of 1997-2017, it can be seen that in the past 20 years, secondary education has achieved many achievements, notably in:

Development scale: The Education and Training sector of Que Vo district has always received attention and investment from all levels, departments, and organizations in the district. In the period of re-establishment of the province, due to the impact of the socio-economic situation, the education sector still faces certain difficulties: in terms of facilities, teachers, students, etc. However, with the attention of the Party and the State, the Department of Education and Training of Bac Ninh, the Department of Education and Training of Que Vo district has promptly overcome the immediate difficulties and proposed specific measures and policies for the long-term development of the education sector. However, to achieve such results, it is impossible not to mention the efforts of the management staff, teachers and the determination to excel in learning of Que Vo district students. Therefore, in the past 20 years (1997-2017), the quality of secondary education in the district has continuously increased, making the district's education quickly become one of the most developed districts in Bac Ninh province.

The school network in Que Vo has also received much attention and development. As of 2017, with 22 schools and 283 classrooms, it has met the learning needs of children in the district. And most of the schools have been invested in interactive boards, computers, projectors... to serve teaching and learning. The school landscape has also been paid attention to and invested in development. With the motto "Innovating the school pedagogical landscape" and implementing the emulation movement "Building friendly schools, active students", the Department of Education and Training has also actively

advising the District Party Committee - District People's Committee to direct localities to invest in infrastructure, pedagogical landscapes of many units quite spacious, ensuring safety for students, creating conditions for them to love their class and school more. From there, we can see the attention, closeness, and timeliness of leaders of departments, organizations, the support, and coordination of local people in the socialization of education, making the quality of education in the district improve rapidly.

Regarding the construction of facilities: As analyzed above, in recent years, the education sector has paid special attention to the construction of facilities and school pedagogical landscapes. At the same time, the construction of classrooms and functional rooms has also been and is being paid attention to. Teaching equipment is increasingly invested in junior high schools, in order to meet the requirements of the subjects: Biology, Physics, Chemistry, Geography, History, Informatics, English... Every year, junior high schools organize inventories and evaluate the use of facilities. Junior high schools and educational management levels have well implemented the regulations on asset management according to the Law on Assets regarding the contents of asset inventory, self-inspection, and inspection of school facilities management. The planning of school facilities management is closely monitored by educational management levels. That helps education managers evaluate the application and use of teaching aids by teachers: using a lot or a little, innovating teaching methods, applying information technology in teaching... thereby creating interest in learning for students or not. Thanks to that, education managers will have measures to adjust and improve the quality of teaching and learning in schools in particular, and of district secondary education in general.

With the team of managers, teachers and students: The work of building and developing the team of teachers and subjects is always of interest to all levels of education management, ensuring that there is enough quantity, consistent structure, enthusiasm, responsibility and solid professional capacity, meeting the requirements of educational innovation. Every year, the Department of Education and Training always requires schools to actively innovate.

new teaching methods, participating in the competition for excellent teachers, contributing to promoting the emulation movement of good teaching and good learning in the whole sector. At the same time, the Department of Education and Training has opened training courses on expertise, profession, and political and ideological work for 100% of teachers and managers. Therefore, the professional qualifications of the current staff and teachers always meet and exceed standards; professional ethics are improved, ensuring enough teachers for all subjects and levels.

Regarding the team of educational managers, we must affirm that this is an important part that contributes significantly to the success of Que Vo district education in particular and the education and training sector of our country in general. They are people with full moral qualities, management capacity, and solid professional qualifications. In addition, they are also people with many years of teaching experience, understanding and extensive social knowledge. From practice, it can be seen that the team of managers of secondary schools in Que Vo district in recent years has partly met the requirements of the job.

The teaching staff has also developed rapidly in both quantity and quality. From a shortage of teachers in the early years of the 21st century (due to difficult life, a number of teachers changed jobs or quit), by 2017, this situation has basically been overcome. Currently, all schools have enough teachers to meet the needs of teaching and learning in the school. The quality of teachers is increasingly affirmed in terms of cognitive level and professional expertise. Previously, to meet the requirements of teaching at secondary schools, teachers only needed to graduate from Pedagogical College. But today, 100% of secondary school teachers have graduated from Pedagogical Universities and many have achieved Master's degrees. Not only are teachers' professional qualifications improved, but interdisciplinary knowledge is also increasingly consolidated. To be able to take the entrance exam to schools, teachers need to have basic knowledge of English as well as Information Technology. Every year, the Department of Education and Training of Bac Ninh and the Department of Education and Training of Que Vo district also regularly organize training courses to improve

political awareness as well as professional knowledge for teachers. From that, it can be seen that the education sector of the district in general and secondary education in particular has received great investment and attention from the District People's Committee, Department, Department of Education and Training, and sectors and unions.

Furthermore, the young teaching staff of Que Vo district is increasingly the majority. They are young, healthy, dynamic, creative, enthusiastic in their work, easily grasping the changes of the new education system. Therefore, it can be said that this is a huge advantage of secondary education in Que Vo district.

Regarding students, as well as teachers, the quantity and quality of students are also constantly increasing. As society develops, investment in education is increasingly concerned. In the past, due to family circumstances, many students had to drop out of school, or even not go to school. But now, it is estimated that 100% of students go to school at the right age. Students study in favorable conditions with full, modern facilities, spacious and clean school landscapes, serving their learning, entertainment and research needs. More importantly, in today's competitive social environment, students need to try harder in their studies, strive to achieve high results, to become good children and good students. From realizing the importance of studying, in the period 1997-2017, students' academic performance has continuously improved. During the period from 2013 to 2017, the rate of students passing the junior high school graduation exam was always 97% or higher, the highest was in 2017, the rate of students passing well was 98.43%.

After graduating, most students continue to high school, a few go to vocational school or some stay home to work to help their families.

Quality of education: Quality of education is a special issue that school leaders, education and training sector as well as district leaders are concerned about. Although the initial stage still faced many difficulties, with the attention of Party committees at all levels, departments, efforts of the education and training sector, of education managers, teachers and staff in schools, especially the recognition

knowledge, rising from the students themselves, the two-sided education quality of students is constantly improved over the years.

Regarding academic performance: The number of students classified as good and excellent increases every year, while the number of weak and poor students decreases gradually. Before 1997, the percentage of good and excellent students was only 12-13%, but in 2000-2001, that number increased to 47.8% and by 2017 it had increased to 61.2%. The rate of students dropping out and repeating grades is also decreasing. In 2001, the rate of students dropping out and repeating grades was 0.8%, in 2002 it was 0.6% and by 2014 it was 0.06%, in 2017 it was 0.12%. The rate of students graduating from junior high school every year is always above 97%.

The quality of key education has also increased over the years. This is clearly demonstrated through the results of the district and provincial excellent student competitions, the most typical of which is the provincial award. Every year, on average, about 40-45 students are recognized as excellent students at the provincial level. Not only that, in other provincial competitions, students also achieved many high prizes: Interdisciplinary knowledge application competition; Non-specialized youth IT competition; Sports competition. And in 2017, Que Vo district was honored to have 8 students winning the National prize in the Online English Olympic competition, Math competition and Math competition in English online; or in the 46th UPU International Letter Writing Competition, Que Vo district secondary school students won third prize and this was also the student with the highest prize in the province. The positive changes in education and training in recent years have contributed to ensuring the conditions for improving the quality of comprehensive education on the basis of mass quality, focusing on key quality, creating favorable conditions for developing a team of excellent teachers, excellent students - the country's future talents.

In addition to paying attention to the academic quality of students, the quality of moral education is always of special concern to schools and the education sector. This is a parallel task set out together with the task of improving the quality of cultural subjects. Moral education for students is not only integrated into cultural subjects taught in class, but homeroom teachers also regularly have to educate students through flag-raising ceremonies on Mondays, and extracurricular activities.
