Chapter 3 Summary

From research practice, the author proposes management measures for English teaching activities of the Department of Education and Training for secondary schools in Hai Hau district, Nam Dinh province from now until 2020 as follows:

- Propagating to raise awareness about the importance of English and the urgency of improving the quality of English subject in secondary schools in Hai Hau district;

- Strengthen the direction and inspection of the Department of Education and Training for secondary schools, professional groups/teams and teachers in English teaching;

- Building, developing and improving team quality;

- Strengthening infrastructure, equipment and technical means;

- Require schools and teachers to pay full attention to students' English learning;

- Develop and perfect emulation and reward mechanisms and specific policies for schools, managers, teachers and students in English teaching.

The test results have shown that the 6 proposed measures are all necessary and highly feasible. Thus, we believe that we can apply the above measures to the process of managing English teaching activities of the Hai Hau Department of Education and Training for secondary schools in Hai Hau district, Nam Dinh province, contributing to improving the quality of English teaching at secondary level in particular and the education and training sector of Hai Hau district in general, gradually meeting new requirements in the period from now to 2020 according to Project 2020 approved by the Prime Minister in Decision No. 1400/QD-QD-TTg dated September 30, 2008.

CONCLUSION AND RECOMMENDATIONS


1. Conclusion

The thesis has initially built a theoretical basis for management, educational management, and human resource management in general and management of English teaching activities, as a basis for analyzing and evaluating the current situation, thereby proposing measures for managing English teaching activities of the Department of Education and Training for secondary schools in Hai Hau district, Nam Dinh province from now until 2020.

The thesis has conducted a survey and evaluated the current status of English subject quality in secondary schools, staff, facilities, and English teaching management of Hai Hau Department of Education and Training for secondary schools in the district. The measures that Hai Hau Department of Education and Training has implemented in English teaching management at secondary schools in the past have contributed significantly to the completion of tasks and improvement of subject quality, ensuring the full implementation of the English program at secondary level. However, compared to the requirements of training tasks in the new period, they are not guaranteed, the development measures still lack synchronization, lack of systematic planning, especially not meeting the requirements of subject quality at secondary level; on new "standards" for teachers and students according to the criteria and objectives of the 2020 Foreign Language Project approved by the Prime Minister; Decision No. 2005/QD-UBND of the People's Committee of Nam Dinh province on approving the Project on teaching and learning foreign languages ​​in general education institutions in Nam Dinh province, period 2011-2020; Decision No. 8339/QD-UBND dated December 23, 2015 of the People's Committee of Hai Hau district on promulgating the Project on strengthening management and improving the quality of education, period 2015-2020. To overcome the above situation and requirements, the thesis has proposed 6 measures to manage English teaching and learning activities of the Department of Education and Training for secondary schools in the district.

The above measures are not entirely new, but for the Department of Education and Training of Hai Hau district, Nam Dinh province, this is the first time they have been mentioned. If implemented,

The implementation will contribute to solving the limitations and shortcomings and improving the quality of English subject at secondary school level in Hai Hau district, Nam Dinh province.

2. Recommendations

2.1. For the Ministry of Education and Training

- Directing affiliated educational institutions to seriously conduct surveys and evaluate teachers and students according to CEFR and Vietnamese KNLNN standards. In particular, requiring all civil servants and public employees to strictly implement foreign language requirements according to Circular 22/2015/TTLT-BGDĐT-BNV.

- Develop a mechanism to create conditions for managers, teachers and students to have the opportunity to interact and communicate with native English speakers.

- Issue guidance documents and require educational institutions to equip themselves with quality, modern equipment to serve the teaching and learning of English. This requirement can be integrated into the criteria for building national standard schools. At the same time, there must also be standards on design, product quality, and price for educational equipment suppliers.

- Synchronize English learning programs for English learners, ensuring connectivity according to standards.

- Open a separate official website of the Ministry of Education and Training on teaching and learning English. Through the forum, teachers and learners can conveniently meet all requirements to be able to self-study, improve professional skills, and improve English proficiency.

2.2. For Nam Dinh Department of Education and Training

- Advise the Provincial People's Committee on specific policies and mechanisms for managers and teachers participating in directing, managing and teaching English. In particular, focus on recruitment, training, fostering and career development after recruitment.

- Issue detailed guidance documents on state management and financial management for educational institutions with public health facilities.

- Advise the Provincial People's Committee, and at the same time direct the People's Committees and Departments of Education and Training of districts and cities to strengthen infrastructure, purchase equipment, and invest in quality, modern technical equipment to meet the current implementation of English teaching and learning.

- Direct districts to expand the model of Foreign Language Model Schools according to the national target program of the 2020 Foreign Language Project.

2.3. For the District Party Committee, People's Council, People's Committee of Hai Hau district

- Immediately arrange jobs for English teachers with poor capacity and low English teaching results.

- Allow the development and completion of a special emulation and reward regime for managers and teachers with outstanding achievements in teaching English.

- Recruit more student teachers with professional qualifications and good English proficiency to teach supplementary lessons in secondary schools, and at the same time have measures to limit the practice of students immediately requesting to transfer jobs after being recruited.

- Direct the District Finance and Planning Department to invest funds for English teaching in general and the implementation of the 2020 Foreign Language Project in particular.

2.4. For the Department of Education and Training of Hai Hau district

- Advise the People's Committee to raise the standards for recruiting new teachers to level B2 or higher. Organize regular IELTS and TOEFL international certification exams for teachers and students. Build and develop a team of English teachers to become a pioneer in approaching modern teaching methods. Check and plan to direct the repair and addition of equipment and facilities for teaching English at secondary schools.

- Have a specific plan on management, direction of innovation in teaching methods, content, programs and work to ensure English teaching in secondary schools according to knowledge, skills and standards according to KNLNN issued by the Ministry of Education and Training.

Contribute to improving the quality of English teaching in secondary schools in the area from now until 2020.

- Advise the District Party Committee, People's Council, and District People's Committee to issue a Project on teaching and learning English in general schools in the district, including secondary schools. Thereby creating conditions for the author, as the district's English specialist, to put the management measures proposed in this thesis into practice in implementing English teaching and learning activities in Hai Hau district.

2.5. For secondary schools in Hai Hau district

- Promote professional learning activities in managing teaching activities in general and English teaching activities in particular, while creating conditions for teachers to participate in training to improve their professional qualifications, pedagogical skills, and use teaching aids effectively.

- Direct professional groups and teams to regularly innovate the content of activities, actively observe classes, visit classes, gain experience, exchange learning, increase extracurricular activities, experiential activities, learning corners, playgrounds for English, create opportunities to communicate in English to improve listening and speaking skills for both teachers and students.

- Conduct research and gradually implement measures to manage English teaching activities that the author mentioned in this thesis to suit the students in the school area, with the circumstances and actual conditions of each school to improve the effectiveness of English teaching in secondary schools in Hai Hau district and thereby provide feedback to the author, helping the author to supplement, adjust and increasingly make the thesis more complete.

2.6. For English teachers of secondary schools in Hai Hau district

- More than ever, English teachers must be clearly aware of their responsibility that the quality of English teaching is determined by the teacher and to have quality teaching, teachers must first of all improve themselves in both expertise and pedagogical skills, thereby having the attitude and awareness to constantly improve, self-train, and self-develop.
